You don't actually need the email itself - it's a (tribble) account unlock of sorts; if your account was 'unlocked' you can create a Romulan character on Tribble. The email simply informs you that the 'unlock' has taken place.
So, email or no email - if you can log into Tribble and create a Romulan character, you were chosen.

Where is this stated? I'm stationed overseas for a few more weeks (have been for quite some time) and I don't exactly have the liberty to peruse this site for news as much as I'd like. The only thing I keep hearing about are these packs and the steep prices they carry. So what you're saying is LoR is free and if I'm willing to grind to 50, I can still get a Tier 5 Mogai? Is that right?
Yes, LoR itself is free (it'll be a BIG patched download like every previous update to the game.) You'll be able to play Romulans and Klingons from level 1 as well as create a Reman if you have at least one other character on your STO account that's completed Romulan Tier 5 reputation. You'll have free Romulan ships available at each Tier (0-5).
The "Legacy Pack" and "Starter Pack" are just upcoming C-Store items that are for LoR - and will be in the C-Store (except for the special titles and Reman Boffs) after LoR launches. The advantage to buying the bundle? It's a discount over what you'll pay if you bought everything individually from the C-Store; but again, it's all optional. You don't need it to play the Lor content; or get a new Romulan character from level 1 to 50.

Is it severely disappointing for those of us who beta tested the game (remember the epic invasion of ESD and Qonos the last day of beta anyone?) and have LTS (and who have beta tested quite a few of the seasons on Tribble) to not get an invite to the first round of closed beta? Yes. Is it really annoying trying to putter around Tribble to test everything but Rom stuff in my Chimera as I get surrounded by 500 R.R.W. ships? Yes. Does it make it better to see everyone else who got a closed beta invite (which, btw, congrats on that) and then be stuck sitting there going "So many people got one why didn't I?" No.
But in the end the devs gave the computers an (as of yet) unspecified set of qualifications, and the computer just selected people randomly from whomever was in that list (according to DStahl). So for those of us LTSers who beta tested the main game way back in early 2010, I would imagine our names our probably on that list. We just didn't get lucky in getting picked by the computer in this round. For all we know, we could be the first to get invites to the next round of the closed beta. Doesn't hurt to hope.

STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

i only saw this thread and about closed beta this morning and i went and checked my email and sure enough there was an invite to it. i was not even expecting an invite
I got my invite yesterday before seeing this thread. I am a LTS, but I rarely play on Tribble. I started the game long after it exited Beta (October of 2011) and then went F2P for quite a long time before becoming a LTS...so I have no idea how they select who is getting invites on the Beta of Rommie Playing.
I got an invite but haven't been able to actually try it out yet...
Dang-nab-it..., T/W choose today to work on the internetz in my neighborhood this morning...
Then this evening when everything is back to normal and I can finally sign-in...
They take the Server down for Maintenance....

As you just said, it went down for maintenance. When the maintenance is done it will come back up.

Yes the Save function for both Characters and Ships does work on Tribble. I plan on coping What I've saved so far on to Holodeck on 5/21.
