Lately during prime time I get really nasty lag spikes, server not responding, disconnects, and plain rubber banding. During CE/CEE it takes more than 30 sec for abilities to register or movement.

I'm having the same issues. My tracert and speed tests are similar to yours, no issues. All other internet connectivity working fine. Seems like it is on server side.
It is I can connect to other MMO games and no issues at all runs smooth so it's cryptic also having the issue on Never Winter now.
I hope this gets fixed soon I would like to play STO.

What could be causing the packet drop is most likely network congestion, either from a lack of bandwidth on the Road Runner gateway, or ISP Throttling of the network traffic. Better tools to measure packet drop can easily confirm that this is the issue...
Seems like its time to contact your ISP and have them diagnose the connection to the STO servers during evening hours, and see what they can do to fix the packet drop, as only the ISP can correct this kind of problem...

WOW players are making the same complaint, because they transition into the Atlas cluster/network at Cogent as well. The two Boston nodes represented have particularly bad response times. I've tried to notify Cogent but since I'm not a direct customer they don't pay much attention.
My early-morning logins are pretty clean, but by the time both East- and West-Coast is in full-on playing mode, response times are so sluggish it's almost not worth the logging in.
WOW players are making the same complaint, because they transition into the Atlas cluster/network at Cogent as well. The two Boston nodes represented have particularly bad response times. I've tried to notify Cogent but since I'm not a direct customer they don't pay much attention.

Aha, so that's why I'm also getting bad rubberbanding in Diablo 3 as well as STO and Neverwinter. Pesky ISP! I guess we just get to wait out their issues even though I'm champing at the bit to get back to the game.
