Their current staff is not bigger than the staff that created the game. And that staff, being both bigger and having more cash, couldn't create a second faction effectively. So, you know, I think your overconfidence in Cryptic underscores your lack of experience with the company or the KDF.
I gotta dig. A lot of folks remember the "content drought" and the "no cups in the kitchen" days when Atari was leaving the staff with no ability to do anything.
But we do need to remember the days when the game was in beta, had a huge cash infusion from Atari, a big staff and was nothing but positivity moving forward. The game that was created and launched had a lot of cash and staff involved in it.
It's 12 months after that which all of us bitter veterans harp on.

The first year of STO wasn't that bad either ... it's kind of funny when you hear people saying "Season 7 is the biggest Content yet ... etc", "What we got under PWE is way better than Atari .." ... actually what we got between Season 2 and 3 under Atari might be twice the Content at least ...

- the only KDF PVE Missions ever made

Things might be getting back to "normal" now, after the "Year of Fail" (Staff of 20-ish makes sense here), but we're not even there yet ... so considering what we got now and what we got back then ... I don't see Full Klingon PVE Content till May ... and a Romulan Faction is just ridiculous ...
I'm seriously curious, first I know of any hard numbers from any official source was around the time Atari was trying to suffocate Cryptic slowly, when we learned they only had 20-ish folks.
Well Atari suffocating Cryptic might be true at some point, especially after they wanted to get rid of Cryptic (which might have happened close to Release) ...
But after they bought Cryptic End of 2008 they kept 150 employees ... so there might have been at least 75 people working on STO ... and now we have what ... 50 ?
Atari : 75 people working 2 years equals 1,5 Factions
vs.
PWE: 50 people working 4 months equals 1,5 Factions ? (they probably hired Borg, noone else is that efficient)
=> again 50 vs. 75 (vs. 20) kind of makes sense, considering what content we got back then, and what we get now ...
Patch Notes : Resolved an Issue, where people would accidently experience Fun.
In the past they told us they would not do a Romulan faction until the KDF was finished. Now that they are implying we will be seeing a Romulan faction in May, will the KDF be finished by then?
Closed beta when we only had 1-2 hours to play as the game was being created each session was excellent and fun because it was new and exciting, showing off what the team can do and what ideas they wanted run with for STO.

I have always enjoyed Cryptics work from the days of COH, jumped in eagerly for CO when I heard it was them who where creating it and while I feared that Star Trek was too much an IP for anyone to tackle, I was happy they where giving it a go.
Its sad what STO had devolved into in those dark times and while I am now twice bitten once shy, I do hope that with the current upswing of crew and backing we will see good things.
If not, Other games exist. Though I hope it does not come to that.
