That guy with a 40% crit rate and 3.2k DPS is hilarious. How is that even possible? How do you stack your crit rate so high and do next to no damage? Is he using Vulnerability Locators and common Mk.I guns on his ship?
I don't want to be mean, but that team was awful. Anyone should be able to get over 5k by just pairing the right type of tactical console to the right type of gun. 10k isn't that hard, you just have to use some buffs on top of that.

It's not something you can just flip a switch and it magically works. believe me we all wish it was that simple but sadly it's not. as my other counterpart confirmed however they are working on it and it is a known issue. There's alot of work behind the scenes of a game that people don't take into account.

Wow so many people itt not knowing anything about how these parses work.
Person with no damage probably had next to no combat time, which isn't shaming.
Guy did ~90K in Kemocite Damage. It's a torp build. (People saying FAW & Kemo is OP isn't the problem, it's torps).
Anyone can go download SCM and see parses like this. Loads of people do 140K on CCA and ~90-100k of it is Kemocite Explosions.
If I still had the parse I'd throw a damage breakdown out here. Hoping someone like @odenknight can post a damage breakdown from a Neutronic Torp + Kemo build.
There is no piloting involved in CCA with a runtime like this. Your Alpha doesn't even end.

The fact that you made such a broad asinine statement like this one tells me that you either are not a software engineer...or a really BAD one. Lets take a legacy engine, that you have NO experience with and can't ask anybody any questions about it since the orginal authors of the engine left years ago and see how well you do at tracking bugs and fixes down. I have had to do it...and it ain't quick, it ain't easy and it's messy as all hell. Now I don't know for a fact that this can't be fixed easily...but I sure as hell wouldn't assume ANYTHING to be easy given the parameter of what cryptic is working with.
The engineers that work for Cryptic, who write the code for Star Trek online - they "own" what they write. It is their responsibility to know how their software works as they are the only ones with the knowledge, and that is what they're paid for. They are solely held accountable.

I'm not talking about BLAME. I am talking about REALITY. You said it was quick and easy. That isn't an issuance of blame, that is a statement of FACT. The fact is, you don't know this fact. The fact is that given their circumstance, it is quite difficult in many situation. Yes they are to BLAME for the current state of affairs...but that doesn't change your statement of FACT being not substanciate in the least with a lot indicating from what we do know that you are actually quite WRONG. Nowhere did I say they were blameless...but saying they are at fault so they can fix it quick and easy anyways is just plain STUPID. That is different from they SHOULD be able to...but that isn't what you said. You said it IS quick and easy and they just aren't doing it by CHOICE.
It's not a matter of choice, they have to fix this for Season 11. They have no choice. The bug is the same bug that is in the projectile ability in the new set (as other people have said).
Put it this way. Someone at Cryptic has a list of "requirements" for their Season 11 Release. If they don't have this fix on there, then there is something horribly wrong with priorities because they're about to release another piece of gear that is affected by this bug.
I usually don't support nerfs at all, but this ability is clearly broken.
It's also a slap in the face that we all got hit with an Embassy Console Nerf yet this goes without even the slightest acknowledgment.
It is not the ability, it is the fact that the ability is bugged. The ability by itself is a bit overpowered IMO (But as OP as something like Omega Kinetic Shearing). It should not be proccing based on the amount of Copies of KLW you have slotted.

The designers largely act as mod designers, supplying art, models, and scripting. Many may have some programming background but STO doesn't have dedicated programmers assigned to it, per se.
This is why, for instance, rather than just coding support for "always on" effects, things are instead triggered through complicated scripts that "while X is equipped, do Y".
The effects for Kemocite are likely scattered into scripts for a half dozen different powers and it is probably triggered by the ship entity a certain way in an attempt to also have it proc off of an independent torpedo entity.
So they'd probably have to change code scattered throughout a variety of places since, for example, the Kemocite proc is baked into Torpedo Spread's script, is baked into FAW's script, etc. It might even be baked into the individual targets which might actually proc Kemocite against themselves on a backend level in which case thousands of entries might need to be revised (and a "find and replace" could create more problems).
Short term solution might be to simply put it on a shared timer with TS 3 until all the entries can be reviewed and fixed to approximate the intended mechanic.
But Cryptic's games are designed around having limited software engineer and programming support.

Cannons were clearly the dominate weapon for a long time...now it's shifted to beams...fixes are slow and *balance* isn't in Cryptic's vocabulary. It's usually extremes...

Beams are not. I have Kemocite. I have three ranks of it. And if I run all three on my ship without torpedoes, I do 40k DPS. My DPS drops if I equip all my Kemocites vs. just one.
This ways to me it isn't strictly Kemocite that's the problem. It's in the torpedo spread's scripted response to Kemocite, mostly.
