This is what I've noticed: Even though I donate a LOT, and the leader finally opens up the fleet stores to me so I can buy equipment, I see that most of the XII stuff is already gone. Probably purchased by the leader(s).
I get so mad that I've spent so much to donate only to get 2nd rate equipment all due to Cryptic's fleet policies.

i think you are mistaken on how the fleet system works..
if you dont have access to the XII stuff, your fleet is not high enough.. or you dont have enough dil/fleet credits to buy it.
one can not buy up all of the XII items.. lol.. its based on provisions and if the fleet has some you can buy any items in the store with them..
as for making it open to everyone.. its not a good idea.. because then you will get people to join the fleet, buy stuff from the stores then leave, without donating anything.

If thats the policy in the fleet you are in, and it dosen't agree to you, I'd say it's time to swap fleet to something that applies better to you.
After all, any fleet credit you've earned will come with you.
Which is why the policies exist. Fleets don't want someone to show up with a couple hundred thousand fleet credits, and then just buy everything they want and leave the fleet.
I tend to keep an open policy for any member above recruit that they too can purchase from fleet stores, however when provisions get low I will close shop until provisions become plentiful again for all.

Guess that depends on how you interpret the OP's post. For me he says that the fleet leaders buy them empty and he gets second rate equipment because he can't get fleet stuff. Where does he say that they leave Mk X and Mk XI in the stores?

the embassy i believe is the only store that sells x and xi items.. it needs to be t3 to get xii consoles, t2 for xi and t1 for x..

the elite weapons and items are grayed out and can not be purchased until you are T3/T4/T5..

The OP goes to the bakery and wants to buy six loaves of bread. The bakery only has 1 loaf. So he says "most of the bread was already gone". That's an information about bread. He does not say that the bakery still had plenty of cake and croissants and seriously, no one would claim that he did.
Now a more specific STO-related example:
The OP goes to the fleet store to buy 6 advanced fleet antiproton arrays Mk XII to replace his old Mk XI gear from the exchange. There's only one provision left, so he goes on the forums and writes "most of the XII stuff is already gone". Now you claim that he says that there's still Mk X and Mk XI stuff.

As a fleet leader I would never open up my fleet's provisions to people that just joined. Those provisions cost resources which the current members have contributed to make make available. My current policy is all fleet stores are restricted to the third from the lowest rank. To get promoted to that point all that is required is 75k in overall contributions to the fleet projects. If someone doesn't have access but has been active in fleet chat and has been friendly myself or other officer might feel inclined to grant a temporary promotion to allow access.
It is well known in my fleet if a certain provision is low or empty and you want to buy something the best option is to contact a officer or myself personally and myself or senior officer will slot a provisioning project. The other thing that is needed is help contribute to the provisioning projects and earn the fleet credits so one could obtain the item they want.
If you don't like your current fleet policies then you should find another fleet. I know this as a Fleet leader. If I started receiving complaints and there are people leaving the fleet more then usual I would then have to evaluate my leadership and fleet policies.

And in all honesty its not that hard to always have provisioning going if its needed. You still get half the experience as a normal mission and you can easily keep a nice surplus of supplies.

To make the projects move faster, I schedule the projects that reward the most XP first unless a provisioning project is needed. I do watch the fleet provisions and schedule provisioning projects as I feel needed but sometimes provisions go quicker then expected.
It's a waste of resources to have a large number of provisions beyond normal and expected consumption.

Yeah, its not gone, just out of Provisions, its nothing directly todo with the Fleet Leader. Mayb poor Provision Project Managing or just simply a *greedy* Fleet, mayb a few buying weapons they dont need and replacing it with something they like more.. overall wasting Fleet Provisions

This proposal does sound far better, all any member would need is just the creds and dilith to buy from the store at any time they wanted. How much is a lot? Donating a lot of certain things gives you very little fleet credits. That's by design as some things are easy to come by.
If you are thinking about the Mine, there are NO fleets out there with greater than a T1 mine at the moment. So you can only get Mk X Warp Cores no matter where you go.
If your fleet hasn't leveled the embassy to tier 2 or tier 3, you'll also not be able to get anything higher than Mk X, which is still better than most Mk XI and XII stuff available at the moment. Hardly second rate.
Before you go off an blame fleet leaders for things, actually try to logically analyse the situation first. If you don't like your (presumably) small fleet you could always join a bigger one.

If they dropped the whole provisioning thing zone chat would become a nightmare

Ok, there are different provisions for different parts of the starbase. For instance, in the main stabase you have Military, Engineering and Science provisions.
You cannot use a Military provision to buy from the Engineering stores, so your fleet leaders need to provision every section.
Simply donating a lot in your own eyes, does not necessarily equal a lot in fleet credit terms. I can donate 1000's of commodities, but they are worth very little in fleet credits.
Also, your fleet might not have access to certain items if a part of the base needs constructing, as explained by others.
My fleet operates a policy of donating 200,000 fleet credits worth of stuff. This will get you full unlimited access to our stores for that character only.
Afaik, nearly every major fleet has a similar policy to protect the fleet from robbers.

the Fleets I am in... both Fed AND KDF have a pretty liberal allowance to people getting fleet equipment... (as a matter of fact its how they "enticed" me to join) we are somewhat picky about the people we recruit into the fleet but Service Guarentees Citizenship (so to speak)... if a fleet member needs something they are given permissions to get it alternately most people already have permissions to get what they need when they need it.....

The Tier 5 fed fleet I am in, almost always has the fleet stores closed for everyone, (except the leader and he doesn't buy it all up).
In my KDF fleet our stores are always 100% open, with donation level to get access to the store set at 200k (rather low imo).

You have to spend a lot to level your Starbase/mine/embassy/future fleet holding in order to get the best equipment. That's just the way it is.
