Did the Stalker fighters always have a battle cloak or is this a new addition to them?
The Battle Cloak and Dual Tetyron Cannons are new.
The Battle Cloaks and the passive MES (Hull Signature Masking) really makes 'em really Stalkers now. You won't see the little buggers until they are right on top of you. They can unload on you and then hit the Battle Cloak to zoom away.
Regardless of all of the resources being spent on the Starbase up until this point being a sunk cost, they are free to price access to it at any level they desire. Trying to maximize their profits from selling access to recoup as much of their building costs is just common sense. Depending upon how far out the rest of the fleet starbase pack is from T5 science, they should certainly start at a high price, then work their way down as other bases progress.
The Attack Ship is ridiculous... But on KDF side, the Advanced Ferjals do just as well. Or even S'kuls, which just suicide right away. Both pets have my Karfi topping CE dps charts consistently.

For the Feds, it is almost PARAMOUNT to have both Attack Ship and Dreadnought to even compete with the dps of the Karfi. Scary ****.
Yeah, the JHAS pets are ridiculously overpowered. And what did *I* get, as Fed, on my Elite Mesh Weavers from Advanced to Elite? ATB2 -> AB3, and FAW2 -> FAW3. That's it. The JHAS pet, otoh, gets an extra Polaron turret, CRF3 + BO2, and ramming speed chance!
Seriously, Cryptic, if you're not even pretending any more to go for balance -- or at least allow for a reasonable suspension of disbelief -- then maybe you should just pull the plug altogether.

When I got the elite version i was complaining that it only had BO2 I wanted BO3....please fix this lol

You need to own the JHAS in order to use the pets, and only on the toon that owns the ship.
