I am starting to wonder if it has to do with the starting location of the first initial scan. Where I scan, I tend to get spots near the area most of the time. I may have to try a different location just to see how it works out.
I doubt it, unless it's just for that one spot. I've taken to running the event on 16 characters per hour for 2 hours straight each day. After the first, I beam back to Qwen;s camp (this is where trigger-happy early turn-ins outside of bonus time come from) so I can get it again after the bonus time. After each finishes the second one, I leave them there, now, unless I get caught up in routine and forget, as I did with my first one today. Of the 15 characters that remained in place today, they covered 11 of the 15 spots, with no spot appearing more than twice. That's a pretty even distribution achieved from scanning just a touch South of where Qwen is the first time.
Fun facts.
Number of characters running this activity: 16
Number of times each one has run it: 40 minimum, some a few more to make up favors from turning it in outside of bonus time.
Number that have the accolade: 1
ONE! She got it after run 32 or 33 earlier this week. The rest are between 1 and 4 away from the accolade still after at least 40 runs each.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
I've started tracking it my chars. last data set was 13 points with only 2 dupes. It's possible that the distribution is nearly even with only a few points that spawn less often.
I still haven't visited that spot on the Volcano. At this point, I will ignore it until it pops up. For me, there are only 15 possible locations. As for the accolade completion, I only need 1 more for my main character. Every time I go for a run and not get that last item, it ticks me off. I swear this hunt is starting to get to me. Qwen has become the Troll of Risa.

Funny. That was the very first item found by my main.

I finally picked up the accolade on my main character! After all the running around, I can say with high degree of certainty that the West Volcano location either doesn't exist or so super rare that one does not need to worry about its location. All of the 15 points on the map are valid locations. This is one mission that will be difficult for many people to complete because of the randomness. Maybe the Devs can adjust this mission for next Summer. I am so happy to at least be done with it on one character!
I'm actually wondering if the west slope point might have been patched out... I've not seen it recently either and the times I DID see it were very early in the event.

I wouldn't doubt it. At least we know for sure that there are 15 points on the map where you can find the Temporal items. I guess I will be posting my map soon then.

Update to this. After a minimum of 56 runs per character, 7 of 16 have the accolade, 7 more need 1 item and the other 2 need 2 items. Got them at roughly 33, 41, 50, 50, 52, 53 and 55 runs, respectively. I still need favors, so I'll just continue running Artifact Hunt for them (almost) exclusively until I get the accolade on those remaining 9 characters.

Well, I hope Cryptic is reading these posts. After playing, or rather trying to play this new game, my feedback is that it sucks. It was poorly designed and executed. When using "Search for Artifact", the red indicator is very hard to see. This could be because I am color blind but they should have taken this into consideration and used a different, much more highly visible color like the bright green used for the floater courses. I tried in vane to find anything and still haven't so I may never play this game again because it's just too frustrating and ends up being a waste of time for me. Changing the indicator color would help a lot.
Also, why did they have to create another direction indicator at all? Why couldn't just use the tricorder scan indicator that we already have when we press the "V" key? Just plain stupid.
Please fix this game because it currently is very unenjoyable.
