I don't know if it was Atari or Cryptic that shoved this game out the door far too early. But Cryptic hasn't earned the reputation of being fast about getting bug fixes or missing content added.
There are still some very noticeable completely broken and/or missing achievements and missions in Champions Online even now after 6 months. Basic things but all completely missing. Sure you can say they were working on more important things. But in 6 months there has been basically nothing done to fix those issues that have plagued the game since day one.
Well here we are at the launch of STO, and yet again there are glaring broken things. Which given Cryptic's reputation will not get fixed.
Far as I know the push to the door comes from CBS. Far as I know the contract stated the game must be out by first quarter of 2010 which is end of March. They probably should have held the game for another month and we would see not less but different complaints here. =p
The irony here is that to CBS this is a very important IP so there will be a huge push to fix things and ensure it is nice. It would be to their advantage. Ultimately this has nothing to do with the actual product but with quarterly profits and stocks.
In other words someone at CBS and/or Wall Street wants their bonus and well here we are. The other side of this is that had Cryptic not released the game on time they would probably be closing shop since CBS would have pulled the IP.
Another lesson is don't underestimate your player base and put out enough content to last only a week.
I didn't play that hard... about 8 hrs/day avg and I hit RA3 today... and there's nothing...
I played aion for 14-16/day and even after a 6 weeks I was only level 42....
I have to agree with the OP
1) the game lets people level WAY to fast
2) no end game content
Now Eq2 DID have SOME endgame content (Vox and other 24 person raid mobs), but it did not add major end game content until it's first expansion (DoF) and raised teh cap to 60 when EQ2 saw raiding zones, etc.
But even EQ2 took people a while to level up (and the crafting system was a HUGE time sync).
I love this game... but what are my choices? I could roll another fed and do the EXACT same missions again? I could probably do that ONCE then be bored.
I could roll a Klingon... but from what I hear.. their lack of content is even WORSE.. and that they run out of stuff FAR before 45.
I know CBS and the investors PUSHED Cryptic to release this early. I know now why the skill cap was cut and level cap cut from 50 to 45.... Lack of end game content.
I think it's a great game, but if it was in the budget (which it was not) , the game needed about 2-4 months of additional development then beta testing.
Within in a week, about 1/3 of the server population (maybe 40%) will hit Admiral ranks and start yelling at Cryptic for something to do.
TBH.. what they should have done was SLOWED our leveling down.. even if it meant many times we had no missions and were forced to do repeats (grind) to level. Doing that could EASILY have prevented "over leveling"
But the OP is correct.. the last ranked mission you get is around RA2.. and the killer thing is... it leaves you HANGING in the middle of the mirror universe story line... it doesn't even resolve it.
Even the "casual" gamer will be capped in 4-6 weeks. THATS A PROBLEM. Most MMOs only expand once a year with maybe bits of new content during that year.
In order for STO to keep people, they are going to have to add some WHOPPING content in the next 30-45days. Content as is more sectors, sector blocks, missions, level cap raise to 50, skill point cap, etc... and then they need to make it DAMN hard to level from 45-50. I mean SLOW so even if someone played 16hrs a day it would take them 3 weeks or so to go from 45-50.
My main question is: did you play this during open (or closed for that matter) Beta?

The state of the game in beta left no small impression that it wasn't complete, so rushing to the end of the game (for whatever reason -- are you employed???) is foolish if you expected to have solid and functional content at any advanced state in the game.
Since there's probably like two dozen people in your situation versus the hundreds of thousands still stuck on tier 1, 2, maybe 3, and few-and-far-between 4, you're not going to get a lot of pity, but the game really, REALLY shouldn't have been released with nothing to do at level 45, but then again; if you'd seen the beta you wouldn't have been surprised.
I guess what it comes down to (assuming you'd either played the beta or any other MMO launched in the last decade) is this: what'd you really expect this early on in the game? I do not completely disagree with your statements, however i tend to agree with the OP in many aspects as well.
I bought this game due to several friends who were going to purchase it, i was able to beta the game during the last weekend of open beta, so i had some experience but am not and was not at the time i purchased it really well versed in the game mechanics.
Currently, i play with 2 other people in a static group for the most part. usually we run missions, but have some klingon alts we have messed about with a bit. we have played about 4-5 hours a day since the headstart roughly. Mabye a bit more on weekends, a bit less on weekdays, with downtime during server downtimes etc, or crashes that have happened. All 3 of us, are commander 7-8 in slightly more then one week since the game release. We have talked about it, and no one feels like were grinding out levels, we just follow the missions/defend/patrol/explore stuff that is given to us at each of our various grades.
Since reaching the late LT commander ranks, there has been an evident lack of content, and far fewer available styles of missions. since the crystal entity there has not been one fleet mission or large scale mission. Public missions are non existant, ie patrols are all limited to grouops or single players.
During our discussions while playing, its apparent that this is a short term game for us, unless something changes in terms of content. Comparisions to warhammer online, or AOC are pretty valid, and pretty realistic. The OP is right in much of what he says, and for anyone who plays more then a few hours a week they will reach the end very soon. Sure new charecters can be rolled, things can be done to prolong the game, but without a drastic improvement in content this game is going to have a huge loss in subscriptions in a very short time frame.
Quite a bit of our discussion was in comparision to other MMO's who released in the last few years. This game reminds me of AOC for the most part. the first 20 or so levels are pretty well fleshed out, after that its an empty landscape. Given that we are already running out of missions, at commander 8, i can see the lack of content is going to be a huge issue unless people grind out levels, and captain appears to be as empty from what i read on the forums.
Well here is my thought. I think its wrong to not ship with endgame content. That, however, is not what worries me. What worries me most is this.... Even casual players will hit the cap in a month , maby 2 months at most (being generous). What then? People payed for lifetime subs... year long subs... I just dont think this game could possibly have any longevity to it. Even making alts is pointless... its the same all over again... classes really dont mean much and quests would be the exact same.
So they come out with a couple instances and maby a story quest or two... this is going to last a week or two tops. Now we are on month 3 (this is generous) now what? They cannot put out enough content. This game should have had a much slower leveling curve and way more content... or atleast some alternate content like real crafting. PVP wont keep many entertained and the some it does wont last for long.
Bottom line is, I just do not think they are going to have enough content to even meet the 6 month mark for most much less a year sub and much much less a lifetime sub.

