To me those spire consoles if I get the phantom - means 5 consoles or 250,000 fleet credits. It's a daunting task.
You and I are in the same boat there. My DR is also destined for the Phantom at 50 and the idea of trying to get 5 Locators is sometimes enough to make me want to just give up now.
It's great that I get all these bonus Fleet Marks, too bad they're worth next to nothing because I can never cash them in.
Not that I don't understand where you're coming from, but there are three or four practical responses for you in regard to the changes.
Allow yourself to become one of the legion of sadomasochistic junkies who seem to live full time on these forums, curse the game while at the same time refusing to leave or take a break to make a statement about your dissatisfaction.
You could find other ways to amuse yourself with this game like the Foundry or the BZs. Queues aren't all there are to this game once you've finished the story.
You could study the numerous DPS guides out there and bring your DPS up to whatever standard people are currently Math-sturbating to. (You could even be one of the cool DPS people who manages to not condescend to everyone who lacks your magnificent girth in E-Peen.)
And finally you could drink the holy Kool-Aid and become an unsolicited White Knight of Cryptic, screeching their praises and ignoring any and all real criticisms in the insane hope Cryptic will elevate you to 'Q-hood' enabling you to lord over less faithful players.
Me, I hated the difficulty changes to queues and the Japori thing, so I took a long break and played SWTOR for awhile instead. Now I'm back because I feel like they're back-pedaling on some of their poorer decisions. (And this Delta stuff is great.)
What the actual heck... there is a fleet project that ONLY takes fleet marks and has a completion time of what... 45 minutes.
Farm marks, dump em in there. Rinse repeat.
If your fleet is filled with anti social morons who are not slotting that project or are constantly filling it themselves....
Across 4 fleets I'm lucky to see that project once a month. All of my characters have between 5 and 10 thousand fleet marks that have been sitting for 5 or 6 months. Heck my delta recruit has around 1000 marks already.
Captain Jean-Luc Picard: "We think we've come so far. Torture of heretics, burning of witches, it's all ancient history. Then - before you can blink an eye - suddenly it threatens to start all over again."
"With the first link, the chain is forged. The first speech censured, the first thought forbidden, the first freedom denied, chains us all irrevocably."

It seems to me that you should simply ask the Fleet Leaders to slot the project more often. Communication is the key to success.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Sounds like a personal problem to me.

Not excusing the OP's method of expressing their frustration, but I think I know what happened.
There's a portion of one of the storylines, sorry I don't remember the title, but you suddenly encounter some Romulan D'Ds (or is it Mogai's, or both?) that like to tractor you then throw a volley of HY plasma torps at you. There are strategies to counter this, but it is really jarring to the first time player (or even the returning player) who, up to that point could solve all their problems with pew-pew-pew.
I think you're right. My friend has just started playing and mentioning the massive difficulty spike when you start facing the D'D's. I remember getting very struck on it myself back in 2012. Those things can literally wipe you out in one hit.

You have to play it very, very cautious.
stay about 5Km away keep from tractor range and you can take one apart quite easily but if you get to close it pops a tracotr on you then fires 3 high yields at you .
and those are usually fatal to a low level ship with garbage gear

Pretty much what I told him. You do need to start being a little more tactical when you come up against them. I'd say its the first real challenge for the player.
Aka "I suck at the game and want to blame the developers instead".
This. A thousand times over.
I know OP isn't even reading this stuff anymore, but allow me to throw in my contempt.
I ran all the way to level 50 on just mk garbage white gear. Often with the wrong BOff abilities. And you know what? NONE of the NPCs were anything more than slightly irritating on normal. Except for Hirogen/Jem'hadar and their subnucs. And the occasional stasis thingy from Vor'chas.
But Romulans? PSSSSH. That's not even funny how weak they are. The only Romulan NPCs that are even remotely more than a faceroll are the Mogai (because it has TT) and the Scimitar (because it keeps on cloaking, has a crapton of hull, and has shields that redistro quite fast). Short of that? You have the Double Ds. The only danger from them is their PSW, VM, Hyper Plasma THY. All easily dealt with (aka, ET and BFI). You have the T'varo. Um... yeah. Moving on. Oh wait, I just ran out NPCs (ignoring scorpion fighters, because let's face it, if you're having issues with FIGHTERS as a starship, you are probably in even deeper trouble than you're letting on).
OP. Please. Stop ranting, start listening.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
It seems to me that you should simply ask the Fleet Leaders to slot the project more often. Communication is the key to success.
Unless a fleet is somehow actually starved for marks, there's almost never a good reason to run anything else in that slot unless you have a vanity project you want finished. The other options all have inputs in at least one of the bottlenecks of the system - especially doffs - which will be on your regular projects for either advancement or provisioning everywhere else.
D'D is easy to take down even if it does tractor you.
Science : throw a Gravity Well/Tykren's rift or Tractor beam repulsor once the Plasma Torps start flying.
Tact : Hit beam Fire at Will or Cannon Scatter volley depending on what weapons you're using.
Eng : Same as above ship and boff abilities dependent
Oh and remember to either have Emergency power to weapons or a weapons battery handy if no Science abilities as the D'D will subsystem attack and can knock weapons offline.
Or if you are very brave hug the D'D hit Brace for impact and watch the D'D blow up with feedback from its own plasma torpedo (I loved doing this in the pre-Delta Elites to Borg cubes.}
Now Tholians and the Hirogen those guys are annoying to fight with thier subnuking, subsystem targeting and sheild drain with Tetyron beams.
I understand that a challenge is better than no challenge! But this is ridiculous! I can no longer even damage a romulan ship anymore! I am firing 8 weapons on the thing and nothing! And in no time I get destroyed! The last time I played this game was about nine months ago. And I could do just fine against the romulan ships. But now they have made the game impossible! A game that used to be fun is now irritating! I have no idea why they decided to this TRIBBLE! You idiots might think this is great, But not everyone likes to be killed before they can even get a shot off. This is a shame too! I really liked this game! I worked hard and got all the top tier ships. But now my top tier ships may as well be shuttle crafts! I will never spend money or waste my time on this TRIBBLE of a game ever again unless they change this back to the way it used to be! Otherwise it is just a waste of space on my harddrive.
That's a whole lot of "you" problems...
Get better at the game..
Way to go OP, instead of writing in and asking for advice you spew such a load of TRIBBLE that you make yourself look like an idiot. Cosmic picked up on a good point, if you really like the game why 9 months away? And even so nothing has changed on normal settings, I took my NX01 from 50 to 60 with only a few tough bits so you are either full of TRIBBLE, a troll or have some really serious issues playing the game.
Next time try listing your build and asking for advice on what you're doing wrong instead of ranting like a petulant child.
Hmmm. Something about black pots and kettles me thinks.

