In a manner of speaking.
We don't, as a Fleet, offer to outfit all new members (though some individuals might help out on their own). Instead; what we do is help you earn the gear you need, offer advice (where requested) on builds and specs, and generally support the membership by teaming and encouraging each member to figure out what works best for them.
This way, ideally, each member can find value in the experience of playing the game and learning the intricacies of Star Trek Online in a fun and friendly environment of support. Sort of a "Teaching our members to Fish" if you'll pardon the clumsy reference.
In short; the 12th-fleet is very much a community and as such we all teach and help each other to become better players... Inevitably one of the side effects of this is that members get a lot of help getting their gear up to snuff.
