Oh wow, you've been given a free ship which is stat-wise on the same level as most lock box and fleet ships, and you call it utter garbage? Not sure if serious.
For PvE purposes I was extremely happy to switch from my Fleet Defiant to Chel Grett. DPS-wise it's certainly not the same, due to the lack of lt.cmdr. tac slot and "only" 4 tactical console slots, but at least now I can deal significant amount of damage without worrying about being shot down with one or two hits (especially now, with Season 7 bugged one-hit-KO torpedos...). The ship is durable, has decent healing capability for its type, and with full 3pc borg set it basically repairs itself most of the time.
In addition, I'm using 3pc omega adapted borg set as well as Tachyokinetic Converter. In the end this is an awesome mixture of an escort/destroyer and a battlecruiser and should be treated as such.
The only complaints I've got are the lack of a custom bridge (which is kind of understandable) and the fact that the console is rather useless, especially with its 3min cooldown.
But for a free ship I must say I'm pleasantly surprised, as I honestly expected this to be something similar to free Odyssey. Of course we've had to earn it, instead of just taking an easy 5min mission, but still for a F2P Cryptic policy this is a new one.
The ship was free, all it required was 5 minutes (if that) out of your day. If you don't like it, don't use it. If you want to quit the game because of a ship, then quit the game. Stop whinging.
I too acquired the Breen Warship (more so because I could rather than because I wanted one). I like the bridge officer layout, but I can't say I'm overly fond of the ship, and alike you, I also found myself not handling well in STF's (though I should note here I went up against the Borg using Polaron weaponry, and I still think that was a bad idea. Talk about shooting blanks).
Still, what did I do? Come here and complain? No. I jumped back in to an older ship and continued on my merry way.
Edit: For what it's worth, I think the Chel Grett should be underpowered. They're hardly the pride of Starfleet, and the Chel Grett, as with many lock box ships is either on par, or more powerful than various fleet ships. That shouldn't be the case at all.
I agree with you on the first part. Overall I love the ship. Under powered no way it packs a mighty punch in my book. I think that is all down to load outs and settings though.

Its not the same console that you are thinking about. The Breen set gives you the unique ability to siphon power from another ship. It's a neat trick and visually nice. The console that comes with the Breen ship and that is bound to the ship is the dissipator. This knocks out all the systems in an enemy ship briefly. However, as stated by the dev's. unlike its first appearance in DS9 whereby it essentially made the Defiant Dead in the Water, they claim that technology has improved since and so it doesn't have the same devastating effects on the enemy. Out of the two powers, I think the ability to siphon power was more effective in the long term.
Oddly, when I set the Breen ship up with the Breen set I couldn't seem to access the siphon power?!

I'll have to agree with some of my collegues here:
The AP is a good choice you can afford to put all DHC's on the front- you have the maneuveribility to make them work. Lose the spirals on the rear and fit the removed beams from the front here, or better yet use TURRETS !!!
Lose the dissapator console, and maybe both of the emitter amp consoles- the maco shield already has a great recharge rate. Get a Field generator or 2 and an emitter array console.
Put on at least 2 AP mag regulators in place of the graviton emitter and something else (hopefully you got the energy dissapator in a tac slot), might consider losing the tricobalt console as well for another AP console.
Now for the BOFF's:
Your so inefficient here because your trying to be a torpedo boat with beams but totally ignoring your most powerful weapons and attribute- DHC's and excellent turn ability. There are MANY good setups at stoacademy so I won't list what you need to change but IMHO you definitely need APOmega and hazard emitters somewhere in there, and move those torpedo skills to lower levels and let the higher ranking TAC officers USE those DHC's to their potential (CSV and CRF).
YUK-Neutronium armour is too generic, if you specialize you'll get better protection, suggest an ablative, a tetrabernium and a monotanium.
Oh, and use a torp DOFF or 2- they make torp spread do magical things, and if you can get a THY in there you should get a better firing rate when you chain the torp abilities.
DOffs (applicable): DCE (purple) x1, WCE (purple) x1 (other three are for a different ship, so not applicable to this build)
This setup survived almost stupidly easily in most ESTFs I have take it into. Only time I ever died was due to me being stupid/lagging/not paying attention. She can DPS hard, and tank. Her sustained DPS is a little lower than my raptor on the same toon due to lack of LtCmdr Tac, but she can alpha just as hard, and even without alpha she can still do a ton of damage.