It's Viral Matrix. D'Ds use Viral Matrix. which can also be purged with Eng Team.
If you have Red Matter Capacitor or Enhanced induction coils, they'll give you some power into weapons, but not necessarily enough for fighting.
I had one shut down weapons AND engines with it in the new FE.

Awesome post, I feel the same. And I played a lot less since DR arrived (I didn't play much of SWTOR though :P) because I simply don't play games to grind experience points. Grinding for gear, yeah, I can understand that. But grinding to hit the level cap in a game like STO (which I thought was casual pre-DR) is unacceptable to me.
I agree that they backpedalled a bit on the changes they brought with Delta Rising, but there's still work to be done. I'm playing again because of the Delta recruitment event, but I still have little interest in leveling up my old characters. My highest level is 55 and even if I play on elite difficulty, I barely seemed to make progress when I played the story missions. So, for the foreseeable future, I'm just going to queue up doff assignments and do the odd mission now and then.

Once you get past level 50, the SP requirements do get quite steep quite fast (maxing out at 160kish for each new spec point). But honestly that's to keep players from just grinding like mad and maxing out super fast. It's to keep you playing. Now I won't deny that you need to do some rather... extensive grinding to hit 60, to say nothing of once you get past that, but for some players it's worth it.
Now the level requirements for the DR story missions probably do need some slight adjustments, since there are players who just play for story, and grinding up to 60 just to see what happens next is kinda silly in some cases. But other than that, I'm not sure what you're getting at here.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
Let's fire off Miracle Worker and see if I can salvage the thread:
Tractor beams and plasma torps are a learning experience for certain. I'm fairly sure my first attempt at them resulted in a respawn or two. Granted, now, its a matter of 'thank you for locking yourself where I can pour all my DHCs into your flank,' but it still took a fair bit of learning to get there. My advice for newer captains would be to make sure you're in a spot to put all your big guns on the D'D, Evasives if you're not, and shoot down the plasma torps if you can. CSV and FAW will be handy to have.

You agree that leveling up slows down significantly past level 50 and that's all there was to my initial post. I simply said that I have no desire to grind xp because I was playing more than one character pre-DR. With the current xp requirements, getting one character to 60 is annoying, let alone more. And then there are spec points...I'm completely ignoring those for the time being.
Yes because heavens forbid an enemy in an MMO should have the ability to kill a player, You'd probably have them keel over and die like every other NPC in the game,
Instead of crying and whining why not try and adapt to their tactics? Use Brace for impact or tractor beam repulsors or a gravity well, try and stay out of the Warbird's tractor beam range.
Naturally OP can't admit to him/herself that they simply do not know how to play the game and try to explain exacly what difficulty he was having instead of blaming it on everyone but himself so OP simply fled like the pathetic coward he is.
Not sure if that was meant at me, but the tractor beam is the least of my problems, lol.
If the enemy launches 5, 6, I once counted even 7 Heavy Torps, close range, nothing can save you.
Save for those Photonic TRIBBLE spammed by the Iforgottheirnames.
If there are 4 of them, a light Warbird is absolutely no match for the enemy....

Amusingly, I levelled up my DR using all mk II rainbow turrets. I was too lazy to change them or upgrade them! hahaha
I went through a good few levels with the same gear because I couldn't be bothered changing, too.
