Hello! I've been on the STO team for a couple of years working in QA. I've got some new responsibilities now with the build making process including posting updates on the forums.
so rather then giving a hard counter (which is what the pvp community asked for)
you're going to change the way it functions so we have a chance to live through it.

although i would like an official statement that it wasnt because of pvp'rs it was changed this way so that the pvp community WILL NOT be blamed for these changes causing event more strife between pvp'rs and pve'rs.
The flight speed reduction value has been decreased from -83.33% to -80.00%.
This seemed a rather arbitrary change that will not actually do anything.
I'm not saying it needs to be reduced further, it just seems odd considering the other changes to reduce this by that amount.
Sadly, it's not a completely accurate statement. The console's power description previously said 83.33% when it was actually reducing speeds by closer to 95%, except certain types of equipment and abilities...
It was standardized to not have those weird edge-cases, and simultaneously reduced to more reasonable figure.
So... the patch note may make it seem arbitrary, but it was written as such just to avoid additional confusion. And the necessity for explanations exactly like this one...

How true? and agree with the above. There's always a work around and easy fix. I love PvPs but this just does not make sense. They are complaining about a console when the whole PvP maps are all dead since inception. No single upgrades done from 3 years for PvPs and its the same BORING designs...if they want to complain about something...they should take a look at what is more important rather than making a mountain out a mole...just an observation to keep things in perspective.

i bought a liftime upgrade for my acount , cause i wanted use fire work on my Klingon character, AND I CANT CLAIM IT ITS BUGGED

[System] Zelda has been on active duty for 126 days, 11 hours, 51 minutes, 48 seconds.
Because the Weapons Offline mode cannot be resisted, the temporary immunity conferred by Weapon Stabilizers shouldn't offset this console's updated properties.

2 peice elachi disables the negative effect of shield going down.
The shards photonic doubles do not kill ya if the AI does something dumb
The ships are not exact clones and way way less powerful - best yet if one does something stupid..BOOM!
How many people actually "use" this console at all?
Simple Fix - 2 Piece - Past Ship warps out at 10% health, heck there are a slew of ways to make this console from a Suicide garbage to at least useable.

Or, to put it a bit clearer: Everything you could possibly use as a counter - whether it's to escape the rupture, negate its effects, or even just try to ride it out - is locked out by the rupture.
well i am quite glad this measure was taken. no mater the situation, this console just was to overpowering. im glad this issue was addressed instead of awkwardly ignored untill we stopped complaining about it. we were never actually going to stop complaining about this one
in effect, it doesn't seem like it really effects PVE ether, asside from it dealing more damage. npcs move so slow they still wont be able to escape it i imagine. im sure there are already a dozen i hate pvper posts about this already. if the notes never got posted, they wouldn't have noticed a difference.
Thank god this console is being nerfed. It has ruined EVERY PvP match I've been in since it was released.
I'm looking forward to PvP after the patch, when it's changed from an "I win" button to "a useful console that adds another dynamic to the game" button.
