I wouldn't take the word exclusive very seriously from Cryptic. Many items from the box versions of the game were exclusive and ended up in the C-Store some time later. The Galaxy X was an exclusive reward for their recruitment program but that ended up in the C-Store within weeks of being released to the recruiters.
If I recall, someone from Cryptic clarified that exclusive means at the time of the offer and thus does not mean it will remain exclusive.
Aside from that, the Romulans look nice but with all the money grabs that has been done with this game as of late, it just isn't worth it.

You should be able to use a prepaid card. A couple things to note, though:
- If the card has only $125 on it, you'll get dinged the $1 authorization charge that will bring your balance below $125 and won't be able to use it, so it's good to make sure you have more than enough on the card.
- Also, it's advised you call the number on the card and attach it to a physical address. That way PayPal will have some data to compare the card against when you checkout.
The only items that are "exclusive" in the Legacy Pack are the titles and the mini-DOFF pack (specifically the unique Reman DOFFs that are in it) -- the rest of the items are planned to be sold in the C-Store. i am sure there will be some Romulan/Reman supplementary DOff Packs, either in the C-Store or maybe even through Gameplay, (i was told that i have not to put up with FED or KDF DOffs hanging around on my Romulan Ships!)
I propose to add these "unique" DOffs from this Minipack to these Packs like you added the Ultra Rares DOffs ( http://www.stowiki.org/Duty_officer/Special#Ultra-Rares ) to the usual C-Store DOff Packs, and the Upgrinder at the Academy has them too.
Just so that they are not completely unavailable as soon as this promotion is done and over.
Collectors only like to collect if they have a snowballs chance in hell at getting everything, as soon as you punch holes into the possible collection people are less interested in collecting any further, if this happens often enough people may stop completely.
If you want to pay via PayPal, you don't have to have a PayPal account, that's okay -- just fill in the fields on the next page once you press "Select" under the PayPal logo. If you want to use Skrill, that works too and you will be walked through the billing flow on each screen after pressing "Select" under its logo.
For what it is worth, Cryptic refunded my last transaction ($100) but not the prior ones. So I added another $25 to Paypal and got the Legacy pack finally.

A: You are not required any additional downloads at this time, and the contents of the Legacy Pack will become available upon release of the Legacy of Romulus expansion. When the expansion is released, when you sign into your current launcher client, it will automatically download the expansion via a patch.
Romulans do not get 3 lines of ships like the Fed does, or like the KDF does -- they get exactly one line of ships, the Warbirds. Warbirds globally get battlecloack and Singularity Cores -- but also have lower turn rates, and -10 to each power setting. There has been talk of reducing the BOff seating or the console counts on Warbirds in addition to, or instead of, some of the power-setting penalty. The Singularity Core powers seem highly situational and share a (verrrry long) global cool-down, and make your power-setting penalties even more painful after you use them. There is no Science-ship equivalent at all, no Carrier at all, and an apparent maximum of exactly one free ship 'choice' at each tier. The exact effects of the various consoles, and their set synergy boni are still completely unkown. The D'Deridex in particular seems like it may be saddled with the abysmally bad BOff layout of the Galaxy-R and a turn rate of 5.5 degrees per second.
There have been suggestions to fix all of the above. I like the suggestion to split Warbirds into two lines of ships (the escort-ier ones, and the cruiser-ier ones), to change how Singularity Core powers charge up, or use singularity levels, or even allowing players to slot or un-slot specific abilities, to help the D'Deridex, etc. And to some degree, the devs do seem to be listening -- they are considering -5 to all power levels instead; may have changed the D'Deridex BOff seating to some other configuration; and may rework (hurray!) RCS consoles to make them give a larger proportional benefit to slower-turning ships.
So overall, there are hopeful signs -- but at the moment things still look very troubling to me. I will not be buying the $125 pack until I am at ease in my mind that the new Romulan Republic ships, and indeed the whole faction, are actually worth the investment.

I was not invited to the closed Beta, and don't generally play on Tribble. I am a casual player, and any time I spend on the game, is time I'd rather spend actually advancing my characters. That is a fair point; nothing in STO is forever carved into stone.
I was initially inclined to buy the pack, and further information has made me hesitant. It seems likely to me that further information could prompt me to buy, too. Right now the ships, consoles, and basic mechanics are still very much in flux; as the beta progresses things will begin to settle and firm up a bit. If I like what I see at that point, I may buy -- but right now I guess I have to just wait and see.

And the question that me and others that already bought the Legacy Pack are wondering is,
will we get extra character slot/s on May 21?
An answer would be very helpful for me cause I can only pay by transfering to PayPal and it would be good to know ahead. It would certainly suck to not be able to make a Romulan on May 21.. lol
