People specced for leech usually have flow caps in the low 300s at most. I'm way up at 508. Hence why I can quickly chime in and complain if I see a drain nerf.
Hey lucho that's some inpressive skill numbers for flow caps! I was really tempted to go build a drain boat (swapping my partgen embassy consoles for flow caps ones) but now this nerf has made me reconsider. That's a real pitty because I was looking forward to getting my teeth into a different kind of sci build.
I know it's mainly a torpedo nerf but the thing was going to be most useful for sci builds aimed at drains or shield stripping so they will suffer most from it. It was looking like those builds might become competitive or appealing to the masses again but they killed that idea pretty quick.

There's the Jem'Hadar Deflector + RCS [Flow] + Sci R&D [Flow] + 4x Embassy [Flow] + Solanae 2nd Deflector + Nukara 2 part + Hirogen 2 part + Rule 62. And, of course, your Palisade. Haven't tried all together yet, but I don't think it would get me to >600.

I'll admit to being confused by the changes coming. All of my characters use TS3 as a favorite tactic. If the mini gravimetric grav wells are lost with this change I'll be smacked back down to where I was after the doping nerf and will have to rebuild entirely. We'll have to see how hard the spread was hit. I'm not really sure what to change to either. TS has been my favorite for almost 4 years. I guess maybe aux cannons and graga mal. Have to have a fun ability to go along with firing at Will.

35K shields stripped from everything in 4km is still nothing to sneeze at - especially since the only NPCs in the game with shields stronger than that are dreadnoughts, which aren't faced too often for the most part
My problem is that it's always sci captains that get the shaft in these situations. Shield drains in particular aren't exactly that good outside of a well specced Tachyon Beam. Heck, all shield drains except Tachyon Beam sucked until this torp came out (I've tested all of them). I loved these torps, but now I need to throw two spreads to packed Terran Frigates (the weakest thing I could find) in the Badlands BZ to get those shields down. They were nerfed to the ground.
I'm sick and tired of seeing sci procs getting the shaft while anything that just pours out DPS is usually fine as-is.

I remember when they fixed gravity well 2 and 3 whose formula wasn't working. They purposely lowered the damage on high part gens builds because "A Gravity Well can destroy 5 frigates". Frankly, it seems the ominous 5 frigate test was used once again. Why give us crippled science stuff, but each season release put out more +Damage toys?
As I said many pages ago 'No good thank you goes unpunished'.
Also, new regulations have been issued by all Faction's Fleet Commands to not lace more than one Torpedo per spread with Kemocite. Or to only have one Neutronic Torpedo actually explode with a radiation effect.
We are going to need to retrain the crew now to ensure that the Torpedoes that they lace actually hit the Main Target or the one that will have a radiation effect, and blah, blah. I wonder if there will be new Skill Books for that.
'Main Target' you ask, what Main Target? This is a spread to blast anything out there, you know like BFAW. There is no 'Main Target'.
The explanations given really make no sense other than we don't know how to fix the real problem so here goes instead.

I suspect it is Z store economics at the heart of this policy.
People blow 30-50 USD on a ship, they expect it to work like an "I win" button. If it doesn't, they won't buy the next fat ugly turn-like-a-brick Fed Cruiser that Cryptic comes up with.
I suspect that Cryptic has, therefore, a financial incentive to promote and maintain the superiority of the beam-equipped Federation cruiser as the be-all and end-all of space combat in STO. Which means everything else must be gimped if it threatens that superiority.
(shrug) If you don't fit the metric, you get nerfed.
I'd say it costs them a lot more people than they keep when they pull TRIBBLE like this.
Shields barely go down anymore, and torpeodes are permanently stuck on -75% duty in Elite. Hell, things are down to half hull or worse from beam bleedthrough before the shields go down even on advanced.
Torpedo builds are temporarily somewhat viable when a new "completely broken, plz nrf" torpedo comes out that can be built around to *not* be utter TRIBBLE, and even THAT doesn't come close to what smashing your face into your keyboard does with FAW and white mk10 beam arrays.
Then someone at cryptic notices "holy TRIBBLE, in certain very specific circumstances like a big grav-welled clump of spheres in ISA, that specific new torpedo with all the buffs can almost pull 22k DPS on that dedicated escort! that's ALMOST a third of my tanking cruiser's normal output!" and we get the entire thing nerfed out of play.

We as a community as I mentioned in a separate thread just need to start using reverse psychology on the devs, every time we whine about something they leave it alone and every time we thank them for something they beat it into submission.

I don't really get the Torp spread changes. By removing some of its AoE effect (and the corresponding AoE of kemocite, neutronics etc) and instead buffing the primary target damage, you instead turn Torp spread into an extremely powerful single target ability... which is what High yield is meant to be. If the AoE spam from torp spread was causing lag issues, then they should have put all resources into attempting to rectify that, not just sweep the problem under the rug by changing the ability completely.

The base drain is already weak, no need to weaken it further!
It's all of the upgrading from vr mk xii - mkxiv vr/ur/ep, along with huge flow caps that pushes it to rediculous proportions!
