The wife used ARC when she had Win 10. She could get to the Character select screen, pick a character, and click Engage. Upon hitting around 92% on the second loading screen she would get an immediate CTD.

I would love to know this info as well. As I stated before, I've never used ARC and would rather avoid it, if I can, for the very reasons you've cited Picardcrusher.
And I'd hope that Devs, despite their silence on this issue here, have been watching this thread. If so, it might be helpful to them for us to share our pertinent configuration info, in case a discernible pattern might arise among those who've been affected.

GFX Card: Nvidia GeForce 210, 1024MB, DDR3 (Drivers fully updated to latest Nvidia driver release on 7/29/15)

As I mentioned in another thread... the problem immediately disappeared for me after I uninstalled Silverlight. I'm curious to know if that would work for others as well.
I uninstalled silverlight and still same problem. I do use Arc and that makes no difference either, I've tried with Arc and just using the normal launcher and same results. Not sure what the problem is but as long as safe mode works, I'll keep using it. Not the best solution but not sure if PWE/Cryptic cares or are incapable of fixing the issue. I use a Radeon HD5450 card which fully supports Dx11 so if the game is forcing me into 11 it shouldn't be an issue...but it is. Lol. Anyhow good luck to all, no matter how ya hafta get in the game.

Thus, the burning question arises for us STO folk...where the frak is our emergency patch???!!
In two days, a month will have passed since I've been dealing with this issue. Others, both in STO and Neverwinter, have been dealing with it for some time longer, others for less than a month. No common pattern seems to have emerged among those affected, as it seems to hit all manner of Operating Systems and GFX card configurations. So, there's no telling how many people have been effected by this crash bug. There could be a massive chunk of the player populace that's simply quit playing either Neverwinter or STO because of this, instead of enduring all the proverbial somersaults to just get into the game.
If today's emergency patch fix for Neverwinter actually works, can ya please get us STO folk similarly patched, ASAP??!!

Seriously!? These guys get a fix and we don't. This DX9-DX11 issue really needs to be resolved. Having to go through Safe Mode to play the game AND having to deal with The 40% Bug is really starting to get on my nerves to the point I don't feel like logging in to play. I can only imagine what is in store for all of us when Season 11 hits the server.

Hey guys, basically just made an account to get to the bottom of this, but I'm experiencing what seems like the same problem. I get to the Iconian War splash screen, and then it crashes, saying that my video drivers have crashed, then recovered, but STO is dead. If we could get a dev or something to comment on this, that would be great. I haven't played in several months, trying to wait until I upgrade to a PC that would better run this game, and now that I've upgraded, the game doesn't work. I also know that there are compatibility errors with Windows 10 which is a double slap in the face to me.
I'm just extremely disappointed in how this is being handled, STO is my favorite MMO, and I'd like to see this fixed ASAP.
Well, not that I figure it'll help, but I've come back to the game after over a year of not playing and have this problem. Trying the safe mode workaround doesn't even work. Once I change my settings in normal mode after forcing DX9 in safe mode, it just crashes on next startup. Which means I'm forced into using safe mode every time.
I mean, I can play, at least... but I had been thinking about a lifetime sub as a "welcome back" gift to myself. I think I'll hold off on that, though.
I was really hoping today's patch would address this issue but, once again, no one seems to be paying any attention. My Win7 desktop still must be loaded in safe mode, then I can select the display driver at the character select screen, but my Win10 laptop still crashes despite trying every work-around I can find. Again Devs, just let us choose the display driver from the launcher! Problem solved!

I gotta chime in for a fix as well. Spending almost 10 minutes to login/out to play is ... not friendly. Especially if it can be fixed. Humbly, keep Season 11 until next year if that is what it takes.
Jebus tapdancing amateur incompetence. There is so much chaos with Cryptic patching. Not only this heinous graphics issue, but lesser papercuts like Motion Picture uni shoes not present for female toons in Holodeck, but long fixed in Tribble. Where is the disconnect? Push fixes to the actual game! Stop jerking us around with instability! We're afraid to even ask for fixes in general now because you can't implement a Qdamned thing without breaking all sorts of random everything. Fire the ointment fly, and prioritize quality user experience over new stuff that won't sell anyway if da game is broke! Where is the management?! The pride in one's work!? FRELL!!! Do the right thing!!!!!!!!!!!!!!
I've been trying, unsuccessfully, over the past week to come back to the game, but I can't get past the Iconian War splash page. I've tried the various workarounds the net has offered. Nothing's worked. It either freezes or crashes, telling me the device is hung or something.
Given the amount of publicity this bug has received, and the fact that it's apparently been over a month since it began, this seems a lot like business suicide.
Why pay for a subscription for a game you can't even play? Seriously, their stance is, "If you paid for a subscription to cover August and happen to be one of the several people getting locked out, tough luck"?
Not even acknowledging that this is a known issue in their last update is kind of a slap in the face. Is this game getting phased out or something? Not giving official response to this not-insubstantial issue is a horrible idea.
Agreed, dimitrik. Why are Devs mum on the issue? Not even a, "We're working on it" to placate the masses? Just keep pumping out the new and shiny rather than fixing anything substantial. Sorry folks, but I couldn't give a yotz about uniform shoes or lopsided Andorian BOF antennae if I can't even log in to play in the first place!

And, lo and behold, they supposedly had a fix for this issue with yesterday's patch. Yet, that fix didn't work. So, the Neverwinter folk are lucky enough to be getting an emergency patch this morning, which specifically addresses this issue. I wholeheartedly concur Picardcrusher. Today officially marks exactly one month since I've been affected by this, per the 7/23/15 patch.
I was fortunate enough to get a hold of my KDF Fleet leader last night and discovered that he too has been affected by all this.
If there's a solution to this problem, then we here at STO need it ASAP!
