I know this is an old thread, but ran into this problem this evening with someone who was trying to join our fleet.
I went to the starbase map, invited them to the map, and was able to invite them to join the fleet without any problems at the fleet starbase.
I just wanted to add this to the thread for future people who have this problem, google it, and hopefully this solution also works for them.
