Your guess might be right. But it's still just a guess. Everyone who makes the same guess you are making keeps pointing to a logic behind registry numbers that doesn't exist on screen. It's a fine guess, but it's not present in the shows themselves.
Going by what facts we have. We can get close to the show year. Unless they provide new information. Late 2260s it was on the drawing board. Mid 2280s first time on screen in Trek 3. Then it makes another appearance in 2360s in TNG at Wolf 359. So it could be any part of this.

I don't like the choice of ship design either. It's not very good. Which is why it was binned when McQuarrie put it forward.
I'm more concerned that this new series, whilst it should be great, better than TNG even, will simply be another Voyager, Fuller having worked on it, and will follow the box ticking principles all TV/Films seem to at the moment.
The producers have already stated they want minority, female and LBGTQ main characters and that the latter "pigeon hole" is important.
I'd rather they didn't find that important, it's irrelevant to a sci-fi show imho - even if it is deemed a "big thing" in real world politics/morale discussions amongst those with the flag waving "look at us we're different" agenda.
I find positive discrimination just as bad as your usual run of the mill discrimination.

DC Comics has the movies everyone hates (see Rotten Tomatoes regarding the new Suicide Squad) and the TV universe everyone loves (see the warm reception the same Suicide Squad gets in its Arrow appearances).
There's the TV Flash and the new Flash shown in Batman v Superman.
I still think this weird design is purposely intended to be a major part of the storyline.
It's possibly some kind of joint venture between the Fed's and the Klingons and the reason the ship seems 'dated' is because it is a really old, rejected class-type that never went into production.
It's the type of ship one wouldn't mind letting ones enemy's on, because the technology is so dated as to be useless if stolen.
I'm hoping that the Discovery is intended to be a space born attempt at a "Nimbus III-The Planet Of Galactic Peace" and the whole point of the series is to show how, despite nobody really believing it will work, the mixed crew actually manages to make it succeed.
Though the early episodes will be rife with turmoil, we slowly see the Starfleet and Klingon Defense Force crew members begin to work together as the series progresses.
The one thing I worry about is that they find an Actor (male or female) that has the chops to carry off being the captain of this kind of crew.
Be even more interesting if they pick someone who looks like they wouldn't have a chance, but turns out to be perfect for the job.
I could see both sides putting the worst of the worst up as the crew, in an attempt to scuttle the idea, only to have it all work out in the end.
Kind of like a "Dirty Dozen" in space.
But without Lee Marvin, Ernest Borgnine, or Charles Bronson.

People have been trying to get a new Trek show off the ground for years, well before the new movies. It just wasn't happening. CBS was still burned out from Enterprise and the poor reaction from so-called "fans", they were absolutely not willing to take that risk again any time soon.
But with the new set of movies, public interest is restored, a new influx of Trek fans comes into the fold, even a percentage of old fans take no real issue with the movies, and CBS sees it as a prime time to launch a new series.
No one is "fixing JJ's mess", because as far as the property holders are concerned, those movies were incredibly popular and profitable with the public.
They are capitalizing on JJ's successes, as it were.

The problem with this design and with the ship shown in the trailer is that, based on Star Trek lore, those engines cannot create a warp field. The space between the nacelles has to be empty. Any object placed between the nacelles prevents the creation of a warp field. Major design flaw... Even Voyager had to raise its nacelles in order to go to warp.
Then how did the Defiant create a warp field? Its nacelles are snugged right up against the hull.
Meanwhile, the Discovery as shown thus far does have empty space between the nacelles - that secondary hull isn't the flat slab McQuarrie envisioned, but rather has a flat segment between two angled bits that lead up to the nacelles.
I like how OP claims to know Discovery is just a bad attempt at a Phase 2 show when no one has seen it yet. Unless OP is warning us from the future or something.
