I think we're all missing the fact that OP was also suggesting them as a premium race unlock.
Like the Catians/Ferasans and Fed Klingons.
Which would be reasonable and fit within due to not be as readily accessible.
The only thing I could see as far as Orions go is either omitting their skimpy wear, or replacing them with some Federation Victoria's Secret Angel wear equivalent (or loosely base a Federation equivalent off the skimpy attire that has been throughout Star Trek).
However, rather than seeing it as a one-time unlock, how about tying it to lower Veteran/Subscriber rewards? Let 250-days unlock Fed Romulans and KDF Romulans (maybe Vulcans instead of Romulans; the rebels and renegades), 500-days unlock Fed Deltans (and some KDF race either pulled from the Fed side or another not-already-playable race), and 750-days unlock Fed Orions and another KDF rac.
That way, rather than spending a one-time fee of 5.50 USD, players spend on the monthly/yearly/lifer subscription and stick with it long enough to earn it, if they haven't already qualified.
Guaranteed profits for Cryptic, and guaranteed results for the hardcore dedicated.

Let's see. People are already using the alien race to create Orions(minus the skimpy clothing) Federation side. And people are using the alien race to create the Humans giving the Federation the finger, KDF and Romulan side. So that's really an absurd reason to combine the factions. Plus as a KDF player, I've been more than happy with the Federation doffs I've aquired through "Instegate Defection".
And please, change the lets all be friends idea. Because the Klingons aren't very good with people, you know, sticking their nose in to their business. Which everyone knows is the Federations #1 job. Besides, I joined the KDF to get away from doing everything the Federations, love and peace preaching, while shooting you with a phaser beam array style of play. But guess what, even leveling and doing the missions, I had to suck it up and do it the federations way any how, annoyed the hell out of me.
So instead of making it all one big happy family. Just put the costumes people are after in to Zen pruchases, call it a day and leave the factions alone. Because anyone who is dedicated to the idea of making a charcter to fit their needs, will use the alien race to do, no matter the factions. So really it does just boil down to costumes. Because the racial passive. Meh, you can get by without those.. since they're all sub-optimal any how.

KDF has 10, 3 of those races don't even have females.
RR has 4
So the Federation has almost double what the KDF has and almost 5 times as many as the RR...it's greed when you can make both races with the Alien gen...
All that is wanted is something unique they have that other races don't...
You can make them with the Alien gen...people just want skimpy outfits from the Orions and racials from the Romulans...I bet not many actually give damn about the actual races. Offer most of the people metal bikinis and the two Romulan racials and I bet people would care less about Orions and Romulans.

I would be more than willing to pay 550 zen to have one of these as a playable race. (similar to the Joined Trill, or the Federation Klingons) as im sure others would.

What I see is a Fed wanting to take one of the unique things from the KDF (Orion) and one of the Rom's unique (and OP) things, Romulan, and fold it into theirs. Because obviously what Feds have isn't enough. It's as plain as day.
If you want your Orion, go KDF.
If you want your Romulan, go Romulan Republic.

While Non-Roms can access the Romulan BOFFs at the Embassy, the only ones that have that OP trait are Tactical BOFFs. They can never slot "A full SRO crew" like the actual Romulan Republic players can. The best the KDF/Feds can do in such a case is 2-3 Romulan Embassy BOFFs with SRO and this is determined by how many TAC BOFF seats the ship has. And a 3 TAC BOFF seat Escort has serious layout issues in today's STO (people were already complaining about those 3 TAC Escorts long before DR). So you want another Romulan Operative source for the Feds?

As far as other races cultures, they adapt to it for BUSINESS, and then throw it away when they're done with it. And nothing the Federation can do will stop them or change them.

Klingons, well lets take a look here, Worf half-klingon, well he left the Federation, and had a seriously hard time dealing with it while he was a part of it. B'ellana, one-quarter Klingon, and has trouble dealing with the federation. The only two part Klingons to be a part of Starfleet.

B'ellana was half Klingon; her Mother was a Klingon, her father was Human. 50%.
I look at Worf as a half-klingon. Can't see a full blooded Klingon standing on the bridge of the enterprise and not slaughtering eveyone there.

But Orions are just green skinned women in revealing outfits with the seduction power, and in that reduction to their core being, they are not unique to the KDF. Any faction already can make a green skinned woman in a revealing outfit with the seduction power via the Alien generator.
The only thing left to the KDF that is unique is the ability to dress Orion women and men up as bondage slaves, something I think we can all agree would be inappropriate for an Orion serving in Starfleet, why it's appropriate for an Orion serving in the Klingon Defense Force is a head-ache for another day.
Likewise the OP thing about Romulans is their access to bridge officers with Superior Operative. Which again, is already available to the Federation via the fleet embassy and it's a good thing to otherwise the amount of complaining we hear about the 'new species' making the old species obsolete would become deafening.
Your full throated defense of KDF privilege and condemnation the posters requests on the grounds of shaming him for greed is as pointless as his original request. This fight was lost to you, and won to him, the second they revamped the trait system.
And probably the bulk of the female Orions are played by male players (okay; I confess, I'm a male player with a female Orion, but atypically she isn't wearing the skimpiest outfit available in STO).
I would make an argument for utility, but it occurs to me STO is in a world of personal forcefields and weapons that disappear when toggled off so... sure why not. It's as good a reason as any.

If you want to play the KDF's races, guess what you need to roll? KDF.
If you want to play the Romulan Republic's races, guess what you need to roll? Romulan Republic.
If you wanted to play the Federation's races, guess what you need to roll? Federation.

Also, you are also misinformed about the Romulans, Superior Romulan Operative, and Non-Romulan Republic access to that. While Non-Roms can access the Romulan BOFFs at the Embassy, the only ones that have that OP trait are Tactical BOFFs. They can never slot "A full SRO crew" like the actual Romulan Republic players can. The best the KDF/Feds can do in such a case is 2-3 Romulan Embassy BOFFs with SRO and this is determined by how many TAC BOFF seats the ship has. And a 3 TAC BOFF seat Escort has serious layout issues in today's STO (people were already complaining about those 3 TAC Escorts long before DR). So you want another Romulan Operative source for the Feds?
There is nothing realistic or canon going on here. It is simply gamers with money wanting to live out their geekiness. If someone wants to be the first Orion in Starfleet, so be it. If someone wants to be the first Andorian in the KDF, so be it. It is all just about having fun. That vast majority of players in this game do not PvP and there are tons of ways to get to 30k+ DPS without needing Rom Boffs or whatever.
It is a game. People just want to have fun playing it their way rather then just the way you want them to play it.

My "new Gorn" as you described it, would not change STO at all.
But the Gorn I described is the Gorn as it was meant.
