(Paris is the Capital, so the Council is there, however they cna have a hearing or meeting at any place they wish to, so if there is a hearing for a rogue admiral, they will probably move it to San Fran, or even Aurora or Bajor. Of course, that there is logistical coordination to consider, but Captial is Paris, so almost all the Governemnt meetings are Paris. )
