How do non-Orions use the Orion costume parts?

I was under the impression that Orion costume parts were only available to Orion players, but then yesterday I came across a non-Orion player character wearing an Orion top. I tried asking her how she got that option, to which I received the ever so helpful reply of "Magic" and nothing more. Anybody have any info on this?

The thread has now somehow evolved into a discussion about the upcoming summer swimwear being restricted to Risa. I didn't start that tangent, but I'll just weigh in by saying that I'm a "More options=good" kinda guy, so hey, let folks use their swimwear everywhere.

Was she just an Orion with a different skin colour? You can change the colour to become Human.

No, her species was listed as Romulan, though she looked like an Aliengen (spotted forehead, pointed ears I haven't seen on Romulans)

Yep. I'm not happy about it either, but thems the works.
You have to glitch the tailor, and it doesn't work for everyone. And even if you do get it to work, there is no guarantee it will stay.
And it will only available to wear on risa, there are about 10 costumes (7 female, 3 male), and some verrryy short bikinis :P

Meaning KDF and KDF Aligned Rommies are basically screwed unless they have lvl.3 Marauder, which can take months to reach.
The summer event is not even out yet so their plans can change assuming that is true or we could use player feedback to convince the devs to allow us to wear swimsuits. If the Orions and Gorn are allowed to wear skimpy clothing, then other races should as well.

Some people have no costume of fun.
Kdfs are asking for costumes for 4 years now, Feds have a wish list too, and romulan could also use a few additional ones.
Cryptic has no time for that: they have to design a set of costumes that only work in one area.
I said that Cryptic has good people, I never said they were geniuses. :P
(I kid, but I seriously hope that they don't go through with this, or I am going to be very upset indeed)

If you think Cryptic is going to let males in a Speedo or shorts only bathing suit run around ESD then I have some farmland in Antarctica to sell you. I don't think they will allow the bikini's off Risa either.
I just don't see it happening. With Orions you can get pretty much the full bikini look - but for all other females a tank top and skirt is the max.
The other thing is that the costumes are bought with favors and not real cash - so its not the same type of costume unlock - somehow they will have it limited.
The flip side of this is - if they can restrict certain outfits to certain maps then there is no reason why they could not allow these outfits to be turned on in private maps like:
Ship Bridges
Ship Interiors
Fleet Starbases/embassys/mines/etc

Just reality knowing Cryptic. I am still fighting for the "Skant" - which is a Starfleet Uniform - so it's in a different category from the bathing suits.
You should take note of my last point - if they can restrict the swimwear to the Risa map - it also means there is no reason why they can't "un-restrict" or "restrict" depending on how you want to look at it - to other private maps(fleet maps/bridges/ship interiors)
If I can't make my Space Bikini Commandos dream come true, it IS a waste.
Edit: I'm actually not being sarcastic. I don't see how having my away teams be Space Bikini Commandos be any less "immersion breaking" than dozens of other things we see daily in STO. immersion is a ship that sailed, on the docks now we have simply fun and good times, personally I think we are on the better boat now, so we NEED the ability to have all outfits be in the uniform category and be usable by everyone, even boffs.
sooooo...... what reason exactly do we have for not allowing this? my romulan girl runs around ESD in thigh high shorts, a ripped open shirt, and is completely barefoot. heck, her shirt is ripped open so much you can aaaalmost see the nipple (khan uniform.)
if this outfit flies, i fail to see the difference between a one piece, or even some two pieces. let the orions have the completely showy stripper outfit simply so they have SOMETHING unique to them. a short sports bra type top and even shorter shorts then what my romulan already has would be great i think.
while map specific uniforms would be interesting, i see no reason for this type of system. i'm OFF DUTY. yes, i happen to be running around ESD, but even civilians need to run between the bank and docking bay sometimes. that doesnt mean civilians need to fully dress up and cover all exposed skin just to walk on the promenade.
come on now, i'm covered in the areas that matter most. let me be comfortable in my off time. i just got done saving the universe, /AGAIN/
I have NEVER said it shouldn't happen - just that it most likely WON'T happen.
Or at least, on foundry maps with water...... foundry maps where there are no troll disco balls.
