My reason for saying this is simple:
You removed the clicker mission exploit and fleets lit up in protest because it removed their ease of access to dilithium and fleet marks to off set the fact that you've never actually balanced the fleet system to the fleets that are in game.
As a result you changed the officer of the watch daily into a repeatable with a new qualifier for what you can do in the foundry to get the reward. Your qualification system was flawed, thus leading to more 'exploitation' in another method.
Rather than fix the qualification system you're just being rid of the watch mission all together, removing fleet marks from the equation and throwing it back out with, what seems like, the exact same borked qualification system that was causing this in the first place.
You have returned to square one. You have removed fleets methods of acquiring fleet marks, and will again be knee deep in an uproar in a matter of days (more likely hours) and will be forced to change the system again.
So here's a humble suggestion. What's on Holodeck now is broken. What you're putting on tribble now, is broken. Rather than replacing something broken with something broken, let what's currently broken but works remain and actually fix the current problem.
I'm basically a solo fleet. the amount of grinding I had to do just to get to Tier 1, for fleet marks was outrageous. Playing 10 foundry missions in one day to get my shipyard upgraded wasn't fun. It wasn't fun when I did twice that for the tier 1 upgrade. They think those of us grinding fleet marks are having too much fun at their expense? Why don't they try it sometime? See how much fun that is, how true to the spirit of Star Trek running battleship royal rumble six times in a day is.
This effectively kills my hopes of advancing the base or the embassy. And as that's all I've got left to do in the game at this point, it kills my interest in playing.
If this isn't changed, then I'm going to have to find a different game to play within the next week. This just won't be a viable return on my time or money. It's barely become one anyway.
The alternatives for fleet marks, i.e the events and nukkara are horrible returns on time put in. Really, the devs need to change course on this immediately. I don't care if it's in the foundry, if it's added to STFs, if they bump up the rewards in the normal fleet events, or what it is, but I need to be able to reliably make more then 25 fleet marks an hour. This is quite literally the last straw for me.

You guys messed up the Temporal Disruption Device. It now has half damage but still same 19 second cooldown. Its damage is now 3,255.2 kinetic which is half of what it is on holodeck right now. The cooldown for it is still 19 seconds!!! Either double the damage or else cut the cooldown in half! This needs to be fixed before it goes to holodeck!
P.S. WHy does it have a 30 second cooldown after firing off a torp spread... That doesn't even make sense.
If your going to take the daily away, then you are going to have to lower the amount of items needed for fleet projects. You are making people join fleets for gear and ships. This mission was the only thing that was keeping small fleets alive. Now small fleets will disband along with mine. I made a new fleet to get away from big fleet drama and now you (cryptic) just killed it.
Fleet marks were added to the IOR as part of an event. Instead of removing the reward the team listened to the community feedback and decided to keep it in. Now, MONTHS later they are removing it. The players will not see this as merely removing something that was part of an event and restoring the reward system to it's "intended" default.
Since fleets are suppose to be about people playing together for a common goal why not have a similar scaling reward for fleet marks based on the amount of participants a fleet can put together per queue they do.

2. Must have more then 2 people per fleet to get any fleet marks. (sorry but fleets are about playing together not soloing, this to stop soloing.)
3. The more members they get together the far greater amount of fleet marks they earn at the end of the event. (would be up to cryptic to decide bonus maybe 2-4 players 2x bonus; 5-10 players 4x bonus; 11-15 players 10x bonus; etc) this would entice people to build larger fleets and play together more and would aleviate the need for larger amount of fleet marks.
4. Now that seems far for the shafting cryptic has been giving us players time and time again.
honestly a system like this not much would have to change, the values of fleet marks given now could stay the same because with the more fleet members u get to play at once the rewards at the end would be decent without being OP and everyone would be happy
Moving the allocation of marks is fine, but just don't completely siphon them off please. As it stands I have projects on both the SSR FED and KDF fleets in dire need of Fleet Marks; this is the one item resource that even with the 50 per foundry mission are taking too long to get a hold of even with the size of the fleet (we are near tier 3 KDF and tier 4 FED, yet I hear that Tier 5 total cost will equal the costs of all of Tiers 1-4 combined?!).
Dilithium - good balance for time:effort (minus the 8k limit for subbed players, at least double it to give reason to sub).
EC - where it should be.
GPL - either convert everything non-combat cost these so they have an actual use or get rid of it.
Lobi - up the per box lobi 2-3 fold so there is reason to and encouragement to open the boxes for the combat items in the lobi store.
Omega Marks - where it should be
Romulan Marks - needs an increase accross missions, the colony map is fine for value, azure needs to get that cap removed or at least mirrir gained marks from the colony map.
Fleet Marks - across the board project reduction OR increase in ways to gain, be it 10-15 per player in a team if in a team per mission play OR 50 per Fleet Defence/pvp.

