According to the Novel "the Needs of the Many" which is the basis of this game...B4 gave up his body so Data could live again, B4's mind is stored on a computer somewhere.
The game itself says that Data was in command of the Enterprise E when it disappeared. So if it is Data there at the end they'll have to explain what happened to the Enterprise.
So If is NOT Data, then who might it be? Riker is my best guess.

Judging from the uniform color (Gold), the hairstyle, and the skin color of the person, the descriptions definitely point to Captain Data of the Enterprise-E. Whether Brent Spiner is voicing data for the game is a whole other question. Looking back at Dust to Dust, the voice of the actress who played Jhet'leya wasn't added until she came into the game, even though there was another voice actress who did the voice over work for that small segment. My guess is at least, in some future episode, we will find out the fate of the Enterprise-E with or without the voice of Brent Spiner as Captain Data, which may include Daniels. Can't wait to see what's in store.

Why would (former starship captain) Data be wearing a gold uniform though? Unless he left Command (red) to return to Operations (gold). I noticed this last night and thought gold was an odd color choice if this was meant to be Data.
And did that holograph of Tasha really survive Deanna's piloting issues on Veridian III and get retrieved?
IIRC the explanation was that the copy of Data's memories that were stored in B4 got integrated with his personality or something. So it's not quite the same as Data, kinda like a Joined Trill almost.
My first thought was Data, also. If memory serves, he's the only one ever shown to have that little hologram of Yar.

There was an episode of the NG series where Data wore a command uniform. And he owned it! There was also the episodes where Picard was captured by Cardassians where the interim captain of Enterprise commented on Data's command potential. Either way, Data would have made a spectacular captain, albeit an incredibly... Vulcan one.

when he was captain of the Sutherland he ordered his crew into a deck he knew was contaminated with radiation. why? because he knew it'd take hours of radiation exposure to kill them... and he needed repairs done in the next few minutes.

Well, there is a Riker in a yellow uniform. In an NG episode where the Enterprise finds a largely destroyed Federation outpost on an inhospitable planet they found a transporter clone of Riker alive on the outpost eking out an existence while awaiting rescue.
