It's not just kemocite, which is OP as hell on its own anyway
I can't agree yet that it is OP since we are looking at it at it's current bugged state. That's just like saying the Krenim consoles were OP when they were bugged.
The way the bug works is that when you activate it, it triggers on torpedo launch, then on hit (hits twice). If you don't activate it, it still procs off TS/FAW but it only hits once.
I did a few runs with a single TS2 and KLW slotted but not activated just to test how it would perform if it proc'ed only once. A single TS and KLW copy was a good test since both had the same CDs so I couldn't proc kemo outside of a TS. It was giving me more or less 3-5k DPS on a torp build. If that is how it is going to perform if it were WAI, then it really isn't OP.
I also tested it on another ship with 2 copies of TS3. Didn't activate the single KLW2 I had on, but it proc'ed anyway, once per TS. Result was only 6k DPS from KLW:
All my runs had the CC Multi-Conduit and Delta-2PC buffing Kemo. In the run with the parse attached, I was also using APO.
Based on my own experience with it, it isn't OP. It's just its bugged state and numerous people exploiting that bug causing it to seem more powerful than it is.
As for Neut being a saving grace... BS. I have had a 60k DPS torp boat since well before DR, and I still haven't slotted a neut torp. (Cause honestly the Photon Boosts put them ahead of the quantums... and the new set is only going to put them further ahead)
While I was waiting for a response from you on this, I decided to look/ask around to see what kind of DPS was being done around Seasons 8-9.5. I am still curious as to how it is possible to have a 60K DPS torp boat back then, because if this is so, I'd like to know about it and learn something! |=)

i can confirm it procs twice on torp point defense, i have rather been enjoying it truth be told.
i don't play pve so you don't need to worry about me lagging you out with 200+ torps.
however i have told many about it because of its instakill nature when combined with neutrino on spread iii with kemo.
so you may see it turn up
