The day/night cycles are permanently gone from Risa and Bajor, and apparently it's working as intended. Today, I learned that Tacofangs revealed this information on Twitter back in October 2016.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

Its a serious design flaw in the new lighting system.
Leave it to Cryptic to develop a new lighting system that is in ways inferior to the old one.

Why not just make 2 maps available for Risa: day and night? For those who want the night map, they can enter that map. Those who want the day can enter the day map. As for Bajor, I would suggest the same thing, but I doubt that map is use all that much. It is kind of sad.

That's probably the easiest solution. Create two maps: one for day and one for night. Put the daytime accolades in the daytime map and the nighttime accolades in the nighttime map. And allow users to choose which map they want to go to.
Can devs just auto-disable Lighting 2.0 for Risa and Bajor and keep it as it was before?
Or give us separate instances with original lighting so the day/night cycle works?
As much as I would like that, I'm not sure it's possible. The original lighting system doesn't really exist anymore. They've changed the graphics code so much that, even with Lighting 2.0 disabled, it's still not the same as the old system.

I learned about that on reddit just yesterday. So many maps look weird or lack serious atmosphere, yet everytime we hear "that's just minor, a single oversight, the game overall is so much better off" - but it feels like a step back a lot.
^ Memory Alpha.org is not canon. It's a open wiki with arbitrary rules. Only what can be cited from an episode is. ^
"No. Men do not roar. Women roar. Then they hurl heavy objects... and claw at you." -Worf, son of Mogh
"A filthy, mangy beast, but in its bony breast beat the heart of a warrior" - "faithful" (...) "but ever-ready to follow the call of the wild." - Martok, about a Targ
"That pig smelled horrid. A sweet-sour, extremely pungent odor. I showered and showered, and it took me a week to get rid of it!" - Robert Justman, appreciating Emmy-Lou
I'm not so certain that the accolades will be a problem. I took my one character that didn't have any of them there for a while and got Unauthorized Dance Party, which was a night-only accolade before. The partiers were gone later, so the time doesn't appear to be frozen. I didn't have the time to hang around and wait for the mok'bara Klingon, the arguing couple or the fireworks, so I don't know about them, and obviously don't know about Pavyl, since he's only active during the event, as far as I recall.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
It's not just fireworks and accolades, but sometimes it was nice to be on Risa and watch the sun go down, sitting on the roof. It's a little, absolutely non-game relevant moment of serenity but that's gone now.

Enh, I'm willing to file it as "needs more work" rather than "needs removed"
This not good. having an MMO where you cannot have a proper day and night cycle. I suggest they should seriously think about Lightning 3.0.
On certain maps I did have issues with Lightning 2.0. The graphic card stopped, dark screen, computers is on and I have sound, or the CPU stopped completely. the system turned itself off. I have solved these problems by changing the graphical settings from middle up to middle low. Certain maps in the Delta quadrant gave these problems. My system is supposed to be above average.
after 9:30 pm, studio team staying up way past thier bedtime in mom's basement, mom opened the door to basement with loud gasp, "Kids! what the matter? afraid of dark? that is way too much light in here, i cant see, too bright, then paused, "Turn that thing down RIGHT NOW!"
studio team groan, "Aw Mom!"
"Dont you Aw Mom me!, there is a cop car watching this house with thermoscanner!"
maybe that why devs are afraid of dark. darkness phobia.
Becuase there is no reason to go there ever again.
I did because it needs to be nuked it just screams out NUKE ME!! id be happy to oblige if i could, hell make it a event we make home built nukes and start setting them off kinda like a party lol
believe me, they did broke it all right. they don't know how to fix it, so they are going to hope that they find solution in this mess.
me, i'd like to say that they can do it, find the original code and add it into new lighting 2.0 to have it working as well. i believe they missed a step with creating a code for the game that they probably missed a minor critical step to day/night cycles of worlds.

I don't think this is what happened at all. It seems they were full aware that L 2.0 would not support this, but they didn't consider two maps in the game with that feature to be worth not upgrading the lighting which was necessary for the console release. Small atmospheric pleasantries like this have no room in the grand scheme of things, "fluff" maps like ship interiors and old fleet assets are also not worth working on since they have to create new maps constantly.
It wasn't a oversight and nothing you can "put back in" in my opinion. It was a conscious decision.

perhaps.. but they have to consider the rampants of this choice. even a minor detail like that DO give the game a more of "alive" feeling, not just a "dead" feeling. without the cycle, it's just bland, dead feeling. nobody wants that.

What exactly don't you buy? Do you think I just made up what Tacofangs said?
I thought it was a bug too. I reported it as a bug on November 15, 2016.
Holodeck ticket 4,171,546: The day/night cycle on Risa is broken
How was I supposed to know that Tacofangs said on Twitter that it's working as intended.
Here's hoping they can figure something else out in the future.

I have no idea how they intend to handle the accolades. Your guess is as good as mine.

Someone on reddit suggested the same thing:
