Past event ships for Dilithium? No, I don't think Cryptic will do that unless they decide to change their mind regarding the Exclusivity Policy.
However, let's say that they decide to amend that policy for argument sake. Here are my ideas of how it should be implemented.
#1 - Past event ships (Anniversary, Summer Winter) will be made available in the Dil Store 2 years after it has been introduced in the game.
#2 - The dilithium price will be 1.25 million Dil per tier level. Therefore, a T5 event ship will cost 6.25 million Dil, a T6 event ship will cost 7.5 million Dil.
#3 - Like all event ships, these would still be unlocked for the entire account.
With regards to the price... I will use Dil costumes as part of the my reasoning. The costumes are sold for 1 million to 2 million Dil and they only for the specific character that you purchase the costume for. The event ships are account unlocked after it is acquired, therefore that makes the ship more valuable because you only need to purchase it once regardless if you only have 1 captain on your account or 25 captains. While costumes are purely cosmetic, event ships are not. Not only do these ship have a console / warp core that can complete sets for special abilities, but T6 ships also has ship traits. Granted the ship traits may be useless to some people, but for others they may be useful. That makes ships to be overall much more valuable to an average player compared to a costume. Naturally, role players that feel they need to acquire as many costumes as they can would feel differently.
While 6.25 million or 7.5 million Dil may be a lot, it is still possible to for a player to acquire a T5 or T6 event ship in less than 12 months if they devote enough time to the game with enough characters. For example, with 3 captains on an account and assume the player devotes the time to grind and refine the max amount Dil per day, that player can acquire a T5 event ship within 261 days and a T6 event ship within 313 days. The more characters you have and the more time you devote to the game, the quicker you can acquire the ship.
I think 1.25 million EC per ship tier is a actually a bit too low but at least it would be a starting point for further discussion.

Maybe for existing players, but what about the new players who come in after the event and didn't even know about it?
They had a couple of the old anniversary ships get put into the fleet shipyard so they were still available. And I believe the older anniversary Dyson Destroyers are in the Lobi store.
However a lot of the newer ships haven't gotten that treatment, and a couple of them actually have parts of sets that, unless you were there to take part in the event, are now unable to be completed. For example the Kobali set and the C-Store Command Cruiser set. The Kobali Samsar comes with a console that is part of the Command Cruiser set, and a warp core that goes with the Kobali set.
Sticking these ships in the DL store might be a viable option. The ships themselves wouldn't be account unlocks like during the event, and maybe not immediately available after the event ends, but it would be a good sink. Hell... even putting these set pieces in as seperate items might be a good sink if they don't want to release the ships themselves! Need to finish the Kobali set but missed the Anniversary event or weren't around for it? Pay X amount of Dilithium and get your Kobali Core!
Either way I see it, that would be a win/win. New people have a chance to get these items, and we get a decent DL sink to counterbalance the DL exchange.

I get that but it fits in the c'est la vie part. It's like in many other things in your life. Some things come once and either you take it or you don't and there are no second chances and it doesn't even matter if you knew they existed or not.
Still, considering this is a game and there's the possibility to "force" these events I wouldn't be against an "event rerun" because there's no need to go with the elitist and jerk mindset of "ah ah I have ona and you don't". Providing the player has the same amount of work in getting the ship as the people who played the event at the time did, it's fine by me. Buying it outright for no effort, makes no sense to me.

I think that older ships should be abled to be slotted in the event tab, but only the current years currency used to complete it. If not completed it gets reset so the stockpilling "exploit" is nullified.

I got that Carrier (the one that looks like a tooth) from the event, but needed the room and discarded it before the reclaim system was introduced. It unlocked on my KDF toon, but I can't get it back on the original.
How is the stockpile an exploit? Sure that the purpose of the event, like I said before, is doing the event when it's active. But to stockpile, you have to do the event. Several times (characters). It just means you have to do a lot of work now to be able to have less work on another year. It's quite different from not having to work - ever.

Well, I did it (for nothing) but the reason was simple; During that event I had the time. The following year I wasn't sure I would. And in fact last year, I wasn't able to do the winter event just as I wasn't able to do this summer event. It's ok.

I had one Character with 1,000 Pearls prepare for the 2015 Summer and all other Characters 40 Pearls during the 2014 Summer Event. This was to get that 2015 Ship right away, but Characters would still run the Event IN 2015 for 2016.
For the 2015 Winter Event I had two Characters with 1,040 Autographs and all the rest with 80 Autographs from the 2014 Winter Event. This would take care of 2015 and 2016. I would STILL be running the Event in 2015 and 2016. So don't give me any cr*p about exploits.
2016 Anniversary had one with about 460 and a bunch of others with varying amounts.
Ended up with close to 400 Salvaged Technology, etc. from the three Events and 5 Spec Points during the Summer Event (when they cost only 200 per point before they jacked the price up to 400 for Winter).

So another dilithium sink could be past event ships to the dilithium store. It seems that the capability is already in place. If I go to claim one on the event store tab I see cost as zero dilithium for the ones that I have earned on other toons. The events I missed are greyed out with a cost of zero dilithium. Should they open these ships up to buy with dilithium? New players or players that missed them might want to buy. Easy dilithium sink. Cost could be lower as they are older ships. 1 million dilithium I would say is fair. That's about 2500 zen.

Sorry for the necrosis, but it looks like Cryptic vote yes to my suggestion of making event ships available via dilithium. Yeah
not with an outright purchase but with a gamble with a very slim chance of getting one and with a much higher price tag then the 2500 zen you suggested since the exchange rate has plummeted unless you are very lucky so not quite the same as you were asking for really.