FRSV running the FREE mk XI Dominion BAs from the story arc, and I am easily doing 1k-1200 per hit, before SA starts to take effect. Shooting blanks? You should go see a doctor about that.
But as this guy said, polaron has PLENTY bite. I hate the sound the cannons make, but they're still good weapons.

What is so funny, it sounds like a pretty reasonable things to say as long as we are talking about Elite. The only way I can see never going below 98% hull is if someone is sitting outside threat range or has super low threat from low damage.
I often get killed or put down to 3% hull in my tanked crusier with 60k hull hit point at 75% shield resistance and 60% ish hull resistance from the normal torpedoes. My mines take care of HY torps. How can someone never go below 98% hull?
Surly any Escort or Breen ship would be instent killed in the same situation. As long as we are talking Elite and not normail.

Simply put, if you don't get killed, it means another player is getting killed instead. Again, your ship type and gear is irrelevant in ESTF. If the Gate decides you die, you WILL die.
the breen ship and vesta are bad at pve? thats a HILARIOUS statement. those 2 ships are the most ideally designed pve ships in the entire game.the breen ship has escort brawn with much better then escort durability thanks to stations and raw stats, and is plenty maneuverable for lining up npcs. the vesta is a sci ship that can run DHCs! apply DHCs to pve, win shortly after. theres none of the unidealness inherent in taking sci ships into pve with it.
L2P op, those 2 ships couldn't be making it any easier for you. and 1 shots happen all the time in stf's no mater what ship your in, and how skilled you are.

I don't get killed in STFs where there is a cruiser who's doing their job right. That is, grabbing the aggro and staying alive while holding aggro. I'm not low DPS, either.

I have the breen ship on one of my toons but i havent tested it out yet... the thing that erks me about the ship is that its non tradeable even in its "BOX" state, which clearly states that and i quote "This ship is tradeable in its boxed state" if you dont want us getting a free ship and selling it on the exchange fine, but at least make it an account bound item. I have a new toon that didnt qualify to run the races that i was going to put it on, then i find that the ship is bound to characture... not pleased criptic not pleased... dont get me wrong im tankfull for the free ship, but at least let me put it on the toon i want it on. can we please fix this and make it an account bound item?
I just setup one to use a Tricobalt Mine Net..... Oh dear God that is FUN!!! I bombed a group of BoPs and shredded 2 of them... Using it on Driffen's comet was hilarious! It demolished it so fast I barely had time to watch the explosion!

Although I had a good idea already, it's been a while but I have flown escorts before. As much as I enjoy cruiser combat I'm looking forward to getting into something nimble again. I was going to save flying it until I can give it a set, but I may just buy stuff off the exchange and try it out anyway
I'll try not to be mean but will get it out of my system first by saying: The OP has such a a terrible build I can't even keep a straight face about it.
On to the content of the post:
I just unlocked the Breen Ship on all my toons and decided to run it as a true Breen Ship on my KDF Joined Trill Science Officer. I reran the BReen Missions to get the full Breen Space Set and then set the ship up using only Polaron and Transphasic weaponry. It should be noted my officer desperately need to respec, and is currently specced more like a tac than a sci.
THIS SHIP IS A BEAST! It is the ultimate Sci-Scort and I will likely fly it forever on my sci.
Now to the load out. Since the OP is clearly not interested in getting better at the game, I post it not for his reference, but for anyone else that might be getting the ship.

ENG: MK XI Very Rare RCS, MK XI Very Rare Neutronium, Borg Console

Here's the build I opted with - the equipment isn't the absolute best because it is more proof of concept, but saying that it is all MK XI blue quality so I can at least hurt something (what the hell, I have the EC so I might as well spend it)

It can take a beating, turns on the spot, dish out serious pain and it's actually fun to fly. I'll never be able to go back to my Mirror Assault Cruiser now...

My only issue is the lack of eng. slots forces you to use the universal slot for a hull quick fix.

But its all athentic Breen use Green beams in deep space nine and plasma torps. You could argue that they gained the polor in a deal with the dominion but I like the Green beam looks count.

My TAC guy has found a new home, and my KDF ENG hasn't had much chance to use it because all my time has been getting the Fed ENGIE setup. Got no sets on this guy so I stripped my star cruiser of the freebie REMAN shield, a mk12 positron deflector [em][shds][gra] and a mk12 combat [spd][turn][full] impulse engine.