WoW and EQ did ship with endgame content, that said, every new mmo has to meet the ACTUAL mmo standards, not those of 5-6 years ago.. and i think 400 admirals (days ago) now more than a 1000 other players are enough to do endgame content together...

No game producers can produce game content quick enough, as players will burn through it quicker. End game quests just wont be enough no matter how many.
What is needed is a system that keeps the end gamers engaged. In some games it is a rep grind, some games its armor grind, in others it is territorial pvp gameplay.
All of the above can be used here, you can have different factions within the Federation, Section 31 is the secert service branch of the Federation for example and more can be made up. Doing missins and explorartion for one these factions cn give the player mods weapons, uniforms, consoles etc unquie to that faction.
The neutral zone lends itself to territorial game player, enough said there.
And there maybe others suitable for the STOL universe.

So they come out with a couple instances and maby a story quest or two... this is going to last a week or two tops. Now we are on month 3 (this is generous) now what? They cannot put out enough content. This game should have had a much slower leveling curve and way more content... or atleast some alternate content like real crafting. PVP wont keep many entertained and the some it does wont last for long.
Bottom line is, I just do not think they are going to have enough content to even meet the 6 month mark for most much less a year sub and much much less a lifetime sub.
That said, I agree with the OP that end game stuff should have been there from the beginning. With all the bugs they have now in the lower episodes (ran into two today myself) it seems unlikely that something that is not already predeveloped and in the game at launch will be a nightmare to take live as an add-on.
But, fortunately, I've got people like the OP to pave the way and beta test the end game for me. I'll be there in a month or so. RL calls.

I bet this has been said before in those 92 pages, but no MMO yet as far as I know, has shipped with end game content. At least CoH, Lotro, WoW, CO didn't.
Why? Because 99% of the players won't see the end game in weeks or even months. It can be added in the first addons quite easily.
People who rush to the end game should be aware that this is going to happen. Even if there was this mythical magical wonderful earth-shattering end game content, you couldn't do them alone.
I've never understood the "game starts at level cap" mentality. Every aspect of it seems completely alien to me.
I remember in OB and CB there was lots of complaints of levelling too slowly. Now everybody is telling that levelling is too fast. Or does it really mean "by using these game-breaking exploits it's easy to reach level cap in hours"?
I've played since headstart, and my main character is Lt. 9. But then again, I've enjoyed the game, taken a relaxed route and tried to team up with a couple of others but done the missions solo, so the game is just hard enough.
WoW and EQ did ship with endgame content, that said, every new mmo has to meet the ACTUAL mmo standards, not those of 5-6 years ago.. and i think 400 admirals (days ago) now more than a 1000 other players are enough to do endgame content together...
game difficulty was fine at the beginning of open beta, until they start catering to the carebears.

What is needed is a system that keeps the end gamers engaged. In some games it is a rep grind, some games its armor grind, in others it is territorial pvp gameplay.
All of the above can be used here, you can have different factions within the Federation, Section 31 is the secert service branch of the Federation for example and more can be made up. Doing missins and explorartion for one these factions cn give the player mods weapons, uniforms, consoles etc unquie to that faction.
The neutral zone lends itself to territorial game player, enough said there.
And there maybe others suitable for the STOL universe.
Yes mmo's today should ship with end game stuff, but its how all mmo's work. it will probably how it will always be, But if you read some of the articals on the website, it does state what they are BRINGING out over the few weeks after launch including end game content and raids.

you are comparing apples with oranges.... sto has nothing at max lvl, wow had something. something>nothing, even more so when its 5-6 years older.
Regarding the rush to max level thing, that is relatively new. I don't remember people rushing to 60 in WoW although they certainly did rush in Burning Crusade.
As long as the Dev's have plenty of content lined up for th future there shouldn't be much of a problem. As for the actually levelling, I work and I would be halfway through Captain if I didn't start an alt after headstart. As it stands I'm halfway through Commander and hitting Lieutenant Commander soon on the alt.
They rushed to 60 with release too. Similarly fast too, it's just a matter of a player knowing how to plot a path, and actually have the desire to get past the trouble areas [newbie zones] as soon as possible.
