Hello! I've been on the STO team for a couple of years working in QA. I've got some new responsibilities now with the build making process including posting updates on the forums.
Welcome to the Forum new guy, and welcome to the World of direct Players Feedback.
Great, now can we please balance TIF and siphon drones? If more of the outlier "I-Win" stuff gets fixed it might actually make me want to play this game again.

.....You're the guy!!!.....I need talk to you!!!......
Yeah. Nerfed to uselessness. I was aspecting this since there wasnt any posts like "We are looking into this..." from the devs.
PvPers ruined it again, as with other stuff, and again a hanfull of ppl decided for the majority
Its starts to be really hard with every nerf to give a sh**t about anything.
And no feedback was listened here as ppl might think, since not even an idea or a related one was taken into consideration (shorten the whole disable or make it less time for PvP).
Yeah. Nerfed to uselessness. I was aspecting this since there wasnt any posts like "We are looking into this..." from the devs.

The disable did next to nothing to PvE enemies. It's actually way more useful now.
If you disagree please explain how this is a nerf.

actually there was a post in a thread in the pvp forums where he said the dev team was aware and looking into the issue.
do you pvp?
no?
then maybe you should before this change is brought in so you can understand what youre yelling about.
we didnt ruin anything.
the console is still just as good if not better in pve, and still useful in pvp wihtout being an instant win.
How true? and agree with the above. There's always a work around and easy fix. I love PvPs but this just does not make sense. They are complaining about a console when the whole PvP maps are all dead since inception. No single upgrades done from 3 years for PvPs and its the same BORING designs...if they want to complain about something...they should take a look at what is more important rather than making a mountain out a mole...just an observation to keep things in perspective.
I think you are showing a severe lack of experience when dealing with Cryptic. Its known by most that generally speaking, only recent things get fixed, older bugs and lack of content/maps never are. So it was of paramount importance to get this console re-balanced asap before it became old news and was never touched again by the dev team.
You need to remember that for Cryptic the live server is where the QA process happens, and before you think i'm making a mountain out of a mole hill, keep in mind that this is the same dev team that routinely releases ships with mayor bugs. Often game breaking bugs. Need an example? Recall the Kumari launch fiasco? Want a more recent example? The Monbosh somehow managed to keep its cloak from its KDF battlecruiser design base.
Fools should have just made the target immune to damage for the duration of the disable if the intent was to only temporarily take someone out of the fight.

You're welcome. We do our best to keep the game fun and interesting and prevent broken untested things from lingering on the live server. You can send me a few Mill in EC and I'll be sure to pass it out to other, more serious PvPers.... someday...
Not that they directly affect me, but it's just good to know sense and logic sometimes do prevail...
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.

LIES! WE ALL KNOW THIS GAME HAS NO QUALITY ASSURANCE!!! !1!!! !
Joking aside -- welcome and thank you for the patch notes.
Now, as for the console -- A mild nerf. Not nearly as bad as what the PVP-whiners were demanding.
Any chance someone could change it from being able to buy 100 medium power cells to 100 large power cells like the patch notes mentioned a couple weeks back?
Or is this too old and will never be looked at again?
Yeah. Nerfed to uselessness. I was aspecting this since there wasnt any posts like "We are looking into this..." from the devs.

I doubt PVPers have as much influence as you might think since like you say they are a minority. However if we do, its because most PVPers spend a whole lot more money on this game then your average PVE only player. Who do you think owns most of the bugships and lockbox ships, and paying the bills for this game to be F2P for all of the PVEers. PVP wouldn't even be included in this game if attracting PVPers wouldn't be profitable.
This console is so cheap now you aren't really even losing out much, and it might be more useful in pve given that it was buffed in other areas even though the disable was nerfed.

So you are saying that the maybe 10-15% of the player base that makes up the PvP community is buying the majority of the Zen, Master keys, and Lockbox shinies that makes the game profitable?

I don't have exact numbers but its safe to say PVPers spend money well out of proportion to their percentage of the total population.

While I can't disagree that PvPers spend a lot of money to min/max and find their personal best optimum builds for their preferred character/playstyle, the fact that nothing has really been added exclusively to promote or encourage more PvP play would seem to support the fact that regardless of how much the PvP community spends to acquire their gear the majority of the player base who have a more casual PvE playstyle are who the Devs cater to since that is where the money is at. Or the even smaller minority of Alt makers who enjoy making new toons and buying the Lockbox ships, new Lobi consoles, new weapons and have 30+ characters at max level with almost max rep on all. We spend waaay outta proportion to our numbers i'd imagine also.
*when was the last time a new PvP map grd or space was introduced?
Sadly, it's not a completely accurate statement. The console's power description previously said 83.33% when it was actually reducing speeds by closer to 95%, except certain types of equipment and abilities...
It was standardized to not have those weird edge-cases, and simultaneously reduced to more reasonable figure.
So... the patch note may make it seem arbitrary, but it was written as such just to avoid additional confusion. And the necessity for explanations exactly like this one...
I have to say Cryptic continues to come across as unreliable and inaccurate. Everytime you release something its not described properly, it doesn't work properly, its overpowered or worthless. I would've like to have seen more from you since you joined the team. In the orgnanizedpvp channel and frequently these forums. But i don't know the internal politics of your company. What I can tell you Borticus is there are other teams in other games that are doing a much better job of pvp balance and the implementation of new skills than Cryptic. And these constant mistakes you guys continue to make reinforce my lack of faith in Cryptic's ability to appeal to your pvp playerbase. I don't see how you guys still have a job when patch after patch its mistake after mistake. And its quite convenient that once again the true reasoning behind your "fix" isn't related to pvp at all. But PvE.
This could've been avoided if you guys let us test this stuff before it goes out. Next year is the year of next gen consoles. Next gen games. Plenty of other games who show alot more care with their pvp players. It wouldn't surprise me at all if by that time cryptic grows a consciousness towards their pvp players FINALLY after four years of treating us like wicked step children. It also wouldn't be a surprise at all if that consciousness were to grow from the threat of losing your jobs or alas.... PvE.....once again.
Let no other Captain discourage you from what you believe you can achieve in PvP. Debuffs and Disables be damned! Charge up your Backstep and Forge your build out of Lock Boxes, Consoles, and Flash Sales feeding off of only your pure will to chain, spam, and hax your way forward. You will not be forgotten to history.

what he said ^^
How come with every release items don't behave as their description indicates, and how come this isn't caught by QnA??? I mean a single use of the ability shows that it doesn't do what it is supposed to be doing, how do they keep missing this?

Either the people in QA aren't doing their job properly, Cryptic are not listening to QA, or they know full well it is broken, so release it to make as much money in the short space of time before a planned nerf.
Comments
Tell them we got it buffed, increasing the damage by 25%.
Now ride forth and conquer, valiant soldier of balance!

Are you sure you understand these changes?
Let's review:
Movement bonus reduced in a way that won't affect PvE.
Damage INCREASED BY 25% (that means more).
Disable changed to Weapons offline.
The difference between disable and weapons offline vs. NPCs is nearly nothing since NPCs have very few powers to use in the first place.
So, by and large, this was a buff for PvE.
This is not a joke.
The disable did next to nothing to PvE enemies. It's actually way more useful now.
If you disagree please explain how this is a nerf.
Could you elaborate on this please....
What was happening and what is meant to happen?

Why don't they use a system like this in pvp ??
Then its be useless in pve
