Tthis build is awesome. I changed it a little for my play style obviously but still thanks so much for the starting point. Since I changed, my dps and healing have both gone up.
What did you do. I find in PVP with my Odessy I cant seem to punch thru the shields..but I am one hell of a tank. Tell us what you changed.

I'm at work so bear with the brevity of this answer. The shields are still a problem when it comes to other cruisers. In the four pvp bouts I ran last night the escorts and sci ships popped really fast if I could get the broadside. What I changed was mostly cosmetic. I dont run with torps so I put a second DBB up front and I went with phasers since I like the proc. I have also kept the borg set for the shield regen and the regen sequencer although, I may change out the deflector later. I use one each of EPS regulator, Rcs console, field emitter and sif genny. When I get home I will try to post the results of my combat logs from pvp as well as stfs. Also, I do not have any mark 12 items.
It seems that so far I am averaging 2156Dps. To calculate this I just parsed the combat log for the following:
Cure 1807 Dps
Infected 2239 Dps and 2422 Dps
I cheated a little by using infected twice but since combat was broken between the cubes. I still think it is a fair approximation.
Averaging them out I got 2156Dps. I totaled approximately 3.4 mil damage.
For pvp honestly i have gotten killed so fast today that there is no way to give a accurate view.

I can tell you one thing from my experience, if a build is effective in PvP, then sure it's effective in PvE also.
Regarding Dragon builds, i have a similar build on my Excelsior (Eng) for a long time, tweaking it here and there and it's a pretty solid one. I just can't get right to be as lethal as it was before season 5, but i'll keep working on it.:)
I came back playing STO after leaving just right after release 2 years ago (i'm a lifetimer) after reading this post i tryed to adapt the build to my Galaxy Class cruiser and i came up with the following:
EPTW1, TACTICAL TEAM 2, EPtS 3, ACETON 3
EPTW1, EPTS2
TORP SPREAD 1, TACTICAL TEAM 2
SCIENCE TEAM 1, HAZARD 2
Using a 3 Phaser beam + 1 quantum torp aft and 3 Phaser beam aft relaying on broadside fighitng.
With my ship and current skills (i'm lvl 38) i can keep 125 weapon power and about 115 shield power and this gives me a very good damage and survaivability.
After some attempts i ended up with a Keybind on space bar that does the following:
Fire all Weapon + Balance shields + WPTW1 + EPTS3 + EPTW1 + EPTS2
Spamming the spacebar most of the time make the build very easy to use, i'm very confortable with it and I'm looking forward to doing the same outfit on the Sov i'll get tonight
Wouldn't having Energy Modulation help with shield penetration when you have a high beam loadout? The BOFF ability scale with Weapon Power level right?
The Antiproton Beam Array Mk XII that You use in this build, Are those the same ones that you obtain from the M.A.C.O. Commander at DS9?. Or is there another variation of this weapon? Im asking because You specified that its the: Phaser Beam Array Mk XII [ACC][CRTD][CRTH], And the M.A.C.O. Commander sells Phaser Beam Array Mk XII [ACC][CRTD][Borg]. Any difference between those two?

Specifically, the [Borg] characteristic does nothing versus things that aren't Borg NPCs. CrtH, however, does do things.
I have to say I've been using a similar build to this since I started using cruisers and using the layout of the Dragon I have to say it's just over the top. You can tank the whole mirror fleet in the event with thing, I love it, great job.:D
Confirming that using 4 Emergency Power skills and cycling them is NOT new information...
Also you forgot to add DOFFs... you probably want the one that % boosts all power levels whenever an Emergency Power is used and 3x Sheild Distro Officers.
Torpedoes are viable, but not fore and aft. The concept fo maximizing DPS and burst damage is in play here. As such, only a single powerful torpedo forward (tricobalt) was advised by Hakaishin as atorpedo aft (iei photon on quantum) would mess witht he cooldown timer. Besides, 7 phaser arrays with EPtW always running will melt shiled pretty well for that trico and your lance.
Build Use Summary: The Dragon Flagship Build is designed to be an anchor for the fleet action. The build is designed for it's Captain to be able to lead the charge straight into the heart of the battle and then act as an anchor for the entire match. Your able to tank incredible amounts of damage, while healing yourself or your allies. All the while, dishing out extensive amounts damage to either crush any opponent that dares challenge you, or help destroy your allies targets.
This is a Kirk, not an anchor. An anchor has Extend Shields. Usually 2 copies. You found room for EP2S3 x2 and RSP but not a single copy of Extend Shields. 3 of your 4 team heals are aux dependent but you're talking running a 51 aux, so no, you won't be healing your allies at "anchor" level.
I was sure this was for PvE, but then you said "for the entire match." This is not a PvP build. EP2S3 chaining means you will be ignored for a softer target, but no Extend Shields means you'll just be sitting by watching them get blown up while FAW is on cooldown. No science team means you will be begging for one from your team when sub-nuc'd.

Its easily viable in PvE.
In PvP, its going to depend on your role in the group. If you are going to tank and draw aggro, it fine. If you are going to heal, torpedoes are fine as well since you should trade Weapon power for more Aux power to deal heals and such. If you are going for DPS, more than the single trico as a torpedo will hurt DPS because 7 beam arrays supported by chained EPtWs will melt away enemy shields quickly.
I see that one universal console, Antimatter Spread, is included in the Dragon builds. Is there any other universal console as a viable alternative to one of the consoles on the ships?
Also what would be a good alternative to Red matter Cap if I don't have it?
One of those combo batteries gained from the amma Quadrant (from cardassian Lockboxes). They are bascially a combination of batteries put nto a single device.
That being said, the graviton device (aslo obtainable form the LocK Box), and the Subsace field modulator are neat devices to insert in your device slots.

would you recommend this for a Science captain flying an odyssey , if not can you tweak the odyssey build for science please ?
There's no difference to the skill trees between character classes, just the innate abilities. In your case, you just keep using Sensor Scan and Subnucleonic Beam in place of the Attack Pattern Alpha and Fire on my Mark.
I have researched each skill and spent points wisely, trying to spend zero wasted points. Each skill has points in it based upon the best per point value.
In 12th, it is common for us to complete elite STFs in about 6 minutes (liesurely... could probably be faster if I could stop dozing off).
One of the reasons PvE bores me to pathetic tears.
So for us... not long.
I very much have to call BS here. To anyone new enough to the game reading this informative thread, NO S.T.F. can be COMPLETED in 6 minutes. Ecspecialy on Elite. This is completely a farce and should be retracted.

I have teamed with the 12th fleet before and when I was joining them in Elite STF's we was getting them done in around 8-9 mins, Giving the fact I wa not part of their normal team and odds are was holding them back I don't see how they could not get them done in 6 mins. I never did Cure with them so I'm not sure how they run that.

Were you doing infected? because that is the easiest one, and many people can do it quickly. KA is similar. And what you mean is you had 5-6 mins left on the clock for the optional when you finished infected for example. But realize that the clock doesn't start until you kill the cube + spheres or tac cube at the beginning. Basically you're not counting actual time spent in the stf, just the optional clock, so the actual amount of time spend in infected wasn't 9 mins, but more like 10-12 mins.
I mean, just to fly from part to part on the maps takes a couple mins, so it is very unlikely that any stf can be completed in 6 mins, but if you (or your 12th fleet) can, I'd be very interested in seeing a video of this, as it is very impressive. Otherwise though, I'd have to consider this is a complete lie.
