Maybe take into account that some starter fleets have no experence with running a fleet or they have no players in said fleet with such knowlodge either.
It would be more effective if you actually either
A) Increased Dilithium Reward(s) or Increase Dilithium Cap
Further more data should show that Cryptic sure knows how to break stuff while saying they are fixing it.....

1. Fleets under 25 are going to have a hard time completing projects = by design.
2. We will be adding more Fleet Marks, just not on Foundry missions. We will be making several changes up until the May update in order to bring Fleet Mark earning back in line: including reclassifying the difference between Events and Fleet Actions, Adjusting (increasing/decreasing) Fleet Marks with a focus on giving more Fleet Marks in Fleet Based Events, Possibly merging Fleets, Possibly offering other incentives for Small Fleets.

My advice if it is not really broken don't try to fix it, if you do & it breaks then learn your lesson.

After I read your post, I followed up with some research. When I was a member of their fleet, Task Force Spectre had a solid 350 members. I guess they downsized. It was probably for the best. I don't know when the fleet downsized. I can assure you that it took more than 70 players to complete the base. I left the fleet when they were half way through tier three.

Were you confusing that with how many people they had online at one time? They're definitely in the 350-500 megafleet range, as are all the fleets with the most starbase XP levels currently.

Stahl's statement made perfect sense to me -- he said fleets need dilithium more than fleet marks so this patch (Feb 14) would give more dilithium now, but increased fleet marks were also coming (starting Feb 21).
I can speak that the KDF have less activity in the queues than the Fed side, and as such it would be logical to say there are less fleet marks earned in that faction. KDF bases in general are also less progressed than the Federation ones as a result.

My memory is getting foggy. Were they up to 450? rofl... Its been way too long.
It seems to me, that this game is taking on some of the WORST Asian MMOs have to offer:
. The full on grind
. The kompu gacha
. The global game announcements.
. The bugs that don't get fixed.
. The endless stream of content designed to be dilithium sinks.
. The frequent "adjusting" of in game currencies to encourage more and more grinding.
I don't see much "grinding" since the increaded fleetmarks drops.
There are also an element you forget: updates happen once every 6 months. Which means they better have something lasting 6 month for their average player. The average player is playing, according to cryptic, for 4h sessions 3-4 times a week.
Endgame reputation gear (one good space set, one ground set) costs roughly 120k dilithium. Stahl said the average player refined 3k dil a day. Since it's not much I won't question this and will simply do the math: 120.000/3000 = 40. Which means 40 days to get your endgame gear if you're the average player, playing for 3-4h sessons 3-4 times a week.
Now you may not like the content, and the content can and do get old quickly, especially on the romulan side since most missions are stupidly easy and not rewarding. There's no Romulan STF, and that's an issue if you want to do your rep levels quickly. But I found a way to solve this issue myself: epohhs. I've not played the two romulan space missions (the vault ensnared and the other one) and i'm happy with that.
But if you're the average player 40 days is quite fair, considerint there will be no update before 4 other months. In the meantime you'll be able to achieve your goals, like grinding for EC like mad to buy a galor, getting another starbase tier (which is easily achieavable in small fleets now), and so on.
There is low quality content in season 7 but the list is rather short, and I remember everyone praising this season after the launch:
- the tau dewa sector patrol. Most of it is "spam f" or kill 5/5. Ok it's not great but you can pretty easily xp your romulan rep doing epohhs for 2 minutes of gameplay a day and it will be enough to fill all your projects for a full week when you get one. Really no grinding issue here, just leave your char rotting on new romulus, log in for 2 mins a day if you want to and run your projects filled with no effort, if it's the kind of game you like.
- the mission where you have to rescue romulan ships from Tholians. This suck, but I understand there's a need for easy missions.
The sad counterpart is that there is no really challenging mission, unless if you enjoy trying to make 20 random guys with the chat window closed doing the right thing. This isn't fun for those who are good players and not fun either for those who have to be babysitted but that's how it works. But TBH I can live with that mistake, as long as they add one or two challenging STFs with the next reputation systems. At least I hope they will.
WITHOUT adding the positives to this game we were promised, or many of us have asked for:
. A complete Klingon faction
. More story based content and progression
. Bug fixes
. Playable Romulans
Playable Romulans? It will come just give them time. There's a lot more to do before that, especially the KDF and a bug fixing season.

With the boosts to dilithium, you can hit the cap well under 2 hours through other means. Though, with the wide array of sources for dilithium this means you should do whatever you find as fun.

But, but, but, players were making WAY too much EC this way! Mommy they're cheating! Oh wait. I must say stealth patching is sleazy and this one is actually rather childish. Only reason I can think to patch this is to prolong the play time. Sad really that this is the way the game is heading.

