You know part of me wonders if you sort of "forced" chat window set to team chat automatically might help a bit in PVE runs?
One of the most frustrating things is throwing out advice or a plan of attack only to meet silence. I know there's language issues, and some people are just antisocial (quite why they play and MMO then is a bit of a quandary!) but I sort of think the lack of a REALLY OBVIOUS means of team chat may hamper some of the teams.
Even for veteran players just getting the team channel to work can be bugged at times, i'd hate to think what a newbie makes of it. I mean when you warp in often it's set to Team, but that doesn't mean it'll work. Oh no, you've often got to click to select the Team channel again, which I bet a lot of newbies won't know about.
Most 'team' chat is that 'one guy', we all know the type, who not only shouts instructions, but does so with ridicule and rudeness.
as in "Hey, (insert ORDERS here) as*wipes!" to everyone being one example. Or BS comments, as the one I mentioned prior about the GEAR I use...as in using a Terran reputation disruptor rifle instead of a TR, saying I MUST use it for top DPS possible...in my mind, I'm like "god lord, what are you, a retail manager or something? Quite being such a Napoleon, lemme enjoy this, UGH!" X_x;;
And most of the time, the "instructions" are, if not entirely wrong, then at least woefully out-of-date. You woukd hear about the 10% rule long after it ceased being the slightest bit relevant.

Why not rant about things that really are broken in the game instead of trying to penalize players for what ever reason you can come up with. All of the threads in this vein come across as whining by a poor player and sport who wants everything handed to them.
You bring up an interesting topic OP, but also one we discussed around here often with no real conclusion.
It should also be noted that just a few threads below this one a player kind of complained about the exact opposite. Teams that are too good for the content he would rather like to play in his own pace.
Problem is that no solution we could come up with would work. The real trouble is the fact that close to nobody in this game is left willing to tend to engaging, teamed PvE content at all. Only a few of the extremes are.
He, who wants to put his 300k DPS build to the test and shows that he brings 30 times as much to a match than what is expected of him. The other extreme is he who has no business even being in a teamed environment but who wanted to stretch the boundaries of his STO experience a bit on the road to endgame.
In all friendship, we cannot afford to sort either of them out. If we did there would simply be nobody left to play with.
There is a easy enough solution but Cryptic wont do it, because A, it will cost them money in the future and B, it will TRIBBLE the big number monkeys off...
So we have what they are and they wont change because everything stays the same in the game

Alternatively, you can create private queues and play with people you know and are comfortable with.

PUG Life FTW! I don't think you can add more gates and be successful. About the only thing I would say to add is a walk through of sorts on Normal and then a minimum gear recommendation Mk. You can't do too much with that because of different ship types and styles. I pug all the time and I'm on the dps channels. You have to just roll with the punches. I've been on the new TF/TFA where we maxed comms and when we got the minimum because a noob wouldn't listen and grav welled everything and wondered why nothing would die.
Although I have posted my opinion in the other rather similar thread in regards to this, I suppose I will post here as well since this is a topic that is near and dear to my heart.
The problem the OP is encountering is because anyone who is skilled and geared in this game has joined private queue's and doesn't give a damn what new players experience. So any time you join a public queue you are surrounded by new players using new gear. I do it because I enjoy feeling as though I contributed and helped, as opposed to wanting the quick marks.
If I had just recently started playing STO, leveled to 60, and discovered the desert that is public queue's, I would sooo quit.
So the community at large needs to decide do they want to live in their own little world of dps or try and average out the gameplay for the rest of the players here? The queue's that are populated are finished so fast it is completely ridiculous. How is that fun at all?
I've made comments similar to this probably 2+ years ago after Delta Rising and nothing came of that either.
If this game is going to gain any traction it will have to be all of us together not the epic geared experts vs the 2 week old new players.
Get rid of the private queue's. All the maps that have been removed or sit deserted..... It's a real shame.

This isn't true, or I have never seen or heard of such a thing happen. I've been flying off-meta builds way before powercreep went in and I've been running in the channels for years now with those off meta builds. I am still there. No one has ever dissed me for what I was flying either.
None of the DPS Channel rules state that you have to be running a specific build, and breaking the rules is the only way you'd get kicked out.
Don't believe me? DPS CHANNELS. a place you can be kicked out of for running the wrong kind of build.
I’m part of the STO (metal DPS) league since its formation. I never ever heard of or witnessed such a thing. Quite the opposite actually! Admins helping an encouraging each and everybody no matter what ship they like to fly or what weapons type they want to use. It also never matters if players are space rich or not.
One only needs to look at their current build recommendations page to see a variety of build recommendations form low budget over exotics, torpedo, cannon up to the mainstream beam DPS ones. There are PvP builds as well by the way.
To quote one of their admins from whom I learned a lot about DPS and who was always eager to help me:

To be fair...not all of it prejudice. I have had some DPS folks tell me flat out that I was doing it wrong because I was using cannons. Or torps. Or not diruptors. Or that I like my rapid mod. Or a slew of other things I know ain't the best for DPS...but I do it because i like it and it's fun and I do enough to do anything in this game...even elite. Hell, it's gotten so bad, some of the mission I finish and I don't even realize I left it on elite...like how much easier do I need to make the game by doing all those other things instead of having fun?!?

Players who are in that reach are stakeholders in PvE matches who need a good team in order to get a good performance or even a smooth game experience out of it. Not that this is meant as an excuse, it’s more of an explanation.
The moment one closes in to 200k DPS those things suddenly begin to loose relevance. Others simply change. Being an elitist about DPS or new builds, new items, niche mechanics is not only a stupid thing to do if you want to climb the leader board but is even bad for business if you are the owner or admin of a DPS channel and like to maintain it.
In any case if some 50ker tells me that I’m doing it wrong when I play with cannons I simply take it as a joke, move on but won’t condemn a whole community like a lot of close minded individuals in these forums seem to do.
I don’t care that they are frustrated about this game’s PvP condition or see it as a game’s live calling to be a scrub. Why not just simply stop caring about my or others DPS as well!

When I said "elitists" I also meant it went both ways. Some people are "anti-DPS elitists" in the same way that some people are "DPS elitists". Neither are positive attitudes in my opinion.
It is also in my experience that high-end players are generally nice to others. I used to get comments on why I was flying torps, or why was I not using leech, or why was I flying X ship when Y would have been better, but it was never from the real top-end guys. The guys on the top helped me improve my builds (and even my piloting). They've taught me interesting interactions in the game's mechanics and how a can affect b resulting to c. They're the ones that introduced (carried) me in Elites and helped me learn the missions.
Don't get me wrong though, it's not all-rosy. There are some politics and bickering once in a while in the top-echelon of DPS players. It's what caused the infamous channel split for example. But IMO it isn't good to dwell in the negatives (there is no perfect community) but find good things you can learn and use from those that try to push the boundaries of performance in STO to help increase your own enjoyment of the game.
