I only go to risa with my only female char but if they was some kdf type events i would spend more time there. I like the sound of the op idears how about a pvp fight with water guns n a big sand castle that one team has to defend.

My Klingon captain is one of a few I've bothered to get a Floater with, and therefore spends some time looking for horgahns and making sand castles. Unfortunately, Risian women don't seem to have the same definition of rough, for some reason dressing up in cured animal hides and play-acting. No roaring, hurling of heavy objects, or appreciation of love poetry on Risa. Still, there is an excellent place to practice Mok'bara on the western arch, if a warrior feels the need to find his center.
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.
Ummm... try switching instances once in a while... There's plenty of KDF players on Risa... and the Gorn are having great fun on the power boards.
. It's the body mass.. they shift weight forward and hang ten, it channels the force of the repulser units to give them extra boost... scary fast.. and unstable as all get out.. seen a couple boards FAIL spectacularly so far! Word is getting around the fleet on how to mod the boards for extra speed.. the chance of the power unit detonating during a race just adds a little spice ya know?..

Soccer? Maybe. Could be done by making a ball that moves when you run into it and bounces off anybody it hits. Still would need new code/tech/animations, but less than a game like volleyball I think. The real challenge here would be setting up team play.
Track (Running/Jumping)? Since nobody can really run faster or jump farther than anyone else without something extra, no point. A relay race or obstacle course could work, though. Both winter races and the powerboard race are essentially obstacle courses.
Swimming? Same as above. If everyone has the same base speed and the course presents no special challenges, there's not much of a race.
Martial Arts? Now we're getting somewhere. A martial arts tournament would be of interest to all three factions. But since Risa is supposed to be a peaceful planet, somewhere else would probably be better. The KDF could possibly open up Forcas to outsiders and expand the number and kinds of tournaments offered as a kind of cultural exchange.

A water polo type sport that has the same sorts of unlockable attribute mechanics that they used for Blitz Ball in Final Fantasy X. That would make the game a combination of strategy and having your character slowly become 'good' at it, instead of simply a hard-to-control ball sport, especially if the mechanics of picking up and holding a ball are beyond the development team (or what they want to include in this game).
Seems to me that the first place to start, logically, would be Mok'bara. We've already got the Mok'bara accolade, turning it into a simple event along the lines of the dance party, where you have a half-dozen mok'bara moves and you select them in order as they're called out or something would be one good way to include a KDF-friendly event.
Another might be a melee combat event, playing out like the Bat'leth tournament you get early in the KDF arc. Something like that might even work as a PVP queued event, granting some minimal number of favours for participating, and more for winning or placing.
Maybe something like a spearfishing event? You're given a special speargun weapon and transported to an "underwater" instance/zone where you have X amount of time to score as many points as possible, with different kind of fish, each earning different point values, and the more points you get, the more favours you collect?
Maybe the Klingons could go to the Bat'leth tournament on Forcas III, or the Boreth monestary?
They never went with my idea of making a cross faction Forcas III or Boreth Monestary where people bet on KDF warriors in a tournament lol. I figured PWE would be all for it but I guess there is a limit on how much money they want to make lol.

I think that kind of betting gets them in some online casino hot water. The roulette wheel, sorry dabo game, gives you currency used in two missions and gets a handful of fluff prizes so they can call it like tokens or tickets at a kids pizzeria.
We may say the lockboxes are one arm bandits. But they get around that by always having a payout. You are buying 'something' with a chance for something bigger.
Pure betting is probably a no no.

Those events are supposed to be fun for the player. I don't think there is "lore" on Risa or the Winter Wonderland, it's just fun and games and a get together for all participants of STO.
I personally don't go there because the loading times are too insane for me to enjoy anything. I'd rather head to Andor and take a walk there :P

Risa not a ground battlezone just a fun get away. Nimbus III and New Romulan Home World even though quiet until you run into some of the worst enemies out there well except for the Borg. If you want to hunt and fight go there. Risa will never be battle arena.

What do you mean? Have you checked to see if you have the new 'swimwear' tab availible at the tailor while on Risa?
Make sure you are not making it on slot 1, that slot has no off duty, all the other slots do