Another suggestion for the fleet marks is to add them to all the PVE missions and make the same rate for the reputation marks. So, all team oriented missions give you fleet marks. Plus, Romulan marks need a bump.
Ok so how is this helping anyone except for the people who cried about their foundry missions not getting attention anymore?? And what about the smaller fleets? You take away their main source of getting fleet marks and then theres no clue of this being added on anywhere?? Yes i understand that fleet events were supposed to be done as a team but do you realize that since the addition of he so called 'grind' foundry missions that fleets have been doing this to earn marks AND dili for the fleet????????? if you're going to remove a big chunk of in fleet income it HAS TO BE ADDED BACK AT THE SAME TIME..... not weeks later. And if people are complaining about waiting for fleet events its because most people who've played this game long enough realize that the only time to do the fleet que's is when the event is going on beuase any other time the payout isn't worth it... So either fix this or even if you're going to do a scaleout pay for everything else how about doing this for the fleet marks as well???

I've waited in fleet queues for 45 minutes on the KDF side before it finally popped for a measly 16 marks because the team sucked. not everyone can plan their day to be online during a fleet event for the extra marks, and not everyone enjoys waiting 45 freaking minutes to get into a queue. You need to find another way that people can earn 50 FM every half an hour guaranteed regardless of others in queues. Most fleets have players in different time zones and are not always on and playing your grindy TRIBBLE content at the same time. Doing the same ridiculously easy missions over and over again is not fun. Some of your decisions are mind blowing, really how do you come up with this stuff.

Increase the amount of Fleet Marks rewarded elsewhere -across the board-.
Running No Win Scenario for a measly 20-30 Marks, when Fleet Projects can require several HUNDRED/THOUSAND Marks, is utter nonsense.
And while your at it, please increase the Romulan Mark rewards from the Tau Dewa Patrol / Red Alert.
Yeah! When I'm running a colony invasion, we get about 19 per. With up to thousands of fleet marks required for a project, trying to grind colony invasion, federation starbase incursion, or more, won't be able to happen. You need to make the rewards of fleet marks much larger for this not to blow up in your faces.
I may not play KDF as much as I should but this change is really going to hurt the KDF side even more. 10%-20% of the players play KDF and there going to find it even more hard to build there bases.

Im sure cryptic could and SHOULD put something in there for fleets that of the smaller nature but it was just a starting point of an idea that i thought was a very good idea of a way to earning fleet marks a "fleet" way
This is a rather large mistake. Unless you are planning to **increase* existing Fleet Mark (FM) reward elsewhere --and-- increase the number of things that reward FM (any and all group activity comes to mind. STFs, PvP, Red Alerts, **ALL** Fleet Actions, those wandering Enemy Engagement cloud open mission things, in fact *all* open missions).
People stopped running the Fleet Mark queues for a reason. Not (just) because IORs are easy. Because having to constantly re-run the same 2 (maybe 3) missions over and over all night to get even a handful of FM is BORING.
Let me add this - GRINDING IORs is BORING TOO!!
I don't want to do it. I seem to need to, however. And this coming from what the team has stated is roughly the size of fleet the starbase progression is targeting: between 40 and 60 active players (66 unique account/players at last headcount, but a number of those have left STO because of terrible decisions like this).
The STO team seems to like making this mistake. Take away now, replace at some point later maybe.
So to sum up: Unless and until you have been able to provide us with fun, varied, and ubiquitous means of getting FM, please reconsider a complete pull of IOR/Foundry FM.

Then add it to literally everything that needs more than 1 person to accomplish... I mean everything.

Its clearly less than we feel it should be, and we're just going to continue to lose heart unless you flat out say "we expect every player to earn xx marks per average play session, and have designed the system based on this" in the same way you let us know what Fleet size you were designing for!
I know full well a "good" session in your minds is far, far less FM rewards than it is in ours (Hint: I'm happy at above 200FM, and I cant stand being shoehorned into 3 or less "fun" ways to get it!)
I could care less about Dilithium - I get it nearly everywhere and am happy with the number I pull down without breaking a sweat.
The FM rewards outside of IORs is just horrible.

On the topic of FM rewards for foundry content played, I was more of the mind to see them match the time spent in the fleet missions rather than see them removed. Being able to reward players FMs for solo play in content was a good thing in my opinion.
I think a big problem that isn't being voiced by the players feeling the crunch is that both the large and small fleets are using the same scales for growth. Sure, a full group of 5 fleet members playing well in a single fleet mission (in extra reward hours) can earn some 180 FMs for one 15 minute mission. But that's not something many fleets can pull off on a regular basis, particularly those with only 25-50 active accounts.
I actually think it should be looked at that Fleet missions gain slightly more FMs, to the point of double in some cases, and the timed FM rewards for foundry plays should give a matching reward based on the 15 minutes time spent avgs.

There are painfully limited missions/zones to do this with.

Yeah, that was the point I was trying to make. That's the best you can do, which is a fair amount, but... not many people can do that regularly when those missions come around. If at all.

I think a big problem that isn't being voiced by the players feeling the crunch is that both the large and small fleets are using the same scales for growth. Sure, a full group of 5 fleet members playing well in a single fleet mission (in extra reward hours) can earn some 180 FMs for one 15 minute mission. But that's not something many fleets can pull off on a regular basis, particularly those with only 25-50 active accounts.
I actually think it should be looked at that Fleet missions gain slightly more FMs, to the point of double in some cases, and the timed FM rewards for foundry plays should give a matching reward based on the 15 minutes time spent avgs.
There are painfully limited missions/zones to do this with.

Yeah, that was the point I was trying to make. That's the best you can do, which is a fair amount, but... not many people can do that regularly when those missions come around. If at all.
