So the functionality of the Weapon System Synergy starship trait was changed?
Starship Trait – Weapon System Synergy
Achieving level 5 in the Jem'Hadar Vanguard Heavy Destroyer [T6] Starship Mastery will unlock the Weapon System Synergy Starship Trait. While Weapon System Synergy is slotted, your directed energy weapons will build 1 stack of Weapon System Synergy per cycle. Each stack provides a small boost to bonus Projectile damage and a small boost to Projectile shield penetration. This buff stacks up to 20 times. All stacks are removed when you fire a Projectile weapon.
So far it worked like this:
On activation of Energy Weapons, gain 1 stack of Weapon System Synergy
After 10 stacks, Projectile Weapons gain +25% Damage and +50% Shield Bleedthrough for 10sec
Upon expiration, cannot gain stack again for 20sec
Also, how can you build any notable amount of stacks if firing a projectile instantly removes them all? Are we supposed to not fire any torpedos for 20 consecutive energy weapon firing cycles?
What about the Veteran Shuttle (aka Captain's Yacht for fed)? A gunboat shuttle would be acceptable.
What about Liberated Borg Jem'Hadar?
I agree that Jem'hadar could use their own Captain's Yacht, but I would rather see a playable Gunboat added as a proper frigate (like the recent Elachi ship) rather than a shuttle. For one thing, it's already a frigate as far as hangar pets go. For another, it's way too large to be considered a shuttle. Shuttles are generally the size of a Delta Flyer or a Runabout, not a Bird of Prey/Aquarius.
So, do I need to create a new Jem'hadar to get these things, or can I get them with my current Jem'hadar?

Yea I got puzzled as well by that. The way it is described it does not make much sense.
Think only chance to find out is to unlock and see for onself or wait until some reddit math geek splits some hairs over it.

I want to play a Jem'hadar, starting at level 1 on both factions.
The way STO is set up to have missions level-scale to the player level, I don't see why there would be any problem with having Jem'Hadar start at level 1 and play their tutorial and Gamma Quadrant storylines before joinging the Federation or KDF for the further mission lines.
Still, Jem'Hadar are bred for war and starting at level 60 seem more 'fitting' for them.
