This is GREAT news! Congratulations to Cryptic/PWE on bringing many of the VOY actors.
Admittedly, two things surprised me:
* Jeri Ryan. Next to Kate Mulgrew, this was one actress I did NOT expect to see participating in any voice-over work.
* The fact all of the actors were announced at one time. Bravo on the decision NOT to do a staggered announcement (e.g. one name per day or week, leading up to the "Delta Rising" launch).
Kate Mulgrew did voice over work on two Dragon Age games and might be in the third installment. Voice overs are far less time consuming than film/tv work I guess.
And if this doesn't include a half-hour operatic performance by the Doctor I'll be sorely disappointed (particularly if it isn't part of the docking procedure on whatever new hub we get.)

What a waste of money Cryptic. You could have saved the cash and hired a good ship artist who can actually design Federation ships. Now I see why we can't upgrade our Tier 5 ship to full Tier 6 ships, you're desperate for money. Sorry Cryptic having Trek actors doing voice over work doesn't make an average game into an epic game.
I have to admit, I didn't expect anyone else besides mr.Wang and mr.Russ. This is truly a great and much apreciated adition to the game! Always great encountering and working with the favourite characters from the shows we all loved so much! This will be great.
As with most things, there is some good, some bad, and some meh here.
Good:
Tuvok. Tim Russ has been universally excellent in this game, and Tuvok was the only reliably competent and likable biological character on Voyager. I am thrilled to hear that he is returning.
The Doctor. The only other likable and competent character on Voyager. Also, Robert Picardo is a metric *ss ton of pure awesome. Well done, Cryptic.
Meh:
7 of 9. Eye candy, but boring, and the model needs work. Impressive that Cryptic rumbled up the cash for Jeri Ryan; hopefully Cryptic's writers will give her more than Voyager's writers did.
And if there's one more "Borg Queen has a poorly-justified vendetta surrounding Seven" storyline, I'm ragequitting Star Trek (not just STO, Star Trek as a whole) forever.
Bad:
Harry Kim. I don't remember a single thing about him other than he looked a little like Sulu at first but then changed his hairdo or something, and he sat around and wasn't even promoted for 7 seasons. Should've just gone with Paris, at least he DID something in between being a sexist pig and an annoying flyboy.
Neelix. I hate this guy with every fiber of my being. He's an arrogant, irritating incompetent with absolutely zero redeeming features, and most criminally of all he's a hideous waste of a very good actor's talents. The only way that his presence in Delta Rising could POSSIBLY be a good thing is if [insert PC's name here] gets to shoot and/or airlock him.
Yah know something Im not impressed with this if you want money to pay actors do be in the game then give people a reason to fork out a subscription at the moment there is no reason in this world to subscribe to this game you get NOTHING for it but TRIBBLE your long term player base to do it is just sad!
CVN-65 U.S.S. Enterprise - A ship so badass it survived John McCain.
Wow. Seven and harry look....youthful for their age.
Rather nice to see so many familiar faces again, although I can't help but wonder if all the celebrity voice acting dollars could have been better spent elsewhere.
I wonder what the chances are that they'll let us kill Neelix in these episodes?
So Seven is in her 70s now and still dresses like that? And why does The Doctor look older when he's a hologram?
Seven was born in 2350, so she's only just turned 60 and she's actually a year younger than Harry Kim.
The Doctor's form is easily changeable, he could have decided to make himself look that way. Same way "All Good Things..." Data put in a grey streak in his hair.
Everywhere I look, people are screaming about how bad Cryptic is.
What's my position?
That people should know what they're screaming about!

If there is one thing no one should accuse Cryptic of is that they're not giving enough opportunities to spend money on the game. :P

Why no props for the ageless doctor....
Anyway Seven is still part borg (so you can bet she's kept better care of herself than the average human) and Harry was 12 when Voyager first set out.

True!
It would be nice to know if Mulgrew (or any others) were approached; I doubt those details will be shared publicly.
For some actors, though, doing work associated with their prior characters is verboten. IMHO, I doubt Mulgrew would see a voice-over reprisal of Janeway as hindering her career; she's currently working in Netflix's Orange Is The New Black.
It would be interesting to hear her feedback during Star Trek conventions (or elsewhere) about whether she's interested in reprising her role in-game.
( I still want to see Jonathan Frakes (Riker) and Marina Sirtis (Troi) showwiting up with the U.S.S. Titan. Or LeVar Burton (Geordi LaForge) on the U.S.S. Challenger. Make it so, Cryptic/PWE! )

What were they going to promote him to? It's not like there was room for advancement on Voyager; it was a fixed crew with no officer replacements to put under him. By the time the show was over, rank meant nothing on the ship outside of Janeway and Chakotay in command and Torres as chief.

Cryptic doesn't make money off subs, they make money off C-Store ships and Lockboxes, silly.
I had a feeling about Neelix would make a voice over appearance but very excited about Seven and the Doctor.
I would imagine being part Borg her body would age much slower than your average human, who knows what it really does to her physiology. She has been a mature adult since she was 11 (assimilated age 6+ 5 years in an assimilation chamber)
I was just thinking..... If Neelix, Tuvok, the Doctor and 7 of 9 were all to be present at an diplomatic gathering.... well, a believable reason to be at war with anyone !
I wonder what the chances are that they'll let us kill Neelix in these episodes?
Weird to say... I'm actually looking forward to interacting with Neelix. The character showed some potential during VOY season 7, especially when he connected with the other Talaxians. If he's a constant bundle of nervous energy, then I might rescind that comment...
Ethan Phillips (Neelix) = a good actor, but, imo, limited by the VOY scripts (and character development) he was given.

Paris got promoted, Tuvok got promoted, both got demoted or something, Torres got promoted IIRC.
But yeah, the Magic Reset Button (tm), the lack of crew deaths in all cases BUT the ones where they shouldn't have happened, plus the static promotion structure, all hindered Voyager greatly.

I'm most excited about The Doctor. Probably my favorite character from VOY.

Better yet: 800 Lobi per costume pack :P

Mulgrew's probably busy with the latest Dragon Age.
