PvP Surgical Strikes is certainly a problem. It totally wrecks speed defense escorts because of the accuracy buff. And it hits hard. This single ability makes every ship with access to intel BOFF space abilities grim reaper incarnate. There are rumors about a bug which allows SS to be fired whilst under cloak...

Unless I can get Intel seating through T5U upgrades (Or, if it comes, T6U upgrades) none of the TRIBBLE about Intelligence Space abilities means anything to me. As for ground... I'll just have to get an Intel officer and see for myself.
For ground, you can get them at the doff vendors for 240 dilithium. Ignore the displayed sex, traits and skills what ends up in your invenTory is random. To appreciate ground Intel officers give them your two favorite skills from their profession and only two Intel powers: incite chaos and tripwire drone. THEN after you've played a bit with that, explore the other powers to find something that works for you.
For space, the ones in the operations pack do have traits no one else of their species gets, like a Vulcan with efficient. And they can be trained to have no Intel powers and go into a non Intel boff slot just so you get the space trait.
How do you get green to yellow intel boffs beyond spending lobi, buying the delta pack, or rummeging lock boxes? Each toon has a common intel boff that I would like to have at at least blue
Green and blue Intel officers do not exist at all. Only white and purple.
You can get talaxian intel boffs on the auctionhouse, but they are expensive.
Violet and gold bridge officers do not exist at all, for any race or power set.
The big question is WHY do you want blue or purple Intel officers? All that does if move "basic creative" to "superior creative". Or something similar. Nothing else changes. Their powers don't get better, they don't have more HP or etc. Just one (blue) or two(purple) traits that were basic become superior. And 99% of the time that doesn't matter.
If you're romulan, well, there is a big difference. For all the rest, its not a biggie. Is there some specific trait you are looking for?

Well, atm I am stuck with a white officer with BRO for my eng/intel seat. Presumably, if the other varieties were made available, I could get SRO. The freebie is nice, with pirate, but I'd rather have SRO there too.
I guess if you are a fed, it does not matter, with no space traits, and kdf would be fine with a white nauscissian sporting pirate (if offered, I have not looked, probably only can get Klingons who have 0 space traits and are worthless), but roms for sure would not mind blues and purples!!
How harrd would it be to make the C-Store BOFs into hybrid like eng/intel then we would have purple quality as well as the egghead sciece officer or the Talaxian Lobi-store guys.

Yup, as I suspected, it does matter for romulan. It is possible to get "normal" subterfuge and basic operative on the same white rommie Intel officer. And if I recall correctly, one of them does have SRO from the operations pack.
At the moment that is the only way. And I suspect it will forever be the only way.

No, increased Intel spec is for training rank 3 Intel powers for your boffs and using Intel kits for your captain.
There is no way to buy better boffs with dil.
