Nice ship, though it doesn't seems fitting for T6 Sovereign mostly because of that neck section. Sovereign class doesn't have one, so a new T6 shouldn't have it too.
Some would argue that it does have a neck, just melded with the hull, a short neck. I think it is fitting for a T6 sovereign class. I would make some changes to it or just go with the Post Nemesis sovereign design and add a longer neck section.

Eh base 10 means there's more to work with than the FACR's base 6.
Some of it comes from traits that I need to be in combat to get moving so I start out lower but within about 15 seconds I'm up to 35.
Relevent Consoles:
VR Polaric Modulator MK XII, Fresh from Delta Flight Mission, + inertia, 12% flight speed, 20% turn rate
VR Conductive RCS MK XII, crafted engi console 40% base bonus, adds 20% more for 15 seconds every 30 seconds when the hull is healed
Rare (Blue) Tachyokinetic converter MK XIII, Lobi console, 30% turn rate + other helpful stats.
Traits:
Advanced Firing Solutions: Firing cannons grants +1 turn rate and +0.8 accuracy for 10 seconds, stacks 10 times, starship trait from the KDF Intel battlecruiser.
Advanced Engines: Tier 2 Delta reputation trait, +25% flight speed and turn rate.
Also 19 points in Pilot specialisation granting a further 29% turn rate boost.
Desperate Flight passives from the Pilot tree add more turn rate and speed as the hull decreases, up to 20% increase if the hull is only at 20%
The ships turns faster than the engines can keep up so I'm constantly power sliding through space with it.
Anyway the only part in all that the Assault Cruiser cant get is the Advanced Firing Solutions trait, plus it cant run cannons to make it work regardless, its one of the lesser contributors as it is. should still be able to get the Assault cruiser up around 30ish i would think, my Vorcha is only going to go higher as I finish filling out the pilot tree afterall. I as being a little sarcastic/a smart TRIBBLE with my initial comment too. I set out to make this Vorcha a Battlecruiser that can actually make use of dual cannons, that means squeezing as much turn rate as possible from it, so far its working well for me.

Anyway, my build focuses more on auxillery power and phaser consoles. Reason being is, I use the Nukara Defense and Offense space abilities to augment me ships powers.

I am able to get my FACR to 28.8 turn. I use the Tachyokinetic Convertor, Conductive RCS, Advanced Engines trait, and Deft Cannoneer trait. I also use Momentum which further increases the turn rate to about 31.x, but only in combat.
The Deft Cannoneer Trait can stack 3 times and can add a total of 3 to turn and 30 to inertia. It adds the bonus upon activation of any cannon skill, regardless if you use use cannons. And I did forget to originally mention that I use the Counter-Command engine which adds another 5 to the Inertia. That brings my Inertia to 55, which pretty much nullifies any drifting. Works well on my Scimitar as well. While I do sacrifice some firepower for the extra turn and increased inertia, it flies more like I feel like it should.

How's Rock and Roll feel to everyone when you captain your cruisers? It's a little odd for me to see something as massive as my Jem'hadar Dreadnought Carrier do a barrel roll like nothing else.
Still, I see that everyone puts more into turn rate compared to me. I think I'll build up a skill sheet and give you guys and feel of mine and see what you all think. I'll probably display it somewhere else though…

The trait is a difficult one without being OP. It'd have to be rather tame. Can't really think of one I'd like to grind out that would compel me to get it. Don't get me wrong, I'd still get the ship and it's fleet version. The trait is sort of a non-factor to me. It's more an, "Eh, good to know. Now give me."

Yes I'd like the T6 version. But I only use one character, and one alt for dil (sorry to you my alt!), and I'd prefer to stick to a certain ship type and certain ship line.
The FACR was always what I was aiming for since the beginning. Heck it ever exceeded my need for a better Galaxy Dreadnought. So I don't have high expectations for it, but rather hopeful expectations that'll continue the pattern.
If it's a disappointment, then I'll still fly my FACR T5-U. No problem for me. Cryptic just won't get my money.

From a gameplay perspective you do not not want Command on the T6 Sovereign. Intel. Intel all the way. OSS alone will send performance overboard when you spike your attack capabilities.
I really don't care for them since I need those slots as part of their major rather than their minor. But most may argue otherwise. I don't care since I'd rather have a rehularly cycling energy levels. I'd have to use and Auxiliary to Battery with Technicians DOff setup to keep that Cool Down low and I've found it [Auxiliary to Battery] works terribly for my own build.
But that's my opinion and my build. Other's may think differently, and they'll use those abilities to augment their build. It's not for me, so I think I'll just shrug and play on.

Lots of people forget how good the Dhelan and Ha'feh were back in the day. Before the idea of T6 even existed, they had nice BOFF and Console layouts. The Ha'feh in particular was quite flexible. T6 versions of those layouts would make them stand out more. The Ha'feh most especially since it had that powerful LtCmdr Universal even at T5.
KDF has a larger selection of ships up and down the tiers, a number never even seeing Tier 5, much less Tier 6. I won't even begin to list them all because I know it will only get me more upset as my list grows while typing it out.
Every ship that has a turn rate that good can mount dual cannons. Usually; I say that since the Dreadnoughts and the massive warbirds can't turn worth it for their lives.
A standard cruiser can deal with it since it can rely on beams.
Still, that is a pretty sweet turn-rate.

Those are not my designs, but they certainly seem very good to me and fitting for T6 Sovereign variant.
I think it could make a nice Sovereign Variant but with a TWIST.
Yet I would avoid any reference to this ship with a Enterprise designation since RENEGADES occurs 10 years after Voyager but STO is in the 2410 (25th Century) more modern timeline which never identified a new Enterprise with a Perception Class of Starship when Tuvok later becomes a Rear Admiral--alignment.
The Perception Class would make an excellent Federation FLAGSHIP (Future T7) Starship if STO RENEGADES made it a new FLAGSHIP with a different name to HONOR the past sacrifices of Astronauts--something any current cosmonaut or astronaut should respect. It would just require a NEW plaque to show a NEW FLAGSHIP name at some point in STO; equally perhaps STO could also HONOR not only ACTORS but also those same explorers--merge the SCI-FI with the committment of those who venture to space.
Perhaps a BETTER name for the first of the PERCEPTION Class is COLUMBIA with the SHIPS name plate paying tribute to recognizes all cosmonauts or astronauts on it's commissioning plate in honor of a more peaceful future for humankind. Then it won't confuse the D, E, or F desinations with STO & Renegades. Yet still leave a possible Enterprise G but ultimately H enabled before J hinted at in Enterprise.
Try to align different Canon storylines as best as possible.
I've been playing round with some 5/3 ships and i really hope they give the Tier 6 Sovereign a 5/3 weapons load out. Won't happen i know but one can dream
