I'm not a DPSers, PvEr or something like that. Hardcore PvPer where DPS has no meaning: complete opposite lets say.
However, my idea would be to wipe the slate clean of leaderboards. Plasma burn was bugged, Delta T2 was bugged. As such, they are not meant to be permanent components of the gameplay. If you wanna set a record, and this applies to PvP as well, you have to make sure that the mechanics you're using are working as intended.
I can say that plasma consoles have added a good 15k to most if my runs. They generally make up 20% or so of my damage. It went up a lot after epic quality with three of em, but I don't run beam consoles. As for EAP, I've no idea what I gain there.
A wipe makes the most sense, of 30k or higher at the very least. I may still make 30, but I never should have been hitting the 60-80 I've managed recently, and won't after this fix.
Full wipe after every mechanics patch and rebalancing is what I suggest as a player who has no idea how hard it is to organize the incoming reports and send out the invites.
If it's as easy for you guys to administer the channel as it is for me to set up and report a DPS parse then you gain a lot of credibility and transparency by doing a complete wipe and forcing everybody to requalify. On the other hand, if it's a real pain in your TRIBBLE to deal with all the players in the lower channels resubmitting their parses, then just do what you feel is best.
Reset it completely once Cryptic fix all these bugs.
And this is a problem here: knowing things are bugged or at least ridiculously OP, and claiming to complain yet exploiting the heck out of it anyway. Perhaps IF the Leagues continue, some new rules about not engaging in borderline exploits would be useful...again reducing those mixed signals the DPSers are sending.

I haven't found it too bad. Though only got it recently (about 2 months ago). However I don't hang around in it if I'm doing stuff.
Reset is good though, the new settings should show whether people were banking on Plasma Doping too much

Kicking ppl individually might cause some unnecessary butt hurt, but if you kick'em all together, the feeling of equality will mitigate the removal .
Or you could always scrap the DPS nonsense and come down from the self created mountain and play with the rest of us peons .
Just make sure to give people plenty of time and lots of announcements so that few have this come as a surprise. There will be those who don't hear about it, but at the very least, a good chunk should as long as you make sure to be active in telling people.
Yeah, definitely much of this, preferably at least 2 weekends and a week in between .
... an in game email to all participants might be nice too, even if it might be too much of a headache...
30k member here (almost 50k)...voting for a complete reset.
We don't need to be making groups in the dps channels and find that someone can only do 5k dps without exploiting the bugged plasma burn. There would literally be no difference between a PUG in the queue system and forming a group in 10k or even 30k.
It may actually be a good idea to have a complete wipe every few months, and have people re-qualify on that regular basis...similar to qualifying laps before a race.

I'm not sure what mixed signals they're sending there.
Something was put in the game. They used it. It's being changed. They're looking at what steps to take to address the records that may have been set with it.
They're a generally up front bunch of folks, imho. No doubt there will be some grumbling about investments that were made, but that's likely to come about because of the length of time these things were in game and the increasing number of folks that invested. Cryptic has no problem dropping the servers to fix things they want, but there tends to be a somewhat tinfoil hat moment when it comes to fixing other things only after there has been some investment made into them. Some of this stuff should have never hit Holodeck in the first place or should have been fixed the first week or two...we're a long way from when Delta Rising launched.
So folks used stuff...simple as that. It's being changed...so they're addressing it.
Just don't see the need for holier than thou sorts of attacks...

If it were me, I'd stick to the single 'DPS league' channel as well and not bother with 30k, 50k and so on. It'd be easier to maintain at times like this, I'm sure it'll happen again in the future too.
Having a single "DPS league" channel would be missing the point. The point isn't to circle-jerk about how awesome you are or compare epeens, much as the anti-DPSers try to tell you. The point is to find team members who have attained a certain performance level at least once.
It's fairly trivial to do 10k in ISA if you know what you're doing, but I wouldn't trust a team formed in 10k to be able to do HSE. The fact that you only have to parse 10k once to gain admittance sets the bar a little low for higher difficulty queues.
People who reach 30k are more reliable. You know most of them aren't there by luck, and you're guaranteed to get people who do 20k minimum.
The purpose is to find people of a certain minimum competence level, with your own performance acting as the key to finding people of higher performance.
In fact, I believe these channels were founded as a result of no longer being able to find competence in the PublicEliteSTFs channel. I remember ages ago when you were guaranteed success in PESTF and everyone knew what they were doing. With the admittance criteria of "know how to join a channel", the incompetent, the unprepared, the utterly underqualified started to join in the hopes of being carried. It still manages to filter out the grossly ignorant who don't even know how to join, but not even ISA is guaranteed success in there anymore.

fact: Point-Damage dealers don't even get a Parse in DPS league. (When was the last time you saw a Bird of Prey, for instance, even qualify at 10K?)
you are correct, T1/2 BoPs might not be able to get 10k with CRF or HY, but any lv40+ BoP should have no problem to achieve this on a non-tac.
How weak do you think are BoPs? They are fragile escorts, but their firepower are on par with those of escorts. Only downside is, they have no SS, at least not till now.

I would suggest the DPS guys come up with a solution they can repeat... cause It seems some of the guys at Cryptic might be serious about tracking down all the broken stuffs this gime. So as I say best to come up with a solution that can be repeated if Cryptic does in fact start plugging the game breaking bugs one at a time.

It's just annoying as hell to be killed so often. Cryptic killed off BoPs in this game. It's nto that they can't do damage, it's that cryptic ruined the mechanics that made the survivable.

You're right on the shields. But traits like Reciprocity need a high Defense value to become useful: being stationary drastically reduces its effectiveness. So, yeah, in my Phantom I merrily zip around, at full thrusters, being almost not hit at all, as good as always having that SS3 on global.
So, I de facto wind up circling, as going in a straight line, in ISA, for instance, has a way of not working out. :P In PvE, NPC shields are melted away pretty fast anyway.

Imagine if you would you where plyaing a generic Fantasty MMO... in this MMO people swing big swords around. One skill lets you swing the sword around and hit everything in a 360 degree arc around you... hitting each one of them an extra time over a normal swing, for 40-60% more dmg then a normal swing... and had over 50% uptime. Sounds like a great mechanic doesn't it?
FAW is just a bad idea... I have talked with Developers of other AAA MMOs and when talking about FAW in STO, heard them honestly bust a gut laughing. Its terrible game design.
