The real issue is that STO doesn't have any real EC sinks (IE transactions are made to the system and the EC the player spends 'disappears'; and inst just transferred to another live player <--- the latter being what drives this Inflation).
Until there are true EC sinks that players find 'valuable' enough to use (IE spend for the item/service, and the 'value' of what they receive is such that they'll do it again), we'll just continue with the moving of massive sums between players; and players continuing to grind EC hard, or find items in the game that have 'High Value' to a large group of other players that they see on the Exchange to continue the never ending 'shifts' of ingame STO EC wealth.
beyond that, I don't think the EC Inflation situation is every going to change because In sure Marketing is scared of upsetting the 'Apple Cart' by putting something that players would feel has value behind a large EC paywall at the point because the Paradigm they have now brings Cryptic A LOT of profit, and introducing actual viable EC sinks might finally drive some Whales from STO to other games.
TLDR: IMO, the 'Fix Inflation' ship sailed a LOOONG TIME ago. Marketing would need a HUGE AMOUNT of verifiable evidence that any addition of EC sinks to drain/control EC inflation better; WOULDN'T kill their current profit paradigm.
