What are your Gameprefs document like? PrefEntry SystemSpecs.isDx11Enabled & PrefEntry SystemSpecs.isDx9ExEnabled? Mine, I think by default, has 1 listed for each. And there's a third toggle that I've seen mentioned here, but I actually, literally can't find it on the document anywhere. If I happen to be missing a line from my Gameprefs document, that might be the culprit.
EDIT: I found the line that seems to be straight up missing from my Gameprefs document. It's: "PrefEntry GfxSettings.DeviceType" ... so where is that supposed to appear in the document? What should it say to see things actually working?
For my part, I can say that the long nightmare seems to be over with today's patch...sorta. Thankfully I'm no longer crashing at the Iconian War splash screen. I'm finally able to login and play normally...no Safe Mode, no Command Line nonsense. Just login in and play, as I'd always done before 7/23.
However, I have noticed a few glitches that remain. I still have to reset some minor settings (like Disable auto-equip and enable auto-loot pickup). Yet all my other settings have properly saved. Biggest remaining problem? I'm still unable to minimize the game whilst in Fullscreen mode. Any attempt to do so results in the game freezing and becoming unresponsive, necessitating a Task Manager forced shutdown of STO.
Still, I'm thankful that login and straight up normal play is no longer a hassle for me!
BTW, for those that might be curious, I run Windows 7 Ultimate, with an Nvidia GFX card and strictly use the old Cryptic Launcher.

well for me it went from a occasional issue , with using a work around to not at all , im on a low spec nvidia , now it just freezes on the iconian war screen to not responding . trying the usual things first like force verify to see , but im not confident in the devs doing anything about this , i played this game due to its lower requirements without having to buy a new rig to play it on . till they started messing with the Gfx in LOR its gotten worse and worse . im not amused . and if i get a better machine , thats still a TRIBBLE shoot , ive heard players with new machines have a harder time . oh well

Quepan, sorry to hear your troubles have persisted. Like you, I run STO with a low spec Nvidia (GeForce 210). Yet, I'm able to play fine with the GFX settings mostly maxxed out, with few exceptions. Since I'm now able to consistently get in normally for the first time since 7/23, I'd say that the Devs most definitely did something with today's patch. Whatever they did still wasn't a perfect fix, as I still can't minimize from fullscreen mode. Yet, for me, it's definitely fixed the crash at Iconian War splash problem.
You are spot on about this problem adversely affecting all sorts of different system configurations though, from high end rigs to lowly antiques like our systems.
I'd suggest describing your system setup, in case the devs have still been peeking in on this thread, in spite of their apparent silence on this issue.

ive put in a ticket with the debugging system updated post above which should have all my specs , i ran the game in a low end settings wasnt the prettiest but it worked for yrs since i found STO i cant believe one patch Killed my experience like this . ill get so far behind the curve that coming back would be almost futile if it takes months or i have to go our to buy a machine just to play a 5 yr old game ? when there are other options out there with newer hardware nor does this mean that newier hardware would fix the issue completely there are others that have state of the art machines that have issues due to the fact they cant run the game in a lower DX mode . i dont like the idea of spending money to fix someone else s mistake only to have it not work anyway

I'm actually going through Steam, and I'm looking at the gameprefs, and both Dx9ex and Dx11 are enabled, and I see the DeviceType tag you mentioned, but it doesn't have a value next to it, so I can't help you there.

How bizarre. I don't have ANY of the things you've listed. I wonder if they're added to the document after you get in the game. That's all I can surmise.

3 - flushed my DNS
4 - reset my IP address
5 - replaced my ethernet cable
6 - turned firewall off
7 - ran in Safe mode
8 - updated my graphics drivers
9 - allowed all programs to run as administrator
10 - ran the gameclient on every possible compatability mode
11 - shut all non-essential programs
12 - cleared internet cache
13 - purchased a new modem
14 - had a ISP tech out to check my internet signal
15 - ran multiple tracerts, pathpings, and ping tests
16 - deleted old gameclient files and redownloaded
17 - force verified
18 - tried both the US and EU log in proxy's
19 - command line hacks
20 - ran with every choice of direct x
21 - shut down all anti-virus software
That is what comes to mind right now. I have tried many other things. So...the long story short...after watching my system monitor I see that at about 95% loading the gameclient.exe stop communicating with the server. This appears to be the issue for some of us and I think all these problems are related. We were told they were fixed and a Cogentco issue, well I get past the Cogentco backbone and everything bottlenecks and times out at the second to last hop at Cyptic.
After a few days of communicating with support, updating my graphics driver solved the problem.
They recommended I do that as a last-ditch effort (I should've thought of it myself, admittedly), after telling me my machine was simply incapable of running the game.

Just done the same and it seems to have worked, I don't actually have time to play today, but I got in no problem without having to start in safe mode and all my settings seem to be just as I left them. I shall have more time this evening and see how it goes.

I was really hoping today's patch would deal with this, but no luck. I am still having issues trying to login under Normal mode. For whatever the reason, the game is still trying to use version 11 instead of 9. I am able to run the game in Safe Mode, but I am seriously getting tired of having to deal with logging in the game that way. I hope this gets fixed in Season 11.

Thing is when I put "-d3d11Enable 0 -d3d9Enable 0" into the command line I'm getting:

You could try putting in the specs of your GPU into the Gamepref file and set it to read only.