The ball is starting to roll people, a few more days and then we can start to move on with discussing what we can do to help improve the game in earnest.
Apparently many refuse to classify a foundry mission as content, even though it's no different than a Cryptic mission... It gives you something to do, therefore it is content. The problem is getting it through to people that refuse to listen.
If only this were true, unfortunately Foundry authors do not have access to the nice extra's that make Cryptics episodes more dynamic. As it stands to get a good Foundry mission out there the reliance on hacks and workarounds is huge.
Furthermore even Cryptics own episode content is pretty poor. Whilst one can group to play the convention is that they are all played solo for the most part and of course there are no rewards beyond bog standard XP to make it worth ever replaying them. If you don't have the engine or creativity to create a truly compelling and repeat-worthy quest then at least offer incentive rewards. As it stands Cryptics own episodes are designed to be thrown away after use more often than not which is a huge shame because a few of them do have good team replay-value.
What other MMORPG seriously doesn't encourage team play in it's core quests, I mean to be honest I find the current way it works in STO insane and if Neverwinter doesn't encourage team-play in it's core quests then it'll sink. So much of MMORPG is grouping for core story quests.
What worries me and should worry foundry authors is the statement made recently that there are no plans to import enhanced features from Neverwinters foundry into STO. They didn't say it wasn't possible just that at the moment they aren't sure if they are going to bother and for me that would be a huge loss for STO.

As far as I am aware it only removes the reward if you go below the default settings.

I do not like what PvP has become, the bigger fleets ruin it for the casual players that just want to have fun. They NEED to have the best ships, best items.. etc... and they are really the only ones that Cryptic care about because they are ones with Tier V Starbases, filling Cryptic's pockets with money.
Funny how this exploit is around until "certain" Fleets reach Tier V and have no more use to exploit it. Its not the nerf that annoys me, just the way it was shoehorned in quietly without a word

Incorrect. I gave up playing the game the day the patch that started this thread went live.
Considering I've been playing since Beta, that says a lot about my thoughts on what this game is now. I'm tired of spending forty hours a week scrambling down a narrow corridor, never even getting close to the light at the end of it, and not being able to explore the corridors to either side of me.

If our checkin notes fail to mention something has changed, the person writing the actual patch notes has no hope of knowing about it. There are times (probably far too often) when we fail to write proper checkin notes.. Usually it's something that has simply slipped your mind. Sometimes you're in a rush to get somewhere. I don't think it is ever intentional/malicious (with the exception of easter eggy kinds of things).

If our checkin notes fail to mention something has changed, the person writing the actual patch notes has no hope of knowing about it. There are times (probably far too often) when we fail to write proper checkin notes.. Usually it's something that has simply slipped your mind. Sometimes you're in a rush to get somewhere. I don't think it is ever intentional/malicious (with the exception of easter eggy kinds of things).
This happens in any shop. One of my jobs is maintaining an enterprise standard package of a third-party security utility with our own customized compile options and base configuration, and I've occasionally realized well after releasing the package to the world that I left something out of the release notes. I've also had to add something to the release notes with the notation that it actually occurred in the previous release.
I've also spent many an hour pouring through CVS diffs trying to figure out when and why a piece of code was introduced, because the committer forgot to log it, or none of his keywords were what I would have used had I committed it. I've also had the argument where the person is ABSOLUTELY CERTAIN he never committed that change, until he looked at the CVS logs himself.
It happens. You deal with it, and inform the customer as best you can.
I have spent this entire week dealing with the aftermath of a change that was communicated to 1,000+ developers as having happened, but didn't, and that can't wait for the next load window to fix. Jumping the gun on patch notes has drawbacks, too.

What other MMORPG seriously doesn't encourage team play in it's core quests, I mean to be honest I find the current way it works in STO insane and if Neverwinter doesn't encourage team-play in it's core quests then it'll sink. So much of MMORPG is grouping for core story quests.
What worries me and should worry foundry authors is the statement made recently that there are no plans to import enhanced features from Neverwinters foundry into STO. They didn't say it wasn't possible just that at the moment they aren't sure if they are going to bother and for me that would be a huge loss for STO.

They did try to silence a topic asking about it, as if it was one big secret.
As far as I am aware it only removes the reward if you go below the default settings.

I do not like what PvP has become, the bigger fleets ruin it for the casual players that just want to have fun. They NEED to have the best ships, best items.. etc... and they are really the only ones that Cryptic care about because they are ones with Tier V Starbases, filling Cryptic's pockets with money.
Funny how this exploit is around until "certain" Fleets reach Tier V and have no more use to exploit it. Its not the nerf that annoys me, just the way it was shoehorned in quietly without a word
Until I summon up the will to actually get in-game and find some willing testers I'm not sure which "exploit" (aka Player generated fix) this is solving or to what extent it does, so I keeping quiet for now.

Incorrect. I gave up playing the game the day the patch that started this thread went live.
Considering I've been playing since Beta, that says a lot about my thoughts on what this game is now. I'm tired of spending forty hours a week scrambling down a narrow corridor, never even getting close to the light at the end of it, and not being able to explore the corridors to either side of me.
I find stealth fixes deplorable. Why not just come out and say that you changing this or that in the patch notes? This happens in any shop. One of my jobs is maintaining an enterprise standard package of a third-party security utility with our own customized compile options and base configuration, and I've occasionally realized well after releasing the package to the world that I left something out of the release notes. I've also had to add something to the release notes with the notation that it actually occurred in the previous release.
I've also spent many an hour pouring through CVS diffs trying to figure out when and why a piece of code was introduced, because the committer forgot to log it, or none of his keywords were what I would have used had I committed it. I've also had the argument where the person is ABSOLUTELY CERTAIN he never committed that change, until he looked at the CVS logs himself.
It happens. You deal with it, and inform the customer as best you can.
I have spent this entire week dealing with the aftermath of a change that was communicated to 1,000+ developers as having happened, but didn't, and that can't wait for the next load window to fix. Jumping the gun on patch notes has drawbacks, too.
