Yeah, having been double crossed and ruined playing Evony, I've come to appreciate the fact that STO makes PvP optional. Don't get me wrong, I am competitive, and I've got to see how I measure up against other players in PvP and "friendly competition" PvE's, but you get a horde of virtual Huns together and...well...I guess they'd better start releasing the Hirogen as a playable faction if they're gonna do that.

the neutral zone is supposed to be a sort of demilitarized buffer between opposing forces - not a space to go shooting as you are as likely to be killed by your own forces for potentially causing a flare up in hostilities by attacking in such an area. Better to have a designated "hot zone", perhaps a sector off on the side somewhere where you are warned as you enter it that it is a free fire zone and so you may be attacked. perhaps make it an area which disrupts sensors (I would like this as a story point as I think fed shooting on fed/klinks shooting klinks for fun is not star trek (well the klinks might do it for fun and honor)) and so you may be fired upon by friends or foes. they could also perhaps introduce some sort of hull and defence buff if you are attacked by a higher level player in such an area
The neutral zones being demilitarized areas aside, PvP seldom has a place in MMORPGs if the game isn't built in to the core of the gameplay from the early development stages.

Thanks for all the helpful replies:) Its nice to make a suggestion and have fellow plyrs actually think about it. The area I'm proposing would be dangerous and marked as such. If you are a lower level plyr...you must be there to test your mettle:) Since there are no game rewards or ties to the storyline...there is no reason to encumber it with rules. The payoff is experience against the most devious of opponents...good test area for builds...get blasted and go earn better stuff lol. Glad to be back after a long hiatus (spelling?).

I TOTALLY agree with this. Since players complained about NPCs pulling you into Deep Space Encounter instances there's now no danger in sector space at all. Just about every other MMO on the planet has dangers associated with travelling. Why not let actual players pull you into instances like the NPCs used to? (In the Neutral Zone only.) I would also recommend that when you die, you're done - and you'd respawn at the nearest Star Base.
Said it before and I'll say it again as many times as I have to...
I have no problem with an Open PvP zone As Long As I'm not forced to enter it if I don't want to.
If I'm just doffing around or trying to complete mission "X", then non-consensual PvP sucks.
If I can take the long way around and get to my mission safely 100% of the time, no problem...
Or, I can take a shortcut to try to get to my mission faster and most likely risk getting pulled into PvP.
Even then, it's kind of tiresome if you automatically get pulled into PvP just because someone else decides to lurk on the border... so there ought to be some opportunity to evade and pick your battles.
I'd look at it like this --
Two opposing player ships get into intercept range in sector space. Each player gets a popup where they can click "Engage" or "Evade". The ships are able to keep moving, just like they do when a transport is in range.
If both click "Engage", they automatically instance into a space PvP map.
If both click "Evade", nothing happens and they go on their merry way.
If either clicks a different button than the other person, or if one clicks "Engage" and the other person allows a timer to expire, the game randomly decides whether the evasion is successful or not.
There could be external factors that influence the odds, like relative ship speeds, whether the aggressor has the T-3 Marauding ability, whether the defender has the T-3 Diplomacy ability, etc.
So, where could we logically put these Open PvP zones?
Well, how about crossing through Exploration Clusters to get to somewhere else? For example, if there were a PvP zone between Delta Volanis and the Rolor Nebula? Or the Arucanis Arm to the Hromi Cluster? Like that.

As long as I have an option button to ignore this feature 100% I wouldn't care. If I don't have this option, No way! Take it and add it off of a sector block that is out of the way, so you have to want to go there. Taking an area like the neutral zone, with major bases that you have to get to for missions, and forcing people to PVP is ridiculous. I came to STO to get away from PVP, not to have it forced down my throat. If I had wanted that I would have stayed at the other game.
To clarify... my suggestions are based on the idea of PvP zones that players are not forced to enter.

EVE might be a good game to experience this whilst leaving STO as it is. Unless it was completely optional as some suggest because personally I didn't sign up to play PVP. I wouldn't be against anyone else doing it as long as it doesn't affect me or anyone who feels the same.
Well the "neutral zone" wouldnt be the best place for that given the current games structure. However, I would like to see a massive open PvP zone just for this very reason. A slightly bigger Kar'rat without the damned borg.
Personally I hate Arena style PvP. Its too limited. That TRIBBLE is for the WoW and Halo kiddies. I used to love playing on Darktide server in Asheron's Call where you could fight anyone...anywhere....anytime. The element of surprise is half the fun. Running along and blindside somebody or getting blindsided. In Dark Age of Camelot you had 3 factions fighting it out in 3 massive zones. Could be 8v8 or 100 v 100 v 100 at any given time with multiple variables that could occur in any single engagement.
STO's PvP is just meet in the middle and button mash. Only time its half-assed fun is when your in a premade group that communicates and assists. Otherwise if im PUG'n it, I just cloak, sit back and watch the fail, collect my EC's and Dilithium while jamming out with Pandora or watching South Park on the other PC.

If you click to continue, you get a second pop-up (not a dialogue) that ask you if you're sure yes or no,then you can go forward knowing you may get attack, or take a different route and avoid any PVP.

I think at one time you could be pulled in to a PVE instance from sector space (or I may have clicked on something and blamed the game, not sure).
you can only PVP in arena maps from the queue window.
We're talking about "what if" there was an area for PVP.

You can't simply tack on a system and go "Hey, here's PvP, go blow each other up". It doesn't work like that, evident by so many failed PvP implementations throughout the past decade or so of MMORPG releases, with substantial subscriber losses shortly after launch to boot.
There hasn't been a successful PvP MMORPG in a very long time, for that very reason. Guild Wars and EVE possibly being the only exceptions.

I dont think I can be any clearer on this point. You the players dont like it, we the developers dont like it and all the data we pull from the servers backs up the statement as well.
Star Trek Online is no exception to poorly implemented PvP systems, because it was never an integral part of the game, and it never will be.
There's a reason Dark Ages of Camelot is is considered to have been one of the best PvP games, it was built from the ground up to support PvP, not as some optional arena fluff.

and if its going to be open it should be in a SMALL contained area with all Fleet and personal identifiers TOTALLY disabled and all chat disabled

just open war without level bias or caps
so if a VA gets jumped by 150 lts thats hjs hard luck
oh and no reward without loss
so if you can win a MK 12 item the other guy should lose one
