This is a complete different scenario had he posted at builds. Posted his build at the Build section and asked advice why the best ship for DPS under his piloting isnt able to kill a single sphere(not multiple spheres).
However, what the OP did, is whine in the General discussion. Could he have done a different way? Yes, he could. But, he chose a path of Whining at the general discussion. Sounds to me like the OP just has nothing to do or he needs attention or he just wants a troll bait thread.
Here's what needs to be done to fix PVE ques. Get rid of Elite, & advanced ques all together, Combine them with normal Ques.
Change the reward system. Add Normal, Advanced, & Elite Objectives to every que.
If a person pulls off the Normal Objectives they get the normal reward package.
If a person pulls off the Advanced objective, they get to chose an Advanced award package.
If the person pulls off the Elite Objectives they get to chose an Elite reward Package.
Daily reward package; A once a day reward should be given to all players for completing the PVE event. Which should include the rewards from an Elite Package.
Diversify the enemy force. Add in tanky foes that require High DPS, but could otherwise be ignored. Add in Glass canon DPS foes that are easy to take down but deal out major hurt if you ignore them. Even add in some support enemies. That require more thought then... pew pew pew pew. Like everyone knows, take out that guy first! before he heals the other guys. rather then... Pew pew pew pew...
An idea for earning towards Advanced/elite Objectives could be. DPS threshold, Exotic DPS threshold, Completion times. Amount of shots evaded, Amount of healing done, amount of damage taken. These objectives don't need to be only DPS based. But can include specialized game play, like Engineers with tanky ships. Instead of just rewarding ultra High DPS. Give out rewards across a number of different niches.

Yep, OP went about 'asking' for help the entirely wrong way. And he had a horribad build and skill tree. I think people moved beyond the OP's build and personality, oh, about 20 pages ago, though. And I think it should stay there. This thread now has simply become about the increased difficulty people are experiencing due to, effectively, the new and improved Tachyon Beam used by the spheres.
Stop pugging ADVANCED they clearly stated at the launch of Delta Rising, these were going to be no longer puggable.
If your in a group, pretty much need 2 people swapping gravwells now on the nanite sphere cloud.
COUGH COUGH OVERHWLMING DPS DONT MATTER COUGH COUGH its not the (HPs either, its the SHIELD Hp )........ When your playing with a PUG group, or you dont stop them from moving, they get to the transformer.
This is why you go meet people, and play the game with them, this is why they call it MULTI-PLAYER, go make friends, and enjoy better teams .
Meh, all I've been doing is pugs. It's still completely puggable. It's just the gear level has increased. If you want to do advanced now, you can't slide through with the Mk X white stuff anymore. I spent almost all my omega upgrades and went Mk XIV on everything. Heck I got a Mk XIV Epic coffee holder on my captain's chair now. My last score running the Presidio was 25k. Probably a bit of overkill for the amount of STFs I actually run. Someone who knew what they were doing could probably fly it into the 30's consistently. But I'm a A2B FAW spammer, and it works for me.
If you have a couple of 10k plus ships focusing on the Transformer immediately, you don't need gravity wells. They are nice though, but I would rather have another 10k+ ship in the run with me to help pull a little of the aggro.
Clearly they have jacked up the difficulty several times over. I can't even solo a sphere in my monster fleet patrol escort refit. Trip XIV Dual Heavy's up front, Elite regen turrets in back... The people are playing the parts right... it's just they literally overwhelm you.
I have been able to succeed once in about my last 20 tries... last few making sure to hook with quality players. This is getting crazy. I need one Damn Borg Neural Processor and of course will eventually need others and they have nearly destroyed the possibility of getting them.

First of all, taking into account the OP's subsequent posts in this thread it's pretty obvious that he did NOT know things that some of you take for granted.
Granted that complaining isn't necessarily constructive, but to him it was obvious something changed and he was upset about it.
I don't use the skillplanner by personal choice, but at least I know about it. How do I know about that? Because I'm on the forums a lot. But the OP didn't.
If he doesn't know to put his build into the skillplanner and post it, or where to post, how can you expect him to do that? I know what some of you will say. You will say "Read The Forums!"
Let's say you're a casual player of STO and don't go on the forums a lot (or ever). Then a game update hits and things don't work the way you expect. Are you really going to spend the time trying to figure out an unfamiliar forum to find relevant posts? Considering you're already frustrated and you just want answers?
When a player makes a snap judgement based on lack of knowledge, the best thing would be to give them a little slack and try to educate. The OP appeared to be educable and hopefully he's doing better now.

Don't scare him. Com'on guys. Where's the love for ISA. It's doable, completely doable, as a pug. Build your ship right. Stick with one type of energy, get that type energy buffing consoles and load up your tac consoles with them. Run through your reputations, get your rep passives. Run a solid set... I was still running the Mk XI (yes eleven) Borg set through most of those parses I ran. The two 20k+ were with the XI. Only upgraded it last night to XIII.
Big thing is run the pattern. This is the one I use for an beam boat.
Spawn, feign to the right side of the first mob, don't plow in at full impulse, go in smooth.
Cut your speed to 50% when you make contact.
Turn left into them for the encounter.
Once they die you are set up to max your speed and use Evasive Maneuvers to GO TO THE LEFT TRANSFORMER.
Go high, it's safest bet, if a dps death dealer takes the gennies first you can drop down. Otherwise engage the cube, cut your speed as you fly over him. He's weak, so about the time you get to the far side he should be ready to pop. Nose down and you are set to shoot the back left generator when he goes.
Usually I'll max my speed for a second or two while diving on the generator then cut it back. The generator should be ready to go about the time you get level with the top of the transformer, start turning to the right and you are ready to blow the back right generator when the left one goes.
All the spheres and stuff will be showing up at this point. IGNORE THEM. When that second generator goes, immediately focus your fire on the transformer. Start turning right to stay out of the gates firing arc. Do a long slow turn until the transformer goes. Spam your health buffs.
Kill bad guys.. lots and lots of bad guys. Fly slow. Set yourself up to be high and facing the right side transformer when the mob gets cleared. Then it's full speed, Evasive Maneuvers (Rock and Roll if you have it, you should, if you aren't high on your specializations you are in the wrong queue) over the gate to the right side.
Repeat the same steps, but mirror them, go over the cube to the back right and turn left for the fun.
Once the second transformer goes it's all just about the killin'
