Hannibal played it safe last tourney, he just banned cloaks and that was it. It effectively make an entire season's worth of content, an entire season of vast expense and time spent grinding, testing, trying & failing to get good or fun builds with Romulans meaningless. I can totally understand why he did it, I was quite tempted to do the same. But if we just did that too then we'd be the same, and it's be not only repetitive but we'd be branded the same.
So we have allowed cloaks. It was never a problem when it was just the Klingons, but our game has evolved, and the rules need to reflect that too.
The previous tourney banned them out right, we have allowed them and have taken steps (that we as a group have spent many hours over many nights painstakingly speculating and testing) to make sure people with an excessive amount of cloaks don't make it BS for the apposing team.
All I can suggest, to all the people moaning (none of which so far as I know have ever tried to host a tourney) is give it a try. Take what you've learned, evolve the rules again in your own way and i'll congratulate you on your attempt.

There are no backroom dealings, seriously, stop with the rumor mongering. These are nearly the exact same rules that Naz created for the first tournament.
For someone who has professed you have no problem with Pandas, you certainly seem to mention us a lot in your posts.

The biggest complaint for the last tournament was that any real reason to take a full blooded Romulan or Klingon ship in were taken away.

I'll be honest, i have not really played the game since the Rommies were introduced, but the 10 rules i came up with for the first No BS LINK, most would agree made it fun. Put what went on before it into context (Constant failed tournaments) and then you will see why this took off.

Do I want the same rules as last tourney? Not particularly, although I wouldn't mind either. I like all of the rules of this tourney. The last tourney all clickable consoles were banned, which was a pretty drastic step by the organizers, but in the end I'd say it turned out to be a good move as it seems most everyone enjoyed the games. At the same time, I'm fine with the more stream-lined rules of this tourney in regards to consoles.
If you haven't been able to tell by now, I'll re-iterate my main concern: I'm afraid that the lack of any rules/restrictions what-so-ever in regards to cloaking ships can cause some serious B.S. issues in this No B.S. tourney. Specifically, 5 man cloak teams and teams with multiple Romulan double-tappers are my main concern.
Since you haven't played much since LoR, let me try to give you an example on why the double tap is so OP now. Back when Klingon BoP's did this strat, it was very powerful, but not OP, mainly due to the weaknesses inherent with BoP's and the fact that Klingons aren't getting all the crazy bonuses that Rommies get. Now, on the Rommie side, you basically have a ship that is *nearly* the equivalent of a Jem'Hadr Attack Ship in the Fleet Ha'feh
Now, instead of a fragile BoP doing a hit and run double-tap battle cloak strat, you have what is essentially a Bug ship doing it that has:
way more survivability than a Bop (34,100 hull and .99 shield vs. 22,500 hull and .8 shield)
a lot more CrtH and CrtD than a BoP due to Rommie boffs
higher stealth value than a BoP due to Rommie traits
DEM + Marion for high shield penetration and maintaining high weapons power
3 separate Reputation passives that give increased shield penetration
The Beam Overload doff which gives A LOT more shield penetration
New weapons that give additional shield penetration such as Nanite and Crescent Disruptors
Weapons battery doff(s) for increased damage
I'm sure I'm missing some stuff in that list since I don't run it myself, but that's the jist of it. A lot of this stuff didn't exist when you held the first No B.S. tourney so there wasn't much of a reason to have any type of cloak rule/double-tap rule.
When you put all of this together, and have 2 people that can execute the attack on a single target while coordinating debuffs with their sci's, it's just NOT FUN to play against, and wasn't that the underlying principle of the No B.S. tourney when you started it - to have a fun, fair playing ground where people could competitively pew-pew at each other?
Oh don't worry Devolved, if it is a load of bull**** I'm confident you'll be at the front of the queue to moan.

Don't worry. I have nothing to moan about. I'm happy with your rules the way they are. I will advise you only once however not to generalize my fleet. And don't lump my name into your forum pvp. And as the tournament host. You may want to provide a more objective response to the concerns of the players potentially participating in your tournament. Let no other Captain discourage you from what you believe you can achieve in PvP. Debuffs and Disables be damned! Charge up your Backstep and Forge your build out of Lock Boxes, Consoles, and Flash Sales feeding off of only your pure will to chain, spam, and hax your way forward. The fact that we have to spell out every single thing for some people is the saddest part of the game right now. I understand people came with that thought in mind to... I know that one went pretty darn well. I hope people treat the rest of them this way in the future.
02. Max of four hanger bays per team, Yellowstones, Elite Interceptors & Romulan Drone Ships banned.
03. No more than 3 of the same captains and no more then 2 of the same ship types.
04. No Boarding Parties. (Broken).
05. No Dkora EMP burst. (Broken)
06. No scramble sensors with the DOFFs (Without DOFFs no issue).
07. No Grav Pulse (AOE 50 second hold not fun)
08. Once you are in 1 team an have played, you cannot move to another.
09. Temporal Inversion not allowed.
10. All fleets and random players/groups are welcome to play, individuals/groups who have personal issues stopping them from having a great time need not take part.
11. We as the host have the right to remove/add things that may be fixed or broken by Cryptic between now and the end of the tournament, that would of course come with the majority vote of all groups taking part.

We are already testing some of those, and are very happy to hear everyones thoughts on those items.

