I'd personally say the Kobali Cruiser, I feel it's just a little too eng/tank heavy compared to the majority of cruisers, it's just not flexible enough.
Whoopsie .. that one I really like. It is an event ship, so no full spec, granted. And you may dislike its console being a part of the Multi Mission set when it isn't freely available anymore. However, it has a decent boff layout for Intel/Sci, is maneuverable, has a unique (well, with the other Lukari ships) bridge. But yeah, it performs its duty well. There's way worse candidates out there.

Personally, it's tied between the Compiler science dreadnaught and the Terran Somerville. The Compiler may have a turn rating of 6, but its gargantuan size makes it feel like it turns even slower than it does. The TS's console just ruins it for me. Yeah, don't use it if I don't like it, but I prefer to preserve the flavour of the ships by using the consoles they come with. Turning shields off in the middle of combat is a major no-no for the way I play, especially on a ship that's not a tank build.

Funny thing is... it was the only ship I could get 1st place in Crystalline in on my main for the floor trophy.
Since I couldn't DPS my way to the top I just pulled out a Kobali Heal Boat and healed my way to 1st place. lol
It was weird honestly. I run Crystalline on an alt, not even try, get 1st place. I run Crystalline on my main, actually TRY, 2nd or 3rd only. WAT?! Frak this. Heal Boat time! Gets 1st.
I agree with xyquarze, the Dorito is a nice little scout and in my case it goes well with the way I play (and importantly, it fits the theme of the character I have it on).
I am not a fan of the Compiler (though it does not feel quite as bad as a D'Deridex maneuver-wise for some reason), but I do like the Sommerville for the most part (the Mirror version console is a bit annoying though, I usually use the prime one).
I have been trying to get the Kobali cruiser for a while for my Kobali captain, (unfortunately I have not gotten any epic phoenix tokens at all since the odds adjustment the devs did a while ago so she will still be flying the Nihydron destroyer for the foreseeable future), but that is more for the theme than pure combat ability or maneuverability.
