I'm just kind of waiting for event fatigue to set in, Cryptic's been running these things back-to-back to the point it's hard to remember when they WEREN'T running a 'special event'.
A few years, by recollection with the exception of a gap week or two between events and big content drops. It follows from Cryptic running the numbers on player retention and pickup. I don't think they've ever listed the trends out in full but we can presume it helps to have something going on at most times.

You can still get the Master Relaxer if they fix the Klingons and the Mok'Bara, who show up only very infrequently. As I said last week in another Thread, the night never comes. You need to watch the people gather on the dock for the Fireworks. The Klingon and Trill still argue at the Vendor but it is daylight.
Pavel still gives his puzzles but he is very confused and proceeds pretty much right away to the mystery location. I guess he must think that Risa is the land of the midnight sun.
The ship unlock will be an Account unlock as soon as one Character completes it.

but at what point of frequency does it lose the attraction and become 'business as usual'?
For any regular, the happenings of STO is inevitably going to flow into a kind of routine. Even if highly irregular, a pattern over time would emerge. We'd get used to that. But think about how these events look to people who don't play that often. You tune out for a week, a few weeks, or a month and now something completely different is happening.
Content release schedules are something that everyone's going to have a different experience with, depending on how they approach the game. How events are handled won't be ideal to everyone but certain patterns will be more beneficial to the overall health of the game than others (busy but not too busy, new but not outlandish), and that's are what devs typically pursue.
(hopefully though, we get one or two more novelties to finish out the year like we had at the start. 2017 did introduce the first contact celebrations, Sompek, and revived a great assembly community activities [contests, Foundry spotlight, and streams].)

Yes the Master Relaxer unlocks the VR Risan Doffs. You cannot buy them 'out-of-season' as that Doff Vendor goes on vacation after the Event is over.

I was disappointed that the ship is already another Vorgon one as I didn't enjoy the last one a great deal, and I have never gotten one of the Risian ships and hoped there would be a T6 variant of one this time. Also the lack of the night day cycle is a shame, I really wish it was fixable as dancing through the sunset and into night on the beach was a very enjoyable thing to me.
but at what point of frequency does it lose the attraction and become 'business as usual'?
They've had about the same frequency of normal events, Anniversary, Risa, Winter Wonderland and 4 of the 3-week queue events per year, all at approximately the same times each year for at least the last 3 years now. They throw in extra things on an irregular basis, but the core events are so regular that you can set your calendar by them.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
Most likely hang out regularly. But I doubt my continuous reluctance to hoverboarding will change no matter what as long as that sucky "don't be the first; click something first" mechanic exists.
Anyone else besides me think the Vorgon ship looks enough like a Vulcan cruiser to pass as one?
CM
There's definitely nothing Vulcan about it. But to me it isn't Vorgon either, I'll pass it off as Deferi It's hard to make it into a ship with established aesthetics, but since th eVorgon ships are Cryptic originals and really don't look like they fit in with the Vorgon ground design (IMO) and the Deferi are also non-canon I can see these ships passing for next-generation Deferi vessels. The escort already does so on my Deferi (aliengen) character.

Good point about the day-night cycle. This is THE place to complain: Booooooo! Cryptic, you gotta work on that. It was one half of the Risa fun, and we're losing the second half every year as it is (untainted wilderness on the map - every new event, a couple buildings, camps are raised and pure beautiful hideouts disappear). Boooo!
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.
Is the colorful Risa palette going to be available for the Rash Guard swimwear??
And are the tops and bottoms separate so we can mix and match with other swim wear and Hawaiian shirts?
There's a ton of colors available for the Rash Guards, and you can definitely mix and match with bottoms.
Cool. Thanks!

Guys, the devs have stated on a number of occasions that the return of the day night cycle is not possible to (practically) replicate with the game in its current state. The reason: lighting 2.0.
We can of course hope that one day a wonderful and truly ingenious technical work around will be found, totally unforeseen by the devs now, that blows open the door on the wildest lighting possibilities we can imagine (at the moment: the return of ambient lighting changes). But that's a big hope and not one likely to come (especially soon.)
So, definitely take a step back and consider what "mob action" is really going to achieve. It won't change facts, it's just winding up for a go at a dead horse (I think we can put our energy into more constructive ventures. )

When they stop offering new things and it becomes the same grind for the exact same reward.
Space Barbie Extraordinaire. Got a question about Space Barbie? Just ask.
Things I want in STO:
1) More character customization options such as more clothing options, letting the toon complexion affect the entire body, not just the head. Also a true RGB color picker applied to all costume and appearance options, which would allow for true appearance customization and homogenous colors instead of "this same exact color looks vastly different on two different pieces."
2) Bridge customization, not bridge packs. Let us pick a general layout and adjust the color palette, console appearance, and chair types, as well as more ready room layout options.
3) Customizable ground weapons, i.e. The aesthetic look of phaser dual pistols but they shoot antiproton bolts. For obvious reasons this would only apply to standard ground weapons.
4) For the love of Q please revamp Plasma Ground Weapons. They look like demented Supersoakers right now.
5) True Vanity Impulse and Deflector effects similar to Vanity Shields.
6) A greater payout for hitting T6 Reputations. Currently it takes more time and resources to get from T5 to T6 than it does to get from nothing to T5. Make that grind really pay out at the end.
7) Mirrorverse Refugee event similar to AoY/Delta/Gamma, complete with new Mirrorverse recruits for all factions.
8) Independent Faction, because yo ho yo ho a pirate's life for me!
Like many, I love the look of that Vorgon ship. Lovely we get it.
Oh, and biathlon? If I'm anywhere near as good as our representation, I shall rack up wins...
Biathilon? Ugh.
I have enough problems with the regular powerboard race.
I will try it, but afraid I will be walking away from the course hanging my Klingon head in shame.
I will never get 1st, 2nd, or 3rd to even unlock the new boards and floaters. LOL!
True for me, as well. Only time I've ever managed 1st place was one time a ran the race alone. Other than that one time, I'm fine collecting 2 tags for finishing.
I spend much of the Event growing birds and monkeys and turning them in for the latest marks.

I didn't know that the day/night cycle was broken. That's a shame. I think is was the only location in STO with a day/night cycle.
Please tell, can i use my summer 2016 and summer 2017 Lohlunat Prize Vouchers in my open projects for Risian corvette? I have 2 personages with more then half complite projects

So... will there be a frigate pet based off of last year's ship for the new carrier?
I don't know, they are after all "heavy escort", for carrier it would be needed "light escort" ... maybe
Still - i always put frigate hangars (if possible) on my carriers (even for not full carriers if i can)... they just work better for me than fighters... or shuttles.

You had to complete a number of sub-events to get a specific level of doff. I think that you needed MR for the purple ones.
