Personally I think they'll do a 5000 zen 3 pack with it. Throughout the game there are already different sized Scimitars. I wouldn't be surprised if you ended up with Science and Engineering carriers and a smaller Tactical Scimitar. Pure speculation but those are my thoughts.
For example Empress Sela's Scimitar isn't much larger than the Ha?feh Assault Warbird or the Mogai.

I don't think Cryptic's afraid of allowing people to have a thalaron burst power because it's too powerful for players (although it is a consideration). I think the larger issue is the fact that thalaron radiation is widely viewed as a terrible thing, and people that use it are among the worst offenders of inter-planetary laws and decency.

That may be true, but the KDF certainly would certainly allow their Romulan allies Thalaron weaponry, as long as they shared. The issue is, however, the Tal Shiar certainly wouldn't hesitate to use Thalaron weaponry (obviously). The Republic, those wimps we're stuck following, on the other hand? I seriously doubt it. Far too cuddly and squishy to manufacture and use weapons of mass destruction.
In regards to the Scimitar, I couldn't care less. That ship was so disgustingly plot-overpowered it made me sick. Perfect cloak, 52 disruptors, 27 torpedo launchers, and shielding that took everything a Sovereign and two Valdores could throw at it with only 30% shield loss? Oh, and let us not forget it could fire all weapons while cloaked, keep its shields at full-strength while cloaked, and travel at warp velocities high enough to run-down the Enterprise while cloaked.
I'm not saying Cryptic shouldn't add it in as playable, but personally, I'll stick with my Ha'Nom.
I think it makes sense not to release it right away.
Think about it, why throw it away now when you already have excitement at (possibly) an all-time high. All this new content, a bunch of new toys to play with. There's no need at all for an extra bit of oomph right now.
When it cools... roll out the Scimitar, and you get some of that heat back into the fire.

1.3 shield modifier (in the movie it has 2 shields)
30.000 Hull (it withstood the enterprise ramming action, its hull should be very strong)
13 turn rate (it was very nimble in the movie)
5-1 weapons (it was heavily armed)
0.20 impulse modifier

You can't make it one-for-one with the film version, though. Gameplay considerations mean either killing that turn rate, or nerfing something else hard.

Romulan ships offer some of the slowest + slow turning ships in the game, so yeah - I do not support a request for another brick. I have no intention or inclination at rp'ing Shinzon in exploration missions.

Some ships are still incoming and need more development time. The Scimitar is one of those. It's coming. So no worries.

I've always seen the Scimitar as a tier above Odyssey and Bortasqu', similar to the Typhoon or Jupiter.
Plus keeping the Typhoon and Jupiter part of the conversation is always good.

Doubt that they would ever make a vet ship one of the cannon ships. Thats probably why the Fed and KDF ones are kitbashed.
The Scimitar is one of the archetype Romulan ships. Its like locking the Defiant or another popular Fed ship behind a huge pay wall.
Too strong/not unique enough (IMO).
Should be 2 SCI slots.
Should be 3 base turn rate (make it the toughest/slowest ship in the game by far).
Should be 5 fore 2 aft weapons.
