yeah having 2 deflectors would be nice on a science ship and having 2 set bonuses would be neat. I'm just wondering if two elite fleet deflectors would stack. That would be a lot of cool down reduction on science skills. So, two elite fleet deflectors and 2 piece maco would be a constant 25% reduction of all science (and science captain) powers. That would be really powerful.
Like everything, yeah, you get a reduction, but there is a trade-off. The bonuses to sci skill points from fleet consoles were set pretty low probably to balance the bonus.
My guess is that if they add a second deflector dish it won't be a slot into which you can put any existing dish... As they created Warp Cores when they created WC slots, they will also create "Secondary Deflector Dishes" (or something similar). This would mean you couldn't have two of the existing STF Deflectors installed, for instance.
Surely they'll create new set bonuses that match other new gear/sets.

Your 60s CD on GW becomes 48s which is actually a 20% reduction.
It is through repetition that we learn our weakness.
A master with a stone is better than a novice with a sword.
Has damage got out of control?
This is the last thing I will post.
