(not my opinion, btw, before i get jumped on by the rabid masses; i consider anything shown onscreen canon, animated or not)
Yeah and Leonard Nimoy and the TOS writers got ticked at Gene for saying that and CBS now says it is canon, aside from the Larry Niven episode which has rights issues.
Canon is literally whatever Gene said it was, then Nick Meyer, then Gene and his assistant, then whatever Berman said it was, and is now whatever John Van Citters says it is (with Orci and Kurtzman having some say in that).
There are rules for it generally but whoever is in charge can change the rules. Van Citters could declare all odd numbered episodes non-canon. Or could issue a ruling on that Webster episode where Webster time traveled to the Enterprise-D and met Worf.
Gene also considered TOS season 3 and Wrath of Khan through Undiscovered Country non-canon as well. (The studio forced him to use the WoK uniformns in flashbacks and denied his request to use a different uniform over expense issues. But Gene stripped the sweater and belt off the WoK uniform in flashbacks because he objected to it looking like a naval uniform and he wanted Starfleet duty uniforms to look like color coded lounge wear.)
In the case of TAS, the rights holders to Star Trek were not Gene. Gene didn't own Star Trek and declined to buy it when it was offered to him despite having the money to; he didn't want to own Star Trek. They deferred to Gene's assistant's statement on that because the animated show had home video rights issues and couldn't use it anyway. But with Gene gone, most of his contemporaries having objected to his stance on TAS, and most of the new creators wanting to follow up on TAS threads... and with CBS now having clear rights to TAS aside from the Niven episode... it's been re-canonized.
I think Roddenberry's intent should always be considered and listened to but listening to something doesn't mean you adhere to it or honor it fully. In general, I'd say Gene (and Nick Meyer and Rick Berman and Ron D. Moore and Jeri Taylor and Manny Coto and Orci/Kurtzman) really set the spirit of the law... and none of their opinions are more valid than the others. And the letter of the law isn't really for any of them to have full authority over anymore.
They set the tone for today's creators but they don't set the rules.
As for swimwear? I kinda think the best option would be to allow the tops/shirts/etc. everywhere but restrict the bottoms to Risa. You have to wear pants or a skirt. But if you want to run around bear chested or in a tank top, plenty of Trek characters did that.
As for uniforms and lockbox ships? Why do people assume that other characters they see are Starfleet/Romulan/Klingon captains? Maybe they are. Maybe they're not. If you run into a Cardassian piloting a Galor, maybe he's just a Cardassian Defense Force captain.

STO never seemed like we really belonged to Starfleet or the KDF. It always seemed like we were mercenaries being paid to do a job. Starfleet Captains don't have the freedom that we do and if we pulled the stuff that we do in this game, then we would be discharged like heading to Drozana Station to gamble instead of heading to Gamma Orionis to fight the Borg or not doing a mission for 20 levels.

im not sure about starfleet, but the kdf can easily analyse any ship to learn not only its faction, but its captain, their rank (most are admirals btw), their race, their gender, their relative experience level, and any fleet affiliation. while much of this info is passively gathered, we can also typically undertake a deeper scan as well, revealing any commendation accolades, the loadout of the ship, the identity of the bridge officers, and even thier skillset.
the kdf is most impressive!

when that information actually loads...cryptic, get that damn infocard bug FIXED!
A normie goes "Oh, what's this?"
An otaku goes "UwU, what's this?"
A furry goes "OwO, what's this?"
A werewolf goes "Awoo, what's this?"
"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch." "We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"

If it's in the UI, it's not really in-character knowledge.

This is how I see it. If I see someone who doesn't look like they're Starfleet, then they aren't.
They should put the Uniforms, Off duty, Formal and Swimwear all in one tab. You should be able to mix and match your outfits and not be so limited. Like the TOS top...crop top/sports bra...I should be able to wear that with shorts. It would make another outfit for when I am on Risa or wherever.
Honestly, what does it matter what people wear in STFs? Do you really believe that if they are dressed in something more fitting to the situation that they will be more effective? You say it has to do with immersion? Really? Then you should be teaming up with like minded people, because even if those you are teamed with are dressed to your satisfaction, they might decide to "talk" and ruin your immersion.
This is supposed to be a game and a place to have fun of some sort and not just a grind fest. So long as people are dressed, I don't care what they are running around in on ESD or anywhere else.
I won't bother getting more than one swimsuit, if they are restricted to Risa...no point. But then again, if you can't put on a pair of shorts or a skirt with the swimsuit, I probably won't bother getting more than one anyway.
I don't have a problem with restricting it to Risa. If you want to look like that off Risa you have to go KDF and make an Orion and it should stay that way. This is just another case of Feds wanting KDF features without having to go KDF.

So sorry, but what you say is not true.

"Feature"? I don't see how a costume is a major selling point for a faction.... Especially seeing as how Lethean females can't wear it.....
well, considering how often it happens, you should be used to it by now
Yeah, any time ANY faction gets something the others don't have someone wants it to be given to their favorite faction too.... it's not JUST about stealing KDF stuff. :P I've seen KDF players whine that the KDF has no heavy cruisers(like the Galaxy)...

Those are not KDF players, those are Fed. forum spies camouflaged with an KDF avatar. :P
Every Klingon knows we have the heaviest cruiser of them all - the magnificent Bortasqu' Class!
P.S. I don't believe you when you say that someone asked for something like a Galaxy. :P

Well, it's happened, and yeah, I did tell them to fly a Bortas. It's not quite the same as a heavy cruiser, but it's as close as the KDF gets. (It's a giant, slow battlecruiser)

I believe there's enough posts to this thread for Cryptic to take heed and listen. If folks want the swinwear to be used where ever then give it to them I say! Player satisfaction goes a long way to keeping paying customers. Personally I care less about what someone is wearing and more about whether they shoot straight and don't do something stupid.
