And as much as it might satisfy a persecution complex the devs probably aren't trauling the forums to find inspiration for the next great nerf. If anything they can just use the in-game statistics, we're here if they need a circus.

Sure does!
Just remember to stack your Sci Consoles with the Plasma Damage Fleet Embassy consoles.
Then stack your Tac Consoles with +Beam Damage Vulnerability Locators.
You'll have Plasma Burn damage (and it even matches the color of the weapon, so if you're using standard Phasers, you'll have Orange burns) at a decently high number.
I saw a comment about this last night on STOBuilds reddit. First I had heard of extra plasma damage from +Beam instead of weapon specific. Makes sense too as the Plasma burn proc is handled as a weapon created damage same as Plasma weapons. Best thing about it is it is apparently more effective if you use any beam other than plasma.
Sounds good to me as it allows more variety than the current charge for AP beams.

If you use plasma, it doesn't do the burn proc at all. Instead it acts like a mini-tac console.
For a while now, people have been using the +Plasma consoles from the Fleet Embassy, the ones that give all of your energy weapons a Plasma DOT.
But there's more!
Using +Beam damage consoles, including the ones from the Fleet Spire, will boost your Plasma Burn damage!
People have started to refer to this as "Plasma Doping", and quite a few of the DPS channel uses this tactic.
The +Plasma Burn damage apparently offsets the damage loss from using +Energy Specific consoles quite easily.
Depends on what your build is. Plasma doping is not assured on all builds. There are few builds that are dependent on plasma doping to do dps, Sci ships(highly dependent) and the likes of Galaxy R(slightly dependent).
And some people still argue that skill>gear in this game.

Well it is. Even if placed you with the gears of the top dps players you will be lucky to even get 75k DPS. Why do you think there is a huge discrepancy between the Top Scimitar DPS player and all other Scimitar players even though almost identical builds? 160k dps down.
There is a matter of positioning and getting a gdf which is a skill acquired through constant repetition of missions/grinding which whinning players in the forums dont like.
There is also a matter of organization and group coordination which is a skill itself.
Most folks on the DPS channel I talk to about the +pla consoles say it's a drop in the bucket and not really a factor.
I don't know where you're getting that they change your build to a miracle killer. Even when I used them, the plasma proc was miniscule.
An epic embassy console is worth about 15K dps, up to ~20K. That's without the tac console to support it, just spamming BFAW to apply the dot everywhere. Before taking anything else into account, just the DOT.

I remember one post where someone mentioned learning to use the romulan rep active power to survive attacking the spheres and cube after the right side in is a instead of using it to get from left to right past the gate making a huge jump in his numbers because he spent less time dead and more time hitting the big pack.
Gear helps, but gear is additive, skill is a multiplyer. And that's why each gear change benifits the top players more than the masses. Their skill let's them use it more effectively.
