Last night I must have done Defense of Starbase One a dozen times in a row, no cooldown, because it was the only mission coming up when I selected random TFO. Same thing today. Defense of Starbase One is the only mission accessible in the "random" TFO selection.
It's not true random, it's 'whatever queue happens to hit 4 other participants first while you are queued for a random' - and given the current event and SB1's 'reputation', that's the one most people are going for.
Though, queues qualifying for any given event are supposed to be removed from the random pool for the duration of the event precisely to prevent this kind of situation - clearly, Cryptic screwed up this time.

I've had a twice-in-a-row repeat of a different on (H'urq) once in the last couple of months while grinding TFOs for my Klingon recruit, but only once.
Not only are events and endeavors supposed to be removed from random, there is supposed to be a 30min cool down after completing a tfo. I also have experienced the same condition the op stated. Every time I hit random all i get is sb1, finish the tfo, hit random, and sb1 again, and again, and again. It certainly isn't fun, and i've been joking in chat to just rename the random button to the sb1 button.

Endeavors AREN'T removed from the random TFO list. Especially since there is many an Endeavour requiring once to do a Borg, Lukari, or other type of TFO.
The only thing that happens to a TFO for an event is that it will always run at 'Normal' difficulty.
Also, if you don't check the "Only Join TFOs of the selected difficulty" box in the UI - even if you click the Join box when 'Advanced' is showing, the game will put you in the queue for BOTH the 'Normal' and 'Advanced' difficulty modes, and if a 'Normal' pops first, its the one you get.

It shouldn't be giving out just 25 Marks as the TFO Reward either (not counting the Daily Bonus). She comes up and says 25 Marks and has no breakdown of what Objective provided what towards that..

True event maps are not supposed to be in any random rotations. I assume this only happens on normal because I play alot of Advanced TFO's Random and none of the event maps come up.

This. Exactly. I am not even exaggerating - I literally did the mission a dozen (12) times in a row, one right after the other. Granted, I was grinding for DIL and XP, but seriously. It shouldn't be like that.
Same here. I was thinking it was bugged into delivering extra payout or something due to how hard it was to find a mission that WASN'T Starbase One. It's been the only mission popping up for me in the random queue, AT ALL.
I'm at that point of having to queue all and then try to beat the instant popup to join Starbase One just to uncheck it from the list.

You're right. It is a bug, at least that's how things always were supposed to work. So unless they've changed things without notifying anyone, it is definitely a bug.
And it makes sense too that event TFO's are excluded from the random system as long as they are event missions. You can enter them quickly anyway so there's no need for them to be in the system - them being there does however mean that little other content can be played quickly (which is a consequence of the constant running of events too).
I spent 20 minutes waiting for several queues to pop yesterday. Nothing happened, so I decided then to queue for a random mission.
And indeed: less than a minute later I found myself in SB1. Very annoying and surely it cannot be 'working as intended' if people cannot play anything besides those one or two event missions?
Not the first time this is happening either, the same happened with the Feast event. I've been updating my bug report thread over the last couple of weeks:
It is really getting lame, for over a week now all i get for a random is sb1. Try to pick what you want and you forget you even picked a tfo, or fall asleep by the time it ques up. No cool downs, just sb1 over and over. Then you throw on top of that every match is vfx nightmare and it really is not fun. Ya i fly small ships and get in close, i cant see anything, just flashing lights and loud sounds. Am I playing star trek or some kind of harry potter space and ground magic show?

I'm only speaking for myself here, but I think the core issue could be that in the past they said that the Event TFO would be excluded from random. But I believe that was back when they only had ONE TFO for events. Now we have options.
Also... I'm not sure but I think if you queue for Advanced, it won't pull you into event SB1 because all the event queues are locked to Normal.

I doubt that having a choice is the reason why we can now end up in event missions through the random system.
I reported the issue back when the Feast event was running. That included only two missions, of which only one was a space mission, meaning that players would usually end up in that one. There's not always that much choice to be honest.
Besides, it doesn't matter that we have a choice for the events now. Since most players tend to pick only one or two missions as they're the fastest (SB1 and To hell with honour in this case).
It doesn't really matter that there are like five other missions to choose from. People aren't queueing as often for them, meaning that players using the random system will still end up in that same one or two missions that are preferred by those working on the event. As the OP is correctly describing here.
Also, there simply is no reason for event missions to be included in the random rotation. That system was supposed to make it easier to quickly play something, earning more rewards in exchange for less certainty - but if you want to play an event mission, there's simply no need to use the random system. And there's no real uncertainty anymore either, so why should players get the extra rewards associated with the random queueing?
And yes, the issue doesn't exist on other difficulties - for now at least. Once they open up advanced missions to be eligible for events (which they really should have done two events ago already, cause there are way too many overpowered players playing normal now), the bug will likely cause the same issue there too. Perhaps to a lesser extent, but it will affect those difficulties too.
And, besides all things written above: events other than the current one and the Feast event did not suffer from the bug. So it certainly doesn't seem to be something that was done deliberately. And if it is, it needs to be changed for all the reasons given above (and it should have been announced then).
Also, I don't know about others - but I am loathe to queue for random advanced missions.
Since I usually play with PUGs, I'd like to have some idea of what I'm going to end up in - and which spec trees I'm going to need. Playing randoms is something I usually do only on normal difficulty - on advanced, I pick specific queues.
So in my case - which I doubt is limited to myself to be honest - it doesn't really help that the Random rotation system is working correctly for advanced.
Well, I received confirmation that this should not be happening, so... /moved back to PC Bug Reports.
