TNG uniforms (plural) were the Type A (TNG first seasons) from 2353 to 2365 and the Type B (every seasons after) from 2366 to 2369.
Note: the change happened because the first uniform was a jumpsuit and was actually hurting the actors back, it was revised because of that to the "jacket and pants" Type B.
Then come DS9, NOT Voyager that had a new uniform, that was not class B or whatever but simply a new uniform, DS9 later changed uniforms again at the 5th season and things are a bit "weird" as apparent Sisko did wore the TNG uniforms at certain occasions, as when he boarded the station for the first time and also when he was made acting head of Starfleet Security in 2372.
By 2373 we had the DS9 uniform being standard and no Voyager doesnt count.
The only issue is the first DS9 uniform and were it was applied, certainly in DS9 but apparently NOT in Starfleet Command and neither on the Enterprise-D (and I will assume in Starfleet ships) meaning ... what? makes no sense Voyager being a Starship using a Starbase issued uniform type.
And there is no question about this, the USS Odyssey (Galaxy Class) was destroyed in 2373 and they used TNG Type B uniforms, DS9 deliberate set their new uniforms as Starbase issued types as they deliberate made starships personal using TNG Type B uniforms.
Voyager does stick as a sore thumb on this, perhaps because it was new it bizarre got Starbase Uniforms or this is just further evidence that Janeway was insane.
I never had too much trouble with this as I assumed the early seasons DS9/Voyager uniform was a "dirty assignment" uniform whereas the TNG uniform was semi-dress.
Star Trek: Borg was set mostly at Wolf 359 and had a ship there using the DS9 S1/Voyager uniform, which would mean it was introduced before or at the same time as the high collar TNG uniform. I cite this because it was a video game (emphasis on video) where the whole production team came from the shows (writer/director/composer/line crew) and they didn't have an issue with the DS9 S1 uniform being in use at Wolf 359.

This. There's a fair amount of evidence to suggest that even before STO's time uniform standards were fairly loose, or at least changed frequently. Given that Starfleet tends to treat STO players kind of like Privateers or free agents rather than rank-and-file officers, it's understandable that they'd be OK with allowing this "new breed" of officers to wear what they please.
Not to mention that many of the miscellaneous personnel in STO wear different uniforms. For example, Admiral Quinn's secretary at ESD wears the Veteran uniform, and your crew members (the static ones, at least), tend to alternate between the Sierra and Antares styles fairly frequently.
And of course there are the static NPCs inserted into the game to, ahem, show off some of the newer uniforms.
Good discussion, I ask myself what Trek fans want when they play the game?
What if the DS9 were in the DS9 uniforms? That's what I would expect after watching the shows. Yes it's in the future, yes they can wear whatever they want, but maybe it's tradition to wear that uniform.
Maybe a different uniform for each Sector? It wold certainly tie the story line a bit closer together. And also promote the individual Cstore uniforms.
1) Vote +1 for standard NPC Uniform to be defaulted to the Odyssey. This should be so at least on Fleet Starbases.
2) Since day one of Ship Interiors, I have been voting +1 for player control of the default uniform on the lemmings that over-populate my ship. This should be something similar to the way Fleets can make a Fleet uniform for members to grab in the Tailor. Players should have access to a similar UI for controlling crew uniforms (including security escort/medic spawns).
3) I would love a client-side overlay that could control the costume design/era of all NPCs. I don't care either way if said modification would affect what each client also saw of players, but I do think if this option became usable it would reduce the saleability of uniforms (and possibly ships, if it extended to those "costumes" too), when the snowflakes realized they couldn't show off to others.
I actually really like the in-game AGT uniform (It's the uniform worn by my main and his BOs). Goes to show you there's no accounting for taste. Heh. :P

Basically, whichever new Starfleet uniform is implemented by the STO Art Team should become the default of Starbase personnel. Previously, there was a player movement to have the Jupiter uniform variants as NPC default. I wanted the ESD uniforms to be the AGT set. I thought the Art Team did a wonderful job interpreting a canon uniform seen across multiple -albeit alternate - timelines. But even that has been a few player years ago now.
Since we've been in 2409 for three player years, with no such changes, I'd be satisfied with the Odyssey set at this point.
I've always felt that the closer to Earth Space Dock we were, the more uniform the Starbase NPC's should appear. The further away the base or outpost happens to be, the more likely it would be to see a mix and match of the various STO original uniforms we would see worn. With the base command staff wearing whatever is current. For example, Deep Space Nine or K7. As I have always viewed them as outposts. Not formal starbases within the numbered system originally established within The Original Series or TNG. So Ops on DS9 and Commander Wildman's office on K7 would dress with Odyssey. All other areas would be a blend.

Not unless you make them free. Sticking for-profit outfits on NPC's, in the first area you go no less, is kind of a jerk move. Since the Odyssey uniforms are obtained with in-game currencies, there is nothing stopping them from making the Odyssey the default, and making a fancy/dress uniform for the Starbases. That would make me very happy.
The Sierra uniforms look alright, but they look like something out of Mass Effect or Babylon 5. The Odyssey Uniforms actually look like something out of Star Trek.

Ha ha ha... if Gorn were real you would not be laughin now would you? Lets put it this way. The Gorn Race has been alive for about 7,000 years and can travel in Space... Humans have been alive for 100's of thousands of years and now are beginning to have some ships.

The GOrn which you aqquire as "dumb" have made ships and excelled in Science and research only being alive for 7000 years. The Humans or core Federation players have been alive for 100s of 1000's of years and yet are still near the begining few centuries of their ship making and research while the Gorn had some already. In most cases.. the Gorn should be respected more (KDF) for maybe they will make a Laser that can destroy a planet and a ship that can not be destoryed in time :M

The wrath of khan uniforms or tos don't fit the timeline in my Opinion. The voyager end game uniform fit much better than what you have Mentioned.but that just me.

I'd like to see an even more tailored down Odyssey made free so everyone can have A version and then have fancier variants at higher starbase tiers, maybe with function-oriented versions at holdings.
Maybe the free version would be missing the chest stripe. Department colored yoke. Black top. No stripe. Might also be nice to see a proper Odyssey badge. I think a delta with flat sides rather than the etched look would be good. Basically, the TNG movie badge without the bar behind it.

Odyssey Labcoat at max Science. (Odyssey TNG Dr. Crusher style)
Odyssey Rolled Up Sleeves and Toolkit at max Engineering. (Odyssey DS9 O'Brien style)
Odyssey Station Security. (Based on the Station Security goalie look from the TOS films.)
Odyssey Dress at max Diplomacy. (First Contact Diplomacy crossed with Odyssey)
Odyssey Short Sleeve at max Recruitment. (Based on the TMP Kirk short sleeve look.)
For Klingons, variants with different trim styles and capes.
For the C-Store, Odyssey executive jacket and Odyssey unzipped.
And maybe an accolade for completing all mission fronts that awards an Odyssey Admiral ala the DS9 admiral. Klingon side a special baldric. Romulan side a special helmet.

I can tell you how much: 8k Fleet Credits (and 16k Dil) to get the Odyssey uniform from the Fleet Starbase Tailor. That's per character.

I never said anything about hating on the Gorn. In fact, I have repeatedly asked for more gorn options including the re-addition of the TOS style gorn.