Just my idea:
For each additional cloaker above the first 2 (or whatever), you start off at a negative score i.e. if you have 5 cloakers, you start of with "-3" kills forcing you to kill 3 just to level the score.
Nice tactics try and derail the last tourny and start your own "EVEN BETTER" tourny, one word, FREAKS !

well i would say that having 2 double taps on a team and 3 cloaked scis wtv, doesnt require any skill to win... as it was said by @DevolvedOne 2 double taps can easly kill a recluse fully buffed... with no trainning at all... just need TS to coordinate when to strike...
so what i see were is rules that will favour a 5 man team that can even have 5 double tappers... 2 tacs 3 scis easly... strong stuff...

Suggestion: Jevonite Hardpoints, Deuterium Surplus, Assignment Buffs: Consider the impact these have in a game when it comes to 'fair play' - While they are technically available to everyone, there is more of a potential to stockpile them based on the amount of time you are putting into the game, which isnt a bad thing, but I know there are a few people who dont have 8-12 hours a day to put in, who dont want to give up an advantage to someone who does. It isnt like you can contribute to the community by paying for assignment buffs, or grinding the doff missions for Jevonite, or logging in every 20 hours for 5 deuterium. I am far more receptive to what is derisivly called P2W then what I call Grind to Win. I consider them 'Bad Manners' in pvp, particularly in a sporting environment where measures are taken to ensure each person has a chance.
Suggestion: This should be the Last tournament that assumes to call itself a 'No BS Tournament' - This would avoid the altercations that this thread and every other thread since Naz' Tournament has produced. A lot of the 'derailing' isnt because people dont ike the rules, it is because the of presumptuous 'No BS' title. I think I can safely say that it rubs people wrong to see things on these lists called 'BS', and to see someone try to have an impact on the community by stepping up as a leader and imposing their rules on what is and isnt 'BS'. There was no intention on my part to step up as a "leader" in any way. For me the whole intention was to get the ball rolling for a competative event and bow out by setting a president for others to follow and improve upon.

You may have a point mate. In my mind the No BS names are still fitting based on what the hosts have tried to do. But maybe it is worth other hosters exploring other names.

I love to win to... but perhaps its time we all say to ourselves ok this is a "No BS" "Fun Day" what ever iteration of this idea we come up with... and you know play in the spirit of that.
Use tournament 3 as an extreme example with no cloaks allowed (Results now in)
Use the 4th No BS Tournament as an extreme all out cloaks (TBD)
By the time the 5th tournament is hosted, we will have definitive reason both ways to "balance" the cloaking issue.
Surely this is an amicable longer term solution that will be based on facts all fleets witness.
My thought pattern for the first tournament was exactly this

I'm always up for a good fight. But I do agree that we need to have an open discussion on a lot of these new intros to the game, especially the Elachi stuff.
I understand people came with that thought in mind to... I know that one went pretty darn well. I hope people treat the rest of them this way in the future.
Regarding the new stuff from the Elachi Lock Box.
We are open to any opinions about the new stuff Cryptic threw at us.
We are already testing some of those, and are very happy to hear everyones thoughts on those items.
If needed some of those items will be added to the ban list.

I apologize if you think I'm trying to grief you or that all I'm doing is moaning. That was not my intention. I was trying to voice my concerns about certain problems that could arise due to having no cloaking restrictions, although I admite, I could have chosen some better words from time to time.
I'm glad to hear that you're working on a system that will mitigate the cloak and hide tactic as this was on of my concerns. Do you think you could explain how you're going to be doing the scoring system?
Contrary to what some of my posts may lead you to believe, I do appreciate you putting on this tourney for the PvP community and look forward to playing in it.

I know healthy debates are good. I'm sure if you have a plausible solution to the issue, jump on his TS and talk it through. Who knows, he might listen
Just my idea:
For each additional cloaker above the first 2 (or whatever), you start off at a negative score i.e. if you have 5 cloakers, you start of with "-3" kills forcing you to kill 3 just to level the score.
Nice tactics try and derail the last tourny and start your own "EVEN BETTER" tourny, one word, FREAKS !
its like Tyler and his channel sending peeps to OPvP to get players for his matches and channel, ya big babies !
well i would say that having 2 double taps on a team and 3 cloaked scis wtv, doesnt require any skill to win... as it was said by @DevolvedOne 2 double taps can easly kill a recluse fully buffed... with no trainning at all... just need TS to coordinate when to strike...
so what i see were is rules that will favour a 5 man team that can even have 5 double tappers... 2 tacs 3 scis easly... strong stuff...
IMO i think it should be restricted to 1 cloak per team

The only thing I can add as a request for this tourney as opposed to last tourney, is that someone please record this matches .

Suggestion: This should be the Last tournament that assumes to call itself a 'No BS Tournament' - This would avoid the altercations that this thread and every other thread since Naz' Tournament has produced. A lot of the 'derailing' isnt because people dont ike the rules, it is because the of presumptuous 'No BS' title. I think I can safely say that it rubs people wrong to see things on these lists called 'BS', and to see someone try to have an impact on the community by stepping up as a leader and imposing their rules on what is and isnt 'BS'. Take away the 'NO BS' title, and I bet it would be easier to sell the idea that 'if you dont like the rules, dont play'. If this were my tournament, I would have called it the 'Lag Industries Invitational'.

There was no intention on my part to step up as a "leader" in any way. For me the whole intention was to get the ball rolling for a competative event and bow out by setting a president for others to follow and improve upon.
You may have a point mate. In my mind the No BS names are still fitting based on what the hosts have tried to do. But maybe it is worth other hosters exploring other names.
