He has the Operative trait and is actually better than your average boff. Keep hold of him until you can get Superiors.
They should have given him Superior Operative and no one would have reason to even want to fire him.
Of course, one problem is also, that he is extremely badly written, being either stupid or ordering you around. But that is a problem in the STO writing everywhere. Instead of letting the player character say what to do, as he should, the "Admiral" gets constantly ordered around by everyone.
Don't let the characters explain, what to do, let the player character explain what to do to the officers (and thereby to the players). The possible friction between the player and his character is much smaller, than it is with the way Cryptic always does it.
When I get the time, I want to make a Foundry mission called, 'Tovan Khev Must Die!'
The idea is that you would discover that Tovan is actually a Tal Shiar operative (why else do you hear his voice on Hakeev's ship while you're being brainwashed?) who has been cloned multiple times and been seeded throughout the Romulan Republic. It would end with the player having to gun down wave after wave of Tovan clones to destroy the Tal Shiar cloning facility and stop the madness from continuing!

Like the other named "special" Romulan BoFF you get (D'vex? D'something?) He should at least be customizable.
The D'TRIBBLE BoFF has some good traits, and because of my play style I actually use him on ground missions as part of my away team, and also have him in a BO slot, and I customized him to not only match in somewhat with my crew, but also to add a little "uniqueness" to my toon.
2 things Cryptic could do to alleviate 90% of Tovan hate:
1) Allow him to be customizable
2) Upgrade him to at least Superior Rom Op, and perhaps either Soldier, or Subterfuge (maybe OP?)

When I heard they redid the early missions, I actually re-rolled a science captain and ran through it with florres, zarva, t'vrell and Kolez. good group of officers and still have them. Though I have a tendency since I'm redoing my science officer again now(didn't get it the way i wanted it) I dropped kolez, but picked up a purple boff same species and just redid kolez as a blue shirt instead of red shirt.
But again, enjoyed flores, just wish she had more lines in the game like tovan. Cause she's nowhere as pushy as tovan.
I pray someday that they do the level cap and let us promote boffs to take over ships. Promoting him to captain and sending him AWAY.

I don't have a problem with that. My preexisting backstory of Eleya being a junior noncom-turned-lieutenant junior grade and several years out of the Academy's OCS program makes a lot more sense than being given a permanent ship command on your midshipman cruise. Remember the Valiant?

Elisa Flores respects your authoritah because she's a Starfleet-trained officer - as you may recall, you were both on your cadet cruise when the epohh-dung hit the impeller.
Tovan Khev, though, was a wrench-jockey at the Virinat spaceport who was a friend of yours before the story began, and wound up on your ship through sheer luck. He's never been in any sort of military (you may or may not have been, that's up to you). so of course he's, shall we say, a tad lax in observing protocol.
And by the time you were done promoting yourself to captain of that Klingon frigate, K'gan was the only other person left alive on the bridge. Small wonder he doesn't want you to notice him now...

That Tovan is a part of the Romulan storyline is being used as a justification for making him permanent is BS, there are a number of story arcs in the game where a key character pops in, does his bit then friggin disappears without that character having to be a fixture on the player's ship, this was just poor planning on the developers part doing it this way in the first place and intransigence preventing them from fixing it now. That said it wouldn't make much difference in the early part of the game, whether he was part of the bridge crew or not we would still have to put up with his insubordinate inconsequential yapping until we finally finish the Romulan Arc, but I think his part actually ends when we finally find his sister and their anti-climactic reunion. Sorry if anyone thinks that's a spoiler but you'll realize how to whole search is such a crock when you see how it ends.
I don't know what they had hoped for with Tovan's character, he's supposed to be the player's best friend but he is just a complete pain in the backside, I don't have friends that are this annoying, I have relatives that are like this that I avoid religiously.
If something is not broken, don't fix it, if it is broken, don't leave it broken.
It's a shame I can't rename Tovan or change anything other than the uniform.
My super evil crew (including "Reman Servant", "Scientist Slave", and a previously-called Hiven who goes by "Hakeev's Iconian Clone" now) does not tolerate names like "Toe Vaughn Kev".

I'm not interested in the boff. I already have a full crew, and they all have names, stories, and faces that I specifically chose. STO is a sandbox game. If I can't make it my own, it is of no interest to me.
The Starfleet Academy Officer Candidate School Class of 2403 has no use for some jumped-up cadet who didn't even finish her midshipman cruise. Elisa Flores can go inflict her totally green presence on some other captain. The TRIBBLE is welcome to her. I'll stick with Tess Phohl, Reshek Gaarra, Warragul Wirrpanda, Birail Riyannis, Bynam Ehrob, and Dul'krah, Clan Korekh.

Okay, since you are apparently the most uninteresting captain ever, try a game mechanics point of view. He doesn't have Superior Operative which means every other purple Romulan boff is better than him, and he permanently takes up a boff slot that you can't use for anyone else. Yes, pointy-ears effectively have one fewer boff slot than the actual factions.