2x white mk11 disruptor turrets, 1x mk11 disruptor beam array, and 1 mk11 tric mine
2x mk11 field emitters and 1x white RCS accel.

My BOFFs layout is a bit of a secret ATM but I'm using Dispersal Pattern Beta 3 and loving every second of the carnage.
I've noticed even with an almost 30deg/sec turn rate keeping the cannons on target is more of a chore than on my KDF raptor so I'll likely be pulling off 2 of the DHC's and putting beams back on so I can make use of my now unused BOFF with beam overload2 since directed energy modulation isn't quite enough destruction for my taste.
I can't really complain as the fed guy now chews up the last part of the satellite repair mission in under a minute, but I still think this new boat has some untapped power left my ENGIE could harness.

This setup survived almost stupidly easily in most ESTFs I have take it into. Only time I ever died was due to me being stupid/lagging/not paying attention. She can DPS hard, and tank. Her sustained DPS is a little lower than my raptor on the same toon due to lack of LtCmdr Tac, but she can alpha just as hard, and even without alpha she can still do a ton of damage.

I run a bug with a full polaron load-out against the Borg all the time, and I eat them for breakfast, not sure why you are comparing them to shooting blanks.
FRSV running the FREE mk XI Dominion BAs from the story arc, and I am easily doing 1k-1200 per hit, before SA starts to take effect. Shooting blanks? You should go see a doctor about that.
But as this guy said, polaron has PLENTY bite. I hate the sound the cannons make, but they're still good weapons.

No matter your build nor your gear equipped, the Borg ships and especially the gates have a way to destroy ANY kind of ship on the fly and as they see fit.
Actually, it is a good sign if you get targeted alot and destroyed often. It means you are threatening and doing damage to the enemy.
The only players who claim they never get killed in ESTF are the ones who flying failships and rarely are doing any real DPS.
Simply put, if you don't get killed, it means another player is getting killed instead. Again, your ship type and gear is irrelevant in ESTF. If the Gate decides you die, you WILL die.
L2P op, those 2 ships couldn't be making it any easier for you. and 1 shots happen all the time in stf's no mater what ship your in, and how skilled you are.

You must not have ever played an eng in an oddy or bortasqu then, you can tank gate forever with the right build without having to hide in the blind spots 9.5k out or 2k underneath it.
I don't get killed in STFs where there is a cruiser who's doing their job right. That is, grabbing the aggro and staying alive while holding aggro. I'm not low DPS, either.

Although I had a good idea already, it's been a while but I have flown escorts before. As much as I enjoy cruiser combat I'm looking forward to getting into something nimble again. I was going to save flying it until I can give it a set, but I may just buy stuff off the exchange and try it out anyway
On to the content of the post:
I just unlocked the Breen Ship on all my toons and decided to run it as a true Breen Ship on my KDF Joined Trill Science Officer. I reran the BReen Missions to get the full Breen Space Set and then set the ship up using only Polaron and Transphasic weaponry. It should be noted my officer desperately need to respec, and is currently specced more like a tac than a sci.
THIS SHIP IS A BEAST! It is the ultimate Sci-Scort and I will likely fly it forever on my sci.
Now to the load out. Since the OP is clearly not interested in getting better at the game, I post it not for his reference, but for anyone else that might be getting the ship.

My only issue is the lack of eng. slots forces you to use the universal slot for a hull quick fix.
So far its been a great build. Make sure you dont hit your self with the breen disruption bolt or light yourself on fire with the plasma.
But its all athentic Breen use Green beams in deep space nine and plasma torps. You could argue that they gained the polor in a deal with the dominion but I like the Green beam looks count.

Basic idea is to spit out as much plasma torps and fires to the enemy just cooks, ive had 18 plasma torps in a row once - just so funny when you have finished of 1 target the torps were heading towards they them swarm enmasse to the next

My BOFFs layout is a bit of a secret ATM but I'm using Dispersal Pattern Beta 3 and loving every second of the carnage.
I've noticed even with an almost 30deg/sec turn rate keeping the cannons on target is more of a chore than on my KDF raptor so I'll likely be pulling off 2 of the DHC's and putting beams back on so I can make use of my now unused BOFF with beam overload2 since directed energy modulation isn't quite enough destruction for my taste.
I can't really complain as the fed guy now chews up the last part of the satellite repair mission in under a minute, but I still think this new boat has some untapped power left my ENGIE could harness.
