you must not get out that much do you, there is nothing wrong with the way she looks, all it is, is a open version of the Starbase uniform although ingame you don't see the cleavage on the fed side, but the KDF if you have a female toon in KHG gear they have the option to show a little, so IMHO keep it like it is there is nothing wrong with it.
My wife typically shows more cleavage than this, but she's not a Starfleet Officer.
To my knowledge no Star Trek episode or movie showed any officer on duty wearing something like this -- much less in a combat situation. Janeway stripped down to a tank top in Macrocosm, but there was absolutely no cleavage.
I challenge you to find any military or serious civil service organization whose uniform code would allow something that shows that much cleavage.
In civilian life, of course, there's nothing wrong with it. But in a professional organization, much less one in combat, it's just not appropriate.

I thought Saavik as a Romulan was soft canon though. Like they planned for her to be but changed it to Vulcan for the movies to not have to go into how she got there and in her position. Then some books went back to the original idea of her as a Romulan.

Notice the Taco asked into Starfleet. A temp assignment I wouldn't count since she wasn't actually in Starfleet. (Notice the uniform) That's like saying Riker was in the KDF and Kurn was in Starfleet. Those were temp assignments.

But he was in Starship Creator too but so were dead people. lol I ended up importing a whole bunch of people into that game. Some people I know and had pictures to do it and some actors/actresses that never appeared on Star Trek. I miss that game and the follow up Warp II which allowed sending more than 1 ship on a mission or send the second ship to handle other business.

P.S. With several in game missions and some of the story coming to 2409, it would not be unreasonable to say several Romulans fled to the Federation after the collapse of the Empire. Starfleet aid is abundant and some of the refuge colonies are in Federation space.
So if Klingons (whose main Empire is strong and at war with the Federation) are in Starfleet now, why the heck would Romulans not be with the above statements giving them a better reason to join?
